here cgill here McKinley here thank you we're going to move into 5:24 the neighborhood Spotlight and it is my pleasure this evening to welcome Riley tangerman uh who has recently opened 5:32 Lotus house go and come on up Riley and head over to the podium I just want to introduce Riley and I'm going to give 5:40 her the floor and let her talk about some exciting news and uh new addition to Marion welcome go ahead and turn the 5:48 microphone on okay testing okay thank you all for um having us I am excited to be here and 5:57 like Nick said I'm Riley I just recently founded Lotus house which is a recovery residence um located in Marin of course 6:06 um over by Maran health and um for those of you who aren't familiar with a recovery residence and actually I'm GNA 6:13 pause for a minute and introduce Dana DOD who is also with me um and she's kind of my partner in crime she is um 6:21 our certified peer recovery specialist and I'll let her explain a little bit more about her role in a minute um and I'm going to try to keep this brief to 6:29 not up too much of your guys' time but um for those of you who don't know what a recovery residence is it is essentially a safe and sober living 6:38 environment for individuals who struggle with substance use and mental health issues um I am passionate about this uh 6:47 work that I've begun with recovery residence and specifically with lotus house because um our community needs 6:56 healing and um I've worked in this City in other capacities um downtown specifically with the Boston Hill Center 7:04 um because I believe they'll the built environment and one's personal environment affects their mental health and their capacity to live a vibrant 7:13 life um and so when I did that work downtown I found that um a lot of the people within the buildings were still 7:21 um sick and in need of healing and so I kind of stepped back and took that into a more granular level um and thus bir 7:29 the idea idea for Lotus house and my passion for helping women heal um from their substance use and mental health 7:36 struggles and I believe this is one of the best ways to um tackle the issue of generational poverty that exists within 7:44 our community um and helps to promote um women who can be empowered to contribute positively to our community and um of 7:54 course it has a lot of other benefits but um mainly what I'm passionate about is empowering women women to overcome their struggles and we're going to do 8:02 that with seven women in our home so it's going to run like a family um it's going to offer a safe living environment 8:10 that um again operates like a family and provides something that a lot of these women never had growing up which is um 8:17 everything that they need I think to heal which is a safe um landing spot to come home to whenever you're not well 8:24 and you need extra help and extra support and so I'm going to turn it over to to explain her role in this but um we're 8:33 open to questions we're open to um additional feedback um anything that you 8:39 guys have to um ask about we're open and willing to meet with individuals in the community um and you can find us on 8:47 Facebook we do not have a website yet but just wanted to give you some information about how to contact us but I let Danel speak for a second thanks 8:55 Riley hi I am di DOD so I am bringing the other side um to Lotus house I um 9:05 and in recovery I've been in recovery since 2012 um I have had my ins and outs um 9:15 with three laps and addiction and um I am proud to say that I will be sober for 9:21 two years next month um again since 2012 um I since getting sober this time um 9:29 have um secured a full-time position that I love um and um I took this state 9:38 test to be a pure recovery coach um and so I hooked up with Riley and I get to do that at Lotus um I am super 9:47 passionate about helping these women because I myself needed that help um and have been to two recovery homes Lotus 9:55 brings a fresh perspective to this um Riley has tons of great ideas and um I'm just super excited to be able to work 10:03 with the women and help them heal the way that I was able to heal um I found 10:10 out who I was um how to love myself again how to be a mother um how to be a wife and how to be um an active member 10:19 of this community who wants to bring the right things in so I'm excited to help other women do the same thing thank 10:26 you thank you all um I don't I don't know if anyone has questions but otherwise we can let you guys carry on 10:33 well thank you hold on one moment you might have a few questions um come on up first of all I wanted to 10:41 thank you um I know you recently got approval through the board of zoning appeals is that correct yeah yes thank you so much to the city of mar and board 10:50 of zoning appeals for approving us last week we are grateful for that yeah so it's it's not as simple as just come on 10:57 over there are Hoops she had to drum through and get approvals um to turn this into a different type of Zone 11:05 residence and um you know I will say you know as we all know all you have to do is read Facebook comments once in a while and everyone talks about the 11:13 overdoses and addictions um and so this is a huge asset and it's for women only correct 11:20 yes it is um and I'll just add to because I didn't really talk about I guess how it works but the women will be on structured schedules they'll all be 11:28 required to work um they'll be undergoing like breathalyzers and drug screens randomly they'll be doing um 11:36 lots of community work lots of time together in in the house learning life skills um and so they're going to be in 11:44 a very structured environment um undergoing their recovery which is part of kind of the process of that um I'm 11:51 forgetting the other