Next uh item on our agenda is a reading of the budgets. And I was counting on Mr. McCor. 1:14 Sure. I can do that. Mr. D. No problem. Thank you. 1:19 Uh first uh what we'll look at is and it's under tab one in your books form three which is the notice of taxpayers 1:25 where I'll go. Uh just to let every know we did get this published in time for this hearing to begin tonight. Uh it was 1:33 published on the gateway site near the DJs site called gateway. 1:38 And what we'll look at and of course let me say this all we'll be doing budgets for a lot of funds throughout this process. Okay. This form just has the 1:46 ones that are required to be published by DLGF. Okay. In this notice, so that's what I'll those those are the ones I'll talk about right now. Um what I'll I'll 1:54 note the fund the budget estimate and just so you know that budget estimate is what has been requested by the various departments to compile to this total. 2:03 Well, obviously we'll trim that down to whatever we make it become when it's all said and done, but we cannot go above what's been published. Okay. And then 2:11 we'll also note what the maximum levy amount is. And the amount that's been advertised is high. We know that won't 2:18 be the final number when it's all said and done. But uh [clears throat] we they can't we can't raise what's advertised. 2:24 We can only drop it from there. So we always go high so we can make sure we get what we need to do it at the end. 2:29 Okay. Uh so on form three first of all for the general fund the budget that's been uh posted or published is 35 2:38 million $960,75 with a maximum levy of $18,350. 2:47 Okay. The reassessment fund budget estimate 582,242 with a maximum levy of 750,000. 2:57 debt service fund, the budget of $690,953, maximum levy $950,000. 3:07 The highway fund, and this is a combination of restricted and non-restricted. Okay. The budget estimate is 5,28,577. 3:17 There's no levy because there's no property tax associated with that fund. Local road and street budget of 600,000. 3:25 Again, no levy because there's no property tax associated with that. 3:30 Cumulative bridge fund budget of 1,200,000, maximum levy 1,875,000. 3:39 And the health fund budget of 719,299, maximum levy 650,000. 3:48 Cumulative capital development fund budget of 147,200 maximum levy 650,000 3:58 and the economic development income tax seated fund a budget of 1,900,000 and there is no levy associated with 4:06 that because it's strictly income tax money that comes into that. 4:09 [clears throat] 4:09 So the budgets that are advertised for those funds combined is 47,38,976 and the maximum levy of those funds combined is 23,225,000. 4:22 Okay, so those are the budgets we've read. Uh I'll kind of just kind of go through some highlights of what we went through. Angie and I kind of work together to put all this together to get 4:30 to this stage. Um on the let me just tell you what I mean really projecting the less. We know we 4:38 have advertised. I I gave you that number. General fund we're talking 8 million 350. I really expect it to be and we'll see it's going to be plus or 4:46 minus this. I think it'll be 18,7,000 plus. Okay. In that range. Cune bridge we're showing a million 875 advertised. 4:57 Really expect it to be about a million6 when it's all said and done. Health fund we're advertising 650,000. 5:05 really expect 555,000 roughly reassessment fund 5:12 advertising 750,000 expect it to be more like 640,000 5:19 um human capital development advertising 650 650,000 really expect,000 5:28 to be the case and debt service we advertised is 5:35 950 950,000 and it really expect to be 650,000 when it's all said and done. 5:42 Uh couple other notes the reassessment fund and the health fund those amounts that I expect it to be will be roughly 5:49 6% above what it was in 26. That's the growth factor reflected there. You know it's reflective of 600,000 or 6%. 5:57 Um when I uh looked at the AV to try to guess what 27s will be and comparing 6:05 that to 26 what I used for our purposes of calculating through the budget process here I used a reduction of 5%. 6:12 You recall from 25 to 26 we had a flatline budget which is less than it has been. That's really because of Senate Bill one issues I believe 6:21 reductions there. So I'm using a 5% reduction from that number to go for 27. 6:28 I don't know what it's going to be for sure. I'm just using that for our calculations. Hoping it's conservative good number to use. If it goes higher then we can raise more on some of these. 