Crank County still remains in it's called a D2 drought, uh which is a severe drought. Um so we're hoping maybe get some relief this week. Uh the main thing we watch at 6:49 this week. Uh the main thing we watch at this point is the uh the low stream volumes. Um if you've noticed the river and some of our streams and ditches and creeks are very low. Um we did have several large field fires last week under the windy conditions. So, still not I'm not comfortable with the burn ban at this point yet, but uh we do ask the public that they be mindful, especially when the wind is blowing that things are still very dry and uh if they could use some caution there, we would greatly appreciate it. Um 7:21 greatly appreciate it. Um greatly appreciate it. Um secondly, uh we did uh we had our first uh traffic incident management class uh with INDOT in the county on November 8th. Was very well attended. Uh we had probably 30 people 25 to 30 people attend that class uh out at Garweight. Um and that worked very well. So the only other thing I have to report is uh we will be assisting Delaware County Emergency Management this Saturday with the funeral details for the deputy killed in line of duty in Delaware County. Um, we'll still have to get with uh we still have a couple offices where there was some people that wasn't quite ready for the change, so we have to get with them and I'll have to get 8:55 to get with them and I'll have to get with Kevin to get the dispatch computers switched out, but we can do those our leisure. Um, the only other update I can think of, we we did get um phone service to the elevator out in the dispatch building. So, finally after all the trials and tribulations of uh bad parts and stuff like that, we got it working. So, I think they're supposed to be scheduling a time to I think they have to have the elevator 9:25 I think they have to have the elevator people there, fire department, and several other folks and they'll do a test run of it and it should be good. >> I know uh that's been a challenge for a while and hopefully we can by the end of this week we'll have a working elevator there. We are currently paving out on County Road 300 North between 1,200 east and 1,000 east. Um depending on the weather when we get done this week if we can get it done. So uh we finished out on 100 south between State Road 13 and 700 West paving last week on Friday. So we got that done and we go get a stone on those roads and get them completed. So, I started the paperwork today on bridge 10:31 started the paperwork today on bridge 712 for the federal aid and uh trying to get on that agenda. I've been working with BFNS on getting some information from them, but um hopefully by middle of this week I can submit that for federal aid project. And I did get the close out letter all submitted and everything and final payment on the community crossing grant number one- 20225. So that project's all completed. So all of our community crossing grants are completed and put 11:01 crossing grants are completed and put away. So that's all I have today unless you want to have anything. >> I know I've heard nothing but good reviews from all the roads that have been paved this year. >> Yeah. >> We uh I know everyone's appreciating that for sure. Hopefully next year will be a little bit easier on getting some stuff scheduled and getting it started right away. Uh since we didn't apply for a community crossing grant, we'll have to wait on that to see if we did receive it other on bridge projects. So 11:32 it other on bridge projects. Um the prenatal food box program distribution is this Thursday. The expanded program they had 330 people sign up. So we're moving that um to 8:19 South Adam 12:35 moving that um to 8:19 South Adam Street. Um gleaners will be dropping between 11 and 12 and then pick up what we between 12 and 1:30. Um that's just a big open parking lot that they've said we could use and it'll handle the traffic much better. Only other thing I have is um the health we have a health board meeting this evening and I was asked to remind the commissioners that you have two appointments that expire the end of the year and if we could get someone appointed before the first meeting in January that would be great. >> Okay. >> I know that uh we've got it on the 13:06 >> I know that uh we've got it on the agenda for December for board appointments. I just wanted to give you some feedback on how that went. That's our major outreach event for the year in addition to the 3rd of October standown that we do each year. Military appreciation week was the whole week of Veterans Day last week. And this just feedback for you letting you know how it went. A lot of events. 