part I was going to add but I'll let you go that's okay uh so if there is a woman listening right now on YouTube YouTube or somebody in 12:00 the audience uh how do they connect with you and how do you um I don't know what you call how do you become part of this 12:07 um Recovery Group yeah um so women right now are able to call me and I mean they're able to call anytime but 12:15 basically my intake process is I kind of do a one-on-one interview with the individual to see where they're at with their recovery um see how um how they 12:25 how how their pathway of recovery kind of looks and if that's going to fit in with our program um and then if we have a bed and and they fit the program then 12:32 we'll take them so if you are interested and in need of a bed or you have a loved one who is in need of extra support you 12:39 can um find us on Lotus house on Facebook my number is on there um or you can message direct message the page and 12:48 you'll get me or Dana great thank you and one last question for me how can the community support you I know this isn't 12:56 free it costs money but uh how can members of the community or even the council support uh the Lotus house that 13:04 is a lovely question thank you um so I think you know a huge support is just things like this um helping us get the 13:13 word out uh supporting people in recovery it's often been stigmatized in the community and so with us being 13:20 welcomed into a city council meeting that says a lot about how far we've come as a community with um just the opiate epidemic and accepting and loving on 13:27 people who need healing because we all know that um addiction is a tip of an iceberg of a lot of social issues that 13:36 occur in people's lives um but on top of just you know public support um the women do often come from treatment or 13:44 from jail um with nothing and so we're going to help support them as much as we can with things like groceries um and 13:53 until they get a job often they do need you know clothing groceries basic hygiene things so if anyone wants to 14:00 donate um again you can contact me and I can coordinate with you bringing those donations over anything from food to Aldi gift cards would be really helpful 14:09 um Aldi gift cards are a great way to help them as they're grocery shopping at those in those first couple weeks before they have oncom or um consistent income 14:18 so those are two really helpful things and we'll be publishing kind of a needs list here in the next couple weeks of ways that you guys can like very 14:26 tangibly support as well um every that you guys would give would go straight to those girls great thank you so much any other 14:34 council members have questions you asked my I was goingon to ask about help funding too 14:40 congratulations to you on your sobriety um that's not easy I know I've had family members it's a rough rough deal 14:47 rough go so thank you for opening that up and uh giving our women in this area some some ways of getting better and 14:57 helping thank you so much appreciate that where are you 15:32 all right and we're going to go ahead and move into the first responder Spotlight and um before I call him up here I'm going to read a little bit uh 15:40 but tonight we are recognizing we'll say now retired the big RW right uh retired 15:48 Maring police detective Jay Mitchner and I want to read this this came directly from Chief Gilbert and it 15:55 says as one of my very first significant decisions as a brand new police chief in 2004 I had the privilege to offer Jay 16:02 Mitchner an opportunity to start a career of service with Maring Police Department I was necessarily familiar with Jay's resume and his background by 16:12 then based on the pretty thorough hiring process and background investigation Jay presented several valuable qualities including serving our great country in 16:20 the United States Air Force and having success in the private sector in a competitive industry that required excellent people skills but his most 16:29 valuable virtue was an obvious sincerity in his desire to serve a cause larger than himself and a humble but confident 16:37 demeanor thank goodness I didn't screw that decision up and hire Jay I've not regretted that decision for one single 16:43 minute since then Jay has provided or proven himself to be a fantastic role model partner and servant leader Jay 16:51 toiled in the patrol ranks for several years being a courageous trustworthy partner helping people and standing up to crooks on the front line 16:59 as one of my final significant decisions as Chief during my first assignment in the job I assigned Jay to the criminal 17:06 investigations division as a detective in short as effective as he was serving in the Patrol Division Jay excelled even 17:15 more as a detective his impact on his peer detectives and younger officers and his service to many many victims cannot 17:23 be calculated many many victims were afforded some justice and many many bad guys were held accountable for Jay's 17:31 astute investigative work importantly Jay was always available for the 3:00 a.m. homicide callouts and every partner 17:38 he worked with would tell you of his loyalty and Fidelity and finally one of the first significant issues I had to deal with this past January when a 17:48 reassuming the chief's job was to reluctantly accept Jay's notification that he intended to retire from the Marian police department and start a new 17:56 Journey after several fail failed attempts to have Jay reconsider I had to accept that Jay's time with us was 18:04 coming to an end he is and will be missed as a partner as a crime fighter as a servant on behalf of your partners through the years we love you Jay 18:12 godspeed from Chief Gilbert so um retired detective Jay mitcher if you could