6:38 That's why on the cumulative capital development development fund we we advertise a higher amount than I expect it to be 6:44 because if the AV does grow with the rate we have in place we could get more money in that fund. Same thing with Q 6:51 Bridge fund. We advertised a million what was it? A million850 got a million875 and I got a million6 as my projection. 7:00 Again, if our AV goes up, we can raise more dollars there with that fund. So that's why we've advertised higher than what I really expect it to be. 7:11 Another thing I want to note, remember the tax cap losses is one of the numbers we have to deal with as we go through the process. 7:17 Um, DLGF has given us 3,40,100 as their guess for 2027 for us and that is $61,000 higher than 26. 7:29 That's a 23.6% increase. I use that number in our calculations [clears throat] here. So, the levies I've noted for you guys that 7:38 we talked about, whatever that tax cap loss is, that becomes reduction what we actually can approve in our budget process. Okay? and you'll see that on 7:46 reductions as we go through that form 4B. Throughout the budget process, we'll see that number. 7:53 Uh, another number you need to know about is local option income tax. 7:57 As Angie and I are working on the budget together, I used the actual 2026 income tax amount as a 8:06 guess for what 27s will be because we didn't have the state's estimate at that time. We just saw we just received the state's estimate just a few days ago. 8:15 Um, and it's higher than what our estimate what we used in our estimates, which I expected it to go up some, but I didn't know what. So, I was being conservative and used the same amount. 8:24 Well, the state's number for lit that affects general fund uh actually increased, let's see, what is it? Um, not quite. 8:34 It's not quite $400,000. It's about a 4.57% increase in 27 over what 26s is. Okay. 8:42 So the numbers you got at your [clears throat] seats in the 4B that Angie put together does reflect that increased number. Okay. So our lit is up 8:51 4.57% in the general fund and then the heated fund is up 4.12%. So the amount I've got as 8:59 an estimate in there is less that 4.1 uh 2% increase we'll get. But Angie again has reflected that [clears throat] on the information you got at your tables 9:07 tonight. So good news. We're getting more revenue for income tax than we had in 26. 27s will be higher. 9:17 Okay, that's I guess that's what I wanted to cover. Okay, thank you. 9:31 Next uh item on our agenda is uh surveyor and [clears throat] cornerstone. 9:53 Not quite sure what what you expect from me to say. We're asking for 3,000 more 10:00 for the chief deputy. 1,500 more for the first deputy. 10:06 No raise for me. A little bit of raise for our engineer. 10:12 But the rest of the numbers remain the same as far as 10:18 gas and motors or gas and oil garage and motor supplies. Those are staying the same here. 10:38 Does anybody have any questions regarding those personnel services or supplies? 10:52 I think I must cornerstone. 10:56 We pay um licensed land surveyors to reestablish or re-reference the cornerstone that the real uh land surveyors go off of. 11:14 Have you been through a budget hearing before? Is this your one? Okay, this is your second one. My second one. 11:18 It's probably more important to realize that we'll we want to hear your thoughts on personnel salary changes and we don't actually act on those during this part of our budget hearing process. 11:27 We have been busier this year than we have in the past. We're raising quite a few um maintenance funds. rates are going up, having public hearings. 11:37 They're busy doing watersheds and uh compiling assessment roles more than we have in the past, recent past just for the necessity. 11:48 A lot of the old rates on the maintenance funds are old rates and they're not keeping up with the current expenses of doing tiling and ditching. 11:59 So those are having to be adjusted to accommodate the end goal of keeping the water going downhill. 12:13 Are these both full-time employees? 12:15 Yes. The chief first registered engineer. Is that essentially a subcontractor or what? How's that work? 12:23 He he is at our call if we need him for something. He reviews reviews tiling 12:29 plans and elevations waterheds. He also does our water sheds for ditch crossings. How much acres are coming 12:38 through there and what size pipes need to be for certain locations. 