14:07 you know how it went. A lot of events. The ones yellow highlighted were ones that we participated in. In addition, we also participated in that what Indiana Wesleyan held, which was an all day, very well done event. Oakill High School, which you saw on the front page of the chronicle, their rededication of their veterans killed in action Vietnam memorial. We also did St. Paul Catholic School of Vander, American Legion Post, plus everything yellow highlight on here. Uh we had open house in our offices all week with uh food for the 14:39 offices all week with uh food for the public donated by Horners, Casey's, Duncan, and Wings, etc. That all went very well. No cost to the taxpayer any of this. Uh the main thing I wanted to make you all aware of and I'm sorry Commissioner Ping is not here because he's the one that can most benefit from it. Uh uh the last several pages are all of the b the businesses in our county that supported this event in one way or another. So too many to recognize on the microphone, but I want to give you a copy of all the businesses, several 15:11 copy of all the businesses, several pages of them that supported this event and have for many years. So just wanted to recognize them, provide you a copy of those businesses so you're aware of them. If any members of the public would like a copy, I've got extra copies for them. So, just wanted to let you know that went very well. Bev Richards is our volunteer that does all that and she did a masterful job. Uh even though she got rear ended on Thursday, too. So, that was that was one casualty of our week, 15:41 was that was one casualty of our week, but she's doing okay. Just got to get her car fixed. But, uh other than that, everything went very well. So it ensures 17:54 on a rotating basis. So it ensures fairness in that process provided that the U to companies register and meet certain requirements. We've always done a good job of of managing that, but we actually have a a legal way to do that. It uh clearly defines um what our expectations are and it's going to be in writing. I believe um I've 24:07 including um towing. I believe um I've set this off. I'm sorry, not ambulance but um sent this off to Miss Harness. She has examined it and has approved the ordinance. So we would ask for your approval. This ordinance will because it involves change in fees need to be published for 30 days before it will become effective. 24:37 So, we have ordinance number >> 18. >> It's an ordinance of the board of commissioners of Crank County, Indiana, adopting a revised fee schedule for emergency medical services. And Mr. Harker, you did mention that uh once the passing today, it would have to be advertised for 30 days and then it would become effective. That correct? Um Mr. Glansancy, the director of area plan has asked um he has the commissioners have appointments on both the area plan commission as well as the BCA and he's looking for us to make appointments so they wouldn't hinder the ability for the APC and the BCA to carry 28:22 ability for the APC and the BCA to carry out their statutory responsibilities. And like I noted before, I believe we're going to address that in the [snorts] coming meetings possibly in December. So again, if anybody's willing I to want to serve, I mean obviously there's always opportunity on several appointments the commissioners have to serve uh whether it be the APC, the BCA, the health department. It looks like we do have several appointments to make in in the coming month. 28:52 make in in the coming month. And so then we'll move on to item number six. Mr. Bookout, disposition of county owned property. Gentlemen, I'll give you both a map here of this uh location. Thank you. So, yeah, Brad, uh thank you. I just wanted to this is just an FYI for the commissioners that we've identified a 29:22 piece of property um on South Miller Street 1101 South Miller Street that the county owns. It's a piece of property that uh we think we can get back on the tax rules. Um there's no current use for the property for the county. We think there's people probably in the area who have interest in that and I'm going to work with attorney Harker on trying to get that repurposed and back into the hands of somebody that could use it productively. So, we're going to be working on that. This is just information only on that piece of property. So, if you have suggestions or 29:54 property. We'll move on to item number seven under new business. Uh Gregory Appel Mitch Caperson is here today. >> Good morning, commissioners. Thank you. Uh what you guys have in front of you is a summary of the exhausted time and 30:25 a summary of the exhausted time and energy my team put into evaluating the group benefit plans that the county offers to their employees. Um looked at every line of coverage that um is offered to the employees as well as um administration processes that are currently being used and improving them. Um [snorts] we looked at uh there's a couple of changes that we're that we're recommending. Um the first is on the stop-loss insurance. um the current 30:57 stop-loss insurance. um the current carrier serious point and a carrier called TMHCC came in with a much more competitive quote and we looked at the laser liability. [clears throat] Um we also um wanted to highlight that marketed life and disability coverage for the county. Um the initial renewal offer from One America was leveraged down by some of the competitive offers that we got was um deemed to be the best offer. Now, the accident and critical 31:29 offer. Now, the accident and critical illness, there's a competitive quote provided by a carrier called Symmetra that um lowers the rates that the employees are paying and also covers some of the cost of um the casing group, who's a party that builds and services employee navigator for the county. There's a lot of items on there, so I'll welcome any questions you guys have. When it comes to the stop loss, um, you know, [snorts] with that new clove, is there an estimated savings? 