just come up here real real quick 18:23 [Applause] 18:39 thank you so much for your service 20 years right yes so you at least able to get all 20 years in for his uh retirement employee retention or 18:48 employee uh retirement fund but more importantly you did leave a lasting impact on this community we as a council just wanted to thank you for that and we 18:57 wish you the best in your future endeav so if we can just get a handshake photo and um we do have a a flag that that was 19:06 that will be flown over City Hall we still have it yet so we're goingon to have a flag to present to you we just weren't trying to buy something find 20:29 bargain that's what these guys are doing if you can't get them a good deal they'll go down the street and do it and 20:36 we losing good people every day it's not anybody else who wants to show up we're going to have a meeting at 6 o'clock on May 23:38 8th 6 o'clock May 8th to go over um abatements and those reports so I'm hoping they're in like to have those in 23:47 by four o'clock on May 8th and um the second dang let me find my notes so I 23:54 don't blow this the second is the aviation board met April 4 they reviewed uh their Capital Improvement projects 24:01 for the next several years Runway the taxi way Improvement in construction fuel storage tanks and a footnote to 24:09 that at 10 o'clock this coming Saturday in Hangar SE airport designer Ryan mccrosky of wford engineering is going 24:18 to go over the airport's five-year Improvement plan and that's open for folks consider that an invitation 10:00 24:25 in Hangar SE at the airport the board also asked if I would discuss with the mayor the possibility for funding for 24:35 some airport improvements and the mayor and I talked and mayor will have more about that in the future he's got some 24:41 ideas of his own about funding so those are my reports thank you thank you councilman Klein any other committee 24:50 reports councilwoman Divine the board of Works met this week 24:56 um they did a the followup to the three bids that came in regarding the 25:02 Riverwalk Trail asphalt overlay the street signs and then the placement of the street signs they did accept the low bids on the river walk trail asphalt 25:12 overlay and the new street sign Creations but have rejected all bids on the installation they said that was way 25:20 beyond the engineering estimat and they would figure something else out I assume we'll hear what that is when they get 25:26 there um also the police department brought to the board of Works um an addition position of a civilian 25:34 assistant to the criminal investigations Division and my understanding is the chief will bring that to us once he's got all that ready for the council to 25:41 review um looking at having someone help uh be able to do more of the the clerical phone calls in 25:50 side of the investigations to allow the detectives to continue to be out on the street working the sees is the probably the simplest way to Des 25:58 it um and so he'll bring that to us next meeting the meeting after next meeting 26:06 so so that's what's going on in the board works thank you councilwoman Divine any other committee 26:17 reports uh I just have one from the Grant County growth Council uh some of you may have already seen this in the news or on social media um but the 26:26 growth Council had a in study completed and the long and short of it 26:32 is the study reveals that from a consumer Market perspective between 340 26:39 and 450 new rental and for sale housing units can be leased or sold in Grant County annually over the next five years 26:49 so the demand compromises various household types with families accounting for 33% empty nesters and retirees for 26:55 30% and younger singles and couple for 36% so basically what we took out of that is we need more housing in Grant 27:03 County and I can attest to that when I moved here I couldn't find anything that was suitable for my family so anybody 27:10 listening out there um Maran is open for business for development we'd be happy to discuss uh new housing units and uh 27:20 new rental units and Marin so um that came from the growth Council was an independent study and um while I'm 27:27 excited to hear that we need more um I wish we didn't have to say we needed 27:33 more um but uh aring open so that's all I have from the growth Council if there's no other committee reports we'll 27:41 go ahead and move on to unfinished business and the appropriation ordinance 9- 2024 second reading and public 27:50 hearing an ordinance of the city of Maran Indiana appropriating certain funds for the city of Maran Indiana and 27:57 providing for the effective dat thereof from arpa for public safety for 28:04 1,716 912 speaking mayor Ronald Morell Jr fire 28:10 chief Curtis gar and police chief David 28:20 Gilbert okay it's a privilege again to be in front of this great esteemed Council and I'm very excited um to be at 28:29 the second reading for what I would like to call one of the most important things we've done thus far and I I'll reiterate 28:36 this analogy because I love it for our Public Safety the city of Maran is uh it's like a wheel and we have 28:43 different spokes that uh contribute to the city you know and everything is important to keep our city going but then there's this Center Hub Cap um and 28:53 Public Safety is that Center hubcap these men and women who serve us with their lives on a daily basis deserve 29:00 everything that we can give them in in in in in reasonable uh effort and we must do 29:09 everything we can to make sure that we're putting our best foot forward to accommodate for our Public Safety because any of the the cool things that I'm working on trying to do uh Public 29:18 Safety is one of the first things that comes up in every developers