12:43 It looks like that person is paid as an employee though it's not contractual services. That's it's an employee. Yeah. 13:00 think that um I don't know if anybody else had any other questions. 13:10 As I recall from uh last year, we would not act on uh the salaries uh related to 13:20 the positions, but we would act on others um 13:28 related to that. So that uh I don't know if we want to leave it 13:34 grouped uh to do supplies uh for approval 13:42 and do we want to also add the surveyor ditch mileage and the certified cornerstones as part of that motion. 13:53 Um and then also the uh contractual services entertain a motion for uh those being 14:03 approved at this time, not the salaries or 14:13 yes, I'm looking at the registered engineer as well not being approved because those are all 14:20 related to payroll. 14:25 Typically anything under personal services we hear but we don't vote on anything else supplies equipment or anything else in the budget we go ahead and vote [clears throat] on. 14:34 So we leave out the certified cornerstones as well as ditch mileage. 14:38 Well I mean that's contractual. That's you talk about the cornerstone on the 14:45 122. Um, I was actually talking about in it's under personal services, but it says certified quarter and 14:53 surveyor dish mileage, but it's whatever the pleasure of anybody that wants to make a motion, I guess. 14:58 I'm sorry. Thank [clears throat] you. Appreciate you coming. 17:20 Uh, next item on our agenda is superior court 2 and the title 4D. 17:27 Good [clears throat] evening, gentlemen. I'm going to pass this sheet around. 17:32 This is for CASA. Uh, they sent me that statistic sheet. We'll get to that in just a minute. 17:40 I'm looking through the uh requested budget for Superior 2. Of course, as you all know, um and I'm sure you'll hear a 17:48 lot over the next couple of weeks, we're asking for some payraises. Uh and we're I'm sure not going to be alone in that. 17:56 So, uh, we're asking to bump the staff up from their current pay of 45628, 18:04 uh, up to 50,000 even across the board for the different court reporters. There are five court reporters in Superior, 18:11 too. Um, and we just feel like that is uh going to keep them on par with other 18:19 neighboring counties uh like Howard County and Delaware County and so forth. 18:25 Uh and this is going to be a request you'll see from all the judges. So we all agreed uh to keep that even between the uh different courts. That way 18:34 there's no jealousy or anything between the the staff of the different courts. 18:39 So uh again we're asking for that increase up to $50,000 there for those uh court reporters. And then the 18:47 magistrate is uh state paid and he's also paid by the county. And so I did ask for a small bump in his uh salary on 18:56 this county portion just a little shy of $2,000 there. I asked for an increase for the magistrate. That's Tom Lawson. 19:06 So I'll leave that to you all to decide at a later time. Uh but looking at the rest of the Let me ask a question on salary before 19:14 you leave that. I noticed uh that you under one of your recorders uh through this year we've been paying a 19:22 portion of our salary from the 4D incentive fund and this time you're taking all of that out there. There's nothing out of the incentive but it's all out general fund now. 19:30 Yes. Thank you uh Mr. McCart. So, uh, I did ask for, uh, a fifth court reporter, Regina Martinez, who's currently paid 19:38 out of 4D and general fund money to be paid completely out of general fund at that same $50,000 19:46 um, amount. Now, the reasoning behind that is as I was running for office uh 19:53 and certainly seeing some of the things that I wanted to address as judge, one of the things was crossraining and the lack of cross trainining that we had 20:01 between our court reporters. And you say, well, why is that important for this position? But because of this individual being paid out of 4D funds, I 20:11 can't crossrain her without going through a whole bunch of red tape as to then having whoever is going to be 20:18 replacing her being paid out of that money. And so, um, there's red tape at the state level. There's red tape with 20:25 the auditor's office. Uh there's a lot more to it than just simply switching a desk because that 4D money uh that's 20:33 used to pay her uh can only be used to justify uh or can only be used uh you know somebody that's working on child 20:42 support matters. And so again I just thought it was easier to have them all paid out of the general fund uh so that 20:49 we could open up the possibilities for greater cross training there in Superior 2. Now, candidly, I'm not terribly fired 20:57 up about that. So, if you all say, "No, we don't want to do that. We'd rather just keep paying it out of the 4D funds," that's fine. You know, I'm not going to make a big deal about that. 21:06 I guess the question I would have right now that fund had a balance, well, June 30 had a balance of $101,000 in correct. So, we stop 36,000. 