31:59 there an estimated savings? there an estimated savings? >> The estimated savings is the difference in the laser liability and that's about $200,000. >> I know a lot of this we're seeing, I mean, I'm seeing for the second time or third time now. Um and obviously uh we appreciate uh you know looking at all these and [clears throat] I mean obviously we want to keep the employees in mind when we're looking at anything to do with health insurance and it seems like I don't think any of these will affect 32:29 affect affect uh the employee or employees directly. So >> there will be a um sorry I should have mentioned this the um employee rates we're recommending we keep them the same. Um there's a uh process we use where we do a projection to see where we expect claims costs to be for 2026 compared to 2025. We actually expect claims to decrease a little bit from where they were in 2025 to where they will be in 2026. Um that's our justification for not wanting to change 32:59 justification for not wanting to change the the employee rates. Um employees will actually save a little bit of money if they're currently enrolled in the accident critical office because the rates are a little bit lower. Um the only negative um employee uh uh difference would be on the dental insurance. Um there's a 3% increase. Um it was it was 4.64%. We negotiate it to 50% for 2 years um on 33:29 We negotiate it to 50% for 2 years um on the dental insurance which is about 2 to 4% different than the trend. So I is it increasing? Yes. But is it a savings? I think yes. >> Are there any questions? >> Are we renewing? This is for January 1st renewal. >> That's correct. Um, is it possible to table this until our next meeting? I I just have not had a chance to read this. I read I kind of 33:59 chance to read this. I read I kind of looked over the summary and I don't have any issues with anything, but I would like to kind of do a little bit of a deeper dive into this and quite frankly, I just have not yet. So, I didn't know if it's possible to table this until ne next meeting for approval. >> It is the stop-loss quotes are firm until the end of the day today. Um, if there's I'm happy to stick around, Ron, if you want to, we can have a discussion then. If not, we can just, you know, there would be some more underwriting done on the stop-loss quotes. And maybe that's my fault. This is my first time 34:29 that's my fault. This is my first time going through this with you all, Ron. So, um, you know, if I need to change the process moving forward, that's that's definitely no problem. >> I mean, I've had time to review it. I know Beth and Fisky worked on it. I know um we met at a couple different meetings to discuss it. I don't think that any of it's going to to change um between now and the end of the year. I represent DCS Management. We're a Indiana based consulting firm focused on municipalities. And we completed a study that was looking at exit 255. We're primarily looking at the infrastructure that's already there or nearby and then giving a high level cost estimate on running infrastructure if it's not there or upgrading it to be able to provide service to the exit 255 area. Um this is so this scope of work that's before you today is to hold five 37:40 that's before you today is to hold five listening sessions that would be rotating around the five communities that are most relevant. Gas City, Perton, uh, Fairmont, Upland, and Matthews. Anyone from the public's welcome. You know, it's not like you have to live in a certain zip code, but we would host those meetings in those five areas, those communities, publish and promote obviously that we're having these. We want to get as many people to these events as possible to then gain as much input and hear the 38:12 then gain as much input and hear the thoughts proactively from the public about economic development at that interchange of 26 and I69. So I just want to applaud the the commissioners for being thoughtful in economic development, being proactive, doing initially that study to just understand, you know, getting stock of what's there in terms of infrastructure and the site and then now being proactive and saying we want to let's get in front of any kind of public sentiment