conversation that I'm having um every new citizen that I'm trying to recruit 29:25 to marry in public safety is one of the top things they bring up so I ask humbly and boldly that we move forward and pass this to be able to get 29:34 our Public Safety the equipment that they need to be successful in protecting us um and I mean I like sharing the story because I I had the chance to ride 29:42 along with both the police and fire and let me tell you you have to be a special person to do this you have to be a very special person to do this and we we too often 29:51 take what they do for granted and I want to make sure that we're not doing that anymore and that we give them everything that they uh need to be successful in 29:59 our city thank you mayor I'll be glad to 30:08 answer any questions well well set so I just want to give some clarity 30:16 um people listening at home or in the audience that haven't heard it um I know we go over this the first meeting um but different people listen to the second 30:24 meeting and get more questions but um Chief Gilbert by the way appreciate um you know what you gave us and submitted 30:32 very thorough um there's everything in here um I fully support um I will say that the money for 30:42 this so I've been asked by a few people L to be late AR I yeah am uh uh 30:50 Matt Adam clerk if you could just note the record that councilman uh Mark Marshall is present all right so 30:59 um I wanted to clarify it a few people mention um where's this money coming 31:06 from uh what's arpa so the American Rescue plan Act was money that the federal government basically dished out to 31:14 communities um in the uh effort to uh help recover from loss of income 31:22 due to tax revenue dropping you know they they thought the economy was going to to you know basically collapse and 31:31 wanted to keep pushing money out and um make sure that the communities the municipalities and the cities still had 31:37 money to function um or even to spend money to invest in certain things in the community just to keep stimulating the 31:45 economy those restrictions have loosened um and basically in the last year or two uh the restrictions were loosen to the 31:54 point where they if you were within a certain amount of funds you the city could elect to do whatever they want with it uh and the City of Maran has to 32:03 spend all about $6 Million by the end of this year it's a great problem to have this money is your taxpayer money that 32:11 went to the federal government that is now coming back to our city so no taxes were raised this money came to us 32:19 because the federal government decided to give it to us and so um I'm honored to be uh basically I going to vote Yes 32:28 on this for the first amount first amount of that six million to go to public safety and if there is not a better fitting name in the American 32:36 Rescue plan act for this first approval I don't know what is because uh our community needs rescued from crime it 32:45 needs rescued from heartache and hurt um our police and fire deserve all the 32:52 tools that they need to be able to serve this great community and um I don't have any questions for you Chief you did an 33:00 excellent job presenting everything that you would like to do with the Department including some of the money in there for recruiting officers and U that is I know 33:09 one of the big issues at the police department is finding officers and so some of this money will go towards helping us reach out and find those good 33:17 candidates so that's all I have any other council members thank you Chief Gilbert 33:28 fire chief gar welcome hello you good to see you appreciate it any other questions I'll 33:38 be happy to answer um I to uh as a former 33:45 firefighter fully in support of this uh I actually watched as and this Maran is 33:53 no different from every other City out there public safety they always get passed by because you know wow they take 34:00 up a big part of the budget and they do that well they do that in every city but these guys have got to have the right 34:09 equipment to do their job because when we all call 911 for them to come get us if they don't have the equipment to do 34:15 their job then we're in trouble too not just you know their lives or putting their own lives spris it's trying to get 34:23 us to save our lives as well um this is due way way do I know the desperation that we are on trucks on 34:32 the fire department I mean we're getting close to man if another truck breaks down we may have to figure out how to 34:39 run a station it's that desperate and these don't come we won't get this truck till the first of next year so we have 34:47 to get this stuff done now in order to get if we don't do it now it'll be two years before the truck gets here so yeah 34:54 I know how desperate the police and fire need these things and um I congratulate mayor Morel for bringing this for us so we can get this 35:03 taken care of might add this for the fire department is replacing one truck right so one fire truck is not cheap and the 35:11 alternative if we didn't do this is like uh vice president kle said we wait um the current truck is Way Beyond its 35:20 lifespan the you can't find parts or you have if you do they're not even working correctly um and this is a very 35:27 important fire truck that could be the one that responds to a motor vehicle accident or responds to your house in a medical emergency um the other 35:36 alternative is if we didn't use the money out of the Ark fund um the city either has to take it out of general fund and which takes away from other 35:44 things we want to purchase or we have to go out and get a bond which ends up costing the city more money essentially a bond is a loan in layman's term it's a 35:53 loan for the city and it's