21:14 So, if we stop paying that person's pay out of there, at least part of their pay, then what's the benefit of the fund at that point? What would we use it for 21:22 instead? Well, the the fund would just continue to grow, I suppose. 21:26 So, you having to help the general fund makes sense to me, I guess. And my thought is that maybe that's one person you built cross train because of the need to keep that 21:34 right segregated. I That's my thought. I guess I to me we want to help the general fund if we can with that fund. 21:40 Sure. Is that Yeah, that's just my thought. 21:43 No, I'm not going to get terribly fired up over that if you don't want to do it that way. 21:47 That's just my thought about the general fund. I guess I will say this. I talked to Daniel Vaughn uh who does our uh reporting and 21:54 auditing and all that of that account and um [clears throat] he had indicated of course the more you spend on 4D 22:02 services and so forth the more you're going to get reimbursed. So uh if you're paying her out of the general fund then 22:10 you're going to see more money come back into that 4D. But it's not all of it. 22:14 No it's not all it's there's anything else we can use that money for. or silic just sit there and not be used. Right. Right. Even if it's only a portion of it. 22:22 Sure. That's just my personal thought. 22:25 So there's nothing else that can be used for? 22:27 Well, it has to be used for child support collection efforts. So whether that's um you know part of a court reporter's salary, whether it's part of 22:35 magistrate law salary, it cannot be part of my salary. Of course, I'm paid by the state anyways, but uh it can be used for 22:42 equipment. It can be used for um you know anything related to child support collection efforts. 22:49 See that's part of the problem too. If you buy equipment, you can only use it for that purpose. If you're I think one time we had to buy a shredder and we had to justify that we 22:56 were using that paper shredder to shred child support collection stuff. So again, there's a lot of red tape involved in that. 23:04 It just seems like it's better to use some of it for the salary piece, not worry about it. Just seems like to me $10,000. So substantial amount. 23:16 So again, you know, I asked for that, but you know, I'm not going to get 18 plus 23,000 right now. County benefits. 23:25 [clears throat] 23:25 Yeah, just a thought judge. 23:27 No, it's fine. I appreciate that. So I guess the take away from that is however you want to handle that. I just want to 23:34 make sure, you know, obviously she's not getting less than what she got last year, but preferably I'd like to see them all up at 50,000. So, 23:44 and then on the supplies, um, a couple of highlights there. We have just of course the regular office supplies and we have the K9 supplies which is for the 23:53 quartz therapy dog. And, um, the supplies is staying the same as far as 24:00 the office supplies. I did decrease the K9 supplies by a th00and uh and I also decreased u the appeals and popper 24:09 council down below by a thousand. The reason for that was Judge Spitzer is going to be making a request uh in his 24:16 presentation for an adult guardianship fund. Uh there's a program that helps um 24:22 handle adult guardianship cases and he was going to ask for 5,000. So again, kind of collectively between the judges, 24:30 we tried to shave different areas so that that 5,000 wouldn't necessarily be additional taxpayer funds, but just trying to shave things off our budgets. 24:39 So that's why I decrease those uh by a,000 there. 24:44 How do Excuse me. How do we expend only 8.49 halfway through the year to this point? I was just getting ready to say that. 24:51 No, you're not. So, um, I had made a promise to the council when, uh, you all had graciously agreed to allow us to 25:00 purchase Darla and give us this supplies budget for her that I would aggressively seek grant money to see to her needs. 