or concerns or questions about 38:45 sentiment or concerns or questions about development. any anytime there's a change, there's going to be concerns, questions, and and input. So, we want to make sure that we're gathering that proactively. So, this is this is a way to do that. We've kind of laid out a 4mon timeline to plan and then uh do promotions and then do the actual facilitation of the events and an online survey. So, somebody can't show up, that's fine. They can share their opinion anonymously or with their their name and information available. And then 39:15 name and information available. And then we'll wrap that up, do a qualitative analysis of everything, all the input, and then provide just a report so that you know at a glance you can see kind of what the sentiment was, what the themes were, what the main concerns might be, um what the interests are in terms of what they'd like to see uh there at that site, which is now a part of the growth area in the comprehensive plan. It is a part of that comprehensive plan for the county. Any questions about the scope of work or um thoughts from the 39:45 work or um thoughts from the commissioners? >> Yeah, I mean I think I mean obviously we're talking about 26 and 69 and uh we uh commissioned your company to do a study and we've had those findings back on wastewater treatment and sewer water. You know, just the the impact that could have. And so this is kind of the next step as far as making sure that the people that live in those areas actually want development in in those areas. And I think that we uh should uh do our due 40:17 I think that we uh should uh do our due diligence on making sure that that's something that they would be open to. Obviously these listening sessions are just that, right? And their listening sessions. And so um yeah, Mr. Bookout, you have anything else you'd like to add? Yeah, I just want to speak in support of uh Dr. Chris Kelner and what he's proposed to you today. I think this is the right way to proceed with economic development to receive the feedback and to uh gauge the uh temperament of the area and uh learn uh you know what the thoughts are for 40:48 uh you know what the thoughts are for development of the inter interstate interchange. Um that can help guide future growth and decisions that you all make as far as the next next directions and next steps. >> You've been through these before, Mr. >> Yes. Uh we've we've been through listening sessions before and of course received lots of input over the years and uh believe me taking a proactive approach is much more uh advantageous to the county than having a reactive approach. >> So you think that the proposal is a good direction to go? >> I think it's completely in line with uh 41:18 with what the county the direction the county should be taking at this interchange. >> Thank you. >> Are there any other questions or comments? Not this time. And so most of this will be next year, right? >> We the timeline's flexible. We uh we were attempting to align it with the EDA, the economic development area um formation process as well, just cuz there will be interest and public interest from those uh meetings as well. 41:51 interest from those uh meetings as well. So I just think there's a cross-pollination that can happen there, but we can hold those whenever. It's just going to be the biggest thing is making sure there's specific sufficient time to promote and that that's where a lot of the cost is is going to be advertising, mailings, local paper promotion, online promotion, all the things you can do to get as many folks involved and giving their input. [clears throat] >> My concern with recent meetings would be just with the holidays coming up just people everybody's busy. So, uh we want 42:22 people everybody's busy. So, uh we want these meetings to be well well attended. Uh, so I just I recommend that we just be mindful of that. >> And that [snorts] was that's a great recommendation and that's actually why we're intentional about let's wait till the new year. We don't want to do we don't promote anything until uh next year. We don't want to really say when is it going to be exactly but the scope work just lays out a plan. We can shift that. You could change the uh the exact timeline as needed. >> The proposal does have for the record a not to exceed amount of 15,000 and essentially [snorts] it's an hourly rates and so I think yeah maybe a little bit this year or next year I think we could afford it as far as from our budget. um 43:25 it's the next step. Um and if that's helpful for budgeting purposes, like you said, we can book venues and pay for advertisement right ahead of time. You don't have to necessarily hold the event, you know, right away, but you can pay for the deposits and pay for the the print design and you can pay for the even prepay for the printing. There's all those things you can do. If if managing that budget process at the end of the year is is helpful to you, then we can.