25:08 And so, currently, we have two grants, one out of drug court and one out of family recovery court that are helping pay for her expenses. So that's why 25:17 there's been a pretty big decrease uh in taxpayer funds, you know, paying for her uh ongoing care. So I think 25:26 total uh drug court and family recovery court had like $5,000 in grant money between 25:33 the two of us to help pay for that. So So that's why there's been a decrease there. Um 25:41 and then for the uh other services and charges uh the first one there is the courtappointed special advocate. So that is the CASA paperwork I sent around that 25:50 shows you of course the impact that they're having in child welf excuse me welfare cases. They have to be appointed 25:58 in every single case that the department of child services is involved in. Uh and so they stay obviously very busy uh 26:06 doing that. the uh driving factor behind this request is what their state grant 26:13 is. So, CASA separate from the money that you know you all would give to them 26:19 is given a state grant and they then um will get up to the amount 26:27 that this body uh matches if that makes sense. So, um, in order for them to get 26:34 the full state grant of $74,124, this body has to approve a $74,124 26:43 budget for them. Um, in the past, it's been 63,639 the last few years, but um, it's going 26:52 up this year. That's based purely on the volume of the cases. I don't understand all the metrics the state uses for that, but um it's a dollar for a dollar match. 27:01 So if you all approved them for let's say the 63,639 then they would only get 63,639 27:10 for the state if that state money does that go through a separate state fund and do you recall that is that a separate fund that's in I can't remember 27:18 I think it goes directly to them 27:20 [laughter] 27:21 books at all for this okay so that one claim and and we give them that a lump sum but the other I believe goes direct straight to them okay So, okay. 27:31 So, that's again uh what that's about. 27:35 The appeals and popper council. Uh again, we shaved that by a th000 to help that adult guardianship fund for Judge 27:42 Spitzer's court. And so, we're asking for 10,000 there. I it says zero expended as of May 31st. We might have 27:51 spent a few hundred out of it. account, primarily what that account is used for is uh for parents that are dealing with 27:59 uh contested adoptions and they cannot afford an attorney. Uh they're they're actually given the right to an attorney 28:07 and so that's u I believe why that account was created to help pay for those contested adoptions. We don't see 28:14 those very often. So that fund is uh not often used. 28:19 Uh traveling conference we left the same at 4,000. Repair and maintenance we left at uh 2,000. 28:26 And I'm going to skip over legal services. I'll come right back to that. 28:30 And dues and subscriptions. Uh I did ask for a small increase from 1,600 up to $2,000. 28:38 Um seems like some of the subscriptions we've had of late uh are increasing in price. 28:43 It's smaller dollars than 25% in in percentage numbers. So yes, it is. They have a large percent, the small number. 28:50 Now, the legal services, uh, we're asking for 27,05 there. When I had sent that to Angie, I didn't realize there 28:58 was not a a line item for family recovery court attorney. Uh, but that's what that money would be used for. So, 29:06 family recovery court is a problem-solving court that we have here in Grant County. Judge Kenworthy was the one who helped establish that about 15 29:15 years ago. And it's a collaborative approach much like drug court. Veterans treatment court brings in community 29:23 stakeholders. Radiant health um being one of the main providers in that and it's for families that have department 29:32 of child services cases uh that are brought about through substance use disorders. So it's programming specifically in dealing with their 29:40 substance use disorders. And most of the individuals, not all of them, but most of them have co-occurring criminal 29:48 cases. And so the idea is they go through family recovery court. Not only do they reunify with their children and 29:55 their uh Department of Child Services case is terminated, but their criminal case is also dismissed as well. Um so 30:03 it's very similar to drug court and and the veterans treatment court in that regard. And so the reason why this is 30:11 showing up uh now is because there has never been a public defender for 30:19 uh family recovery court. There's always been one for drug court, veterans treatment court. We now have them for re-entry mental health court. There's 30:27 never been one for uh FRC. And so, uh, I think what had happened, Bruce Elliott 30:34 had kind of just been graciously helping with FRC. Uh, Bruce Elliott's no longer obviously managing the PD office. Jerry Drook is, and Mr. Droo, I love Mr. 30:45 Drook, and this is not to, uh, you know, disparage him, but he said, "We're not doing it." You know, if you don't, if we're not getting paid, we're not doing 30:52 it. And I understand where he's coming from. They're getting paid to do all the others. They're not getting paid to do FRC. 31:00 The issue then becomes, well, it's really more of a due process issue, right? Because we have individuals that are coming in front of the court. Some 31:08 of them are facing jail time and other sanctions for contempt of court and they don't have an attorney there to help 31:15 advocate for them. And so there's there's a due process issue there. And because of that, the Indiana Office of 31:22 Court Services has told me uh that if we don't have uh an attorney or a public defender to help with F FRC, we probably 31:30 can't continue the program. And so then we lose a problem solving court. So that's why I'm asking for that 275. 31:40 That's what they get paid for drug court, veterans treatment court, mental health court, um and re-entry court. So, I'm just asking for the same amount. 31:50 Now, I'll add one more thing to that. 31:54 Even though this is in my budget here tonight, um I don't know that it's properly there 32:01 or certainly not maybe in the best interest of the uh general fund that it be in my budget. So, I would like to see this approved tonight. That would be my 32:10 wish. But I would suggest that after the first of the year, you transfer it to the public defenders budget and then you'll get the reimbursement uh just 32:18 like you would for the other money spent on public defenders. So if you spend it out of my account, uh you're probably 32:26 not going to get that 40% back from the state. So can we just add that to the public defenders budget when we get to that process if we choose to? 32:32 Yes, that's what we want to do, bro. Does that make sense? Let me just add it to that one during this process if we get if we decide to do that. 32:41 Is there a [clears throat] defender that would likely take that position? It's already Mr. David Glickfield would be the one that would take that position. So the 32:49 reasoning behind that is uh Indiana Office of Court Services suggested that we have a public defender that does not 32:58 handle uh DCS cases routinely uh but has vast experience in problem solving courts. Well, obviously Mr. 33:06 Blickfield has vast experience in that area, but he does not do the DCS cases routinely. 33:13 Isn't he already tied up so much with other He is tied up, but he's he's assured me he can uh he can do this. So, um the uh 33:22 the reasoning behind I think uh Indiana Office of Court Services saying, you know, that's the type of person you're 33:28 looking for is um in F FRC, you know, it's very possible that maybe both 33:36 parents are participating at the same time. Not always, but you do see that on occasion. And so, um, you know, if in 33:45 their, uh, actual underlying DCS case, uh, there's some sort of a a conflict, 33:53 right? Then you don't want that attorney that's representing them in that underlying case to then be representing them in FRC, uh, particularly when 34:01 there's a spouse type situation. So to help avoid conflicts, uh they're saying you should probably stay away from somebody that does the underlying chin 34:09 work, but find somebody that does problem solving work, and that's Mr. Clifffield. 34:14 How is that attorney paid? So F FRC 35:15 right now has uh I think about 19 participants and um obviously you know they're always 35:23 graduating and we're adding to that. I'd like to see the program grow. I've talked to CASA and they've said that they would be willing to assign more 35:32 staff to help the program grow. Uh DCS has already assigned an additional case worker to help the program grow. So my 35:40 hope is we could build it up to, you know, 40 or 50 participants, but right now it's about 19. So have you had any conversation with Mr. 35:48 Drook about the budget situation as far as removing it from this one and putting it in his? You guys, you guys have talked about so he's aware of it. 35:56 He's aware of that. So, uh, we are moving cases uh, 37:47 pretty quickly there. In fact, if you compare those numbers to the prior year, um our average age of pending case 37:56 dropped down to uh 205 days. It was at 305 from August 5th of uh of the prior year to August 5th of 25. 38:07 33% drop. 38:09 So yeah, so we're down to 205 days. So what's that what that means is you file any case in my court on average I'm going to have it wrapped up in 6 months. 38:18 So [snorts] I think that's pretty good pretty good. 38:23 And so I would say based on the average age of cases to 205 from 305 that 38:31 I'm going to guess the number of cases closed was greater than the number of cases. 38:37 Yes. Yeah. So the numbers reflect here like uh criminal cases for example over that whole year we closed those at a rate of 144%. 38:49 Um we closed out um other civil cases at a rate of 200%. We closed out juvenile cases at a rate of 120%. 39:01 Uh so we're we're closing out you know generally a lot more cases than are being opened. So that that's less jail time done and hopefully unless they've been sentenced to death. 39:34 Just if you close over 100% of cases, does that mean you're taking some from the previous year and closing them out? Is that is that how you that number? 39:41 Or maybe even, you know, the year before that or what, you know, I think it was yesterday I closed out a case that was 4 39:48 years old. Uh the guy had um a warrant out for his arrest for the last two years and he was finally then arrested 39:57 on that warrant. And so we brought him to court and um you know maybe I was in my lane, maybe I was out 40:05 of my lane, I don't know. But I asked him, I said, "Hey, you know, is this something we can get resolved today or do we need to set this for a jury trial?" He said, "Well, I'm open to 40:13 negotiation, you know." And the prosecutor was right there and I said, "Hey, what are you willing to offer this guy?" You know, and you know, they came 40:20 to terms and we closed it out and got him out of the jail. So he went home incarcerated. Well, um, he had only been [clears throat] in jail for about nine 40:29 days. But yeah, he had just gotten picked up on the warrant. So, but so that was a, like 40:36 I said, a fouryear-old case just now close. 40:39 That could have turned into 6 months. I mean, had that not Yeah. [clears throat] Yeah. 40:45 Mr. Glickfield's here. Maybe even if any go down, but it's been pretty constant. 1:19:07 It it has been constant. Wouldn't wouldn't go up. So, so to to alleviate some of the the constraints on that fund, we did move the general fund or 1:19:14 the contractual fund to the general fund. And then uh we asked that the 1:19:20 council move the supplies uh from the 1222 which is a restricted fund to the 1:19:27 general fund. Uh because certain purchases that you you purchase out of for supplies are not eligible 1222 funds 1:19:36 or purchases. So the the council has to then reimburse those funds. So in order to get away from that, we just moved all of the supplies to the general fund. 1:19:47 Thank you. [snorts] In fact, we we moved, you look at that the communications page, we actually moved telephone expenses over there, too, from 1:19:55 at least a portion of it. We haven't taken it all, but we've moved part of telephone over there as well. Last 26, 1:20:01 we put 15,000 in that general fund communications budget. 1:20:08 And again, I've done the math as preparing for budget for the 911 fund. 1:20:12 And if you look at what we had June 30, 26 adding what we projected in receipts 1:20:20 spinning the budget [clears throat] at the end of December 21st, we should have about 38,000 plus,000 in cash in 1:20:27 there. 38,000 plus. in 27. Then if you add our receipts that we expect to receive, which is roughly $530,000, 1:20:35 take off this proposed budget 593785, we're going to have a deficit of about $25,400 1:20:43 to the 27th. So, if we approve right now, of course, we don't know what we're going to do with with personnel, but uh it would look like if we are going to 1:20:52 consider approving this entire budget, we would probably need to remove something from other services and charges. I would say we probably need to 1:20:59 remove another another portion of the telephone cost out of the 911 fund and put in the general fund. Probably $25,000. 1:21:09 Uh it would be my recommendation that you you remove the IDAX terminal line from the 1222 and move that to to um the 1:21:17 general fund. The reason I say that is because Marcus is currently working with uh the Indiana State Office of Technology to redo our IDAX connection. 1:21:27 So we may not have to pay that that fee. It may go away. It may go away.