going to cost us more money so this Pro approval allows us to purchase it 36:00 outright um no interest no bond it's done and paid for and we save money in the long term by just paying it all up 36:09 front so I just wanted to make sure the public was clear on that uh I did want to add for the police department I know you're still standing up there but the police department I want to run down 36:17 real quick uh it includes flock cameras Wi-Fi mobile internet access Patrol units genan team technology investment drone 36:26 program uh EXP ion pistol Red Dot Optics technology requirement recruitment 36:33 hiring retention equipment services and Technology polygraph examiner certification canine replacement training ammunition and replacement Duty 36:41 grade ammunition U that's uh basically the long and short for what the police department wants just want sure the community knows all those fine things 36:50 that are going to go to the police department so any other council members I I would add that the uh police 36:57 department had some vehicles in theirs too yeah that's on the front page I went to page two right away so that's probably one of the biggest ones the 37:05 police department um has vehicles that are older than some of our kids teenage 37:12 kids or 15 16 20 years old uh as a former police officer I know the wear and tear that goes on these vehicles 37:20 even if you take good care of them um and usually 10 years is a good life cycle we're Way Beyond life cycle this actually allows the police department to 37:29 kind of catch up and allow the mayor and the the chief of police to start putting together a plan for regular replacement 37:38 so that way we know our police officers have good operating vehicles in the future so while this is kind of we'll 37:45 say a patch now my anticipation is moving forward um with the mayor and the police chief that we put together a plan 37:54 that's comprehensive so we don't run into this situation in the future where we've got cars on the street 16 years 38:01 old that are barely hanging on um I can attest the first police vehicle I ever had brakes were going out I was running 38:08 hot I barely made it alive uh it was nerve-wracking because I got the hamme down that was 16 years old so um I'm 38:16 excited to see the new Fleet come in and to see what comes future for the police department and the fire 38:22 department any other questions thank you Chief 38:29 gar Mary have anything else uh nope okay we're going to go to the 38:38 public hearing portion uh for this appropriation ordinance and so if you would like to come up to the microphone for the public 38:46 hearing go ahead and make your way up there please state your name your address and then you'll have three 38:55 minutes yes my my name is Bill Cree I live at 1409 Ironwood here in Mar Maran and first off I'd like to say that I'm 39:04 100% support what you're doing here but I would like to throw this out there that maybe we get above the curve on 39:13 this and we put all the ARA funds in to get our police and our fire above where 39:22 we've been at before and it's been neglected so what I'd like to see and I think what 39:30 we need to do is go ahead and just eliminate this problem councilman Marsh 39:38 Marshall had said in a prior meeting that he was surprised that we didn't have a reserve fund or something there 39:47 so I think that would be something once we got above the curve that the mayor police chief and 39:55 the fire chief could set up to work and appropriate the money make sure it's 40:01 very targeted on what you wanted it for and it couldn't be borrowed from there and I think that 40:09 that's that's what uh I think we' like to do and I guess they're old saying come bigger stay home you know let's 40:18 just get above the curve on this public safety we keep talking about public safety and just quit peace meal in 40:28 things together a little bit here a little bit there plan this plan that let's just get above the curve on it and 40:34 that's all I have to say thank you very much thank you Mr Cree I'm sure that the chief Gilbert that's music to his ears 40:43 um but I'm sure they'll consider everything and as a council we take what they ask and so um you know that's why 40:51 we're uh hopefully going to approve this today I'm going to be a yes vote on it um because I think this is a substantial step forward in getting ahead of that 40:59 curve so I agree with you um but we'll we'll let the mayor and the other department heads make that determination 41:07 and then come to us and um make that request so anybody else for public hearing jeffris Avenue over by the hospital um and I just want 41:30 to say I am the dean of students at Maran high school and I do agree with Bill I don't know if you should throw 41:39 all of the funds at it but working with younger people right now seeing where things are going I will say first we 41:46 have one of if not the best school system in the county by far um that's for sure I'm in there and I know i' I've 41:54 taught for five years and then now I'm the dean so I will will say that for sure um it is challenging sometimes to 42:00 see what our kids go through um the things that they bring to school their issues that they bring to school that they had the night 42:09 before uh it's it's hard to argue against any funding for Public Safety at all and and I won't I won't argue 42:17 against it at all um I would like to see a little more go toward it but that amount that you have set that's that's 42:25 good uh that's going to help a lot I know that oftentimes we're a separate entity but we like with we want some 42:34 police and fire come in and train some of our students have some some time to come in and show what they do or we can 42:41 set a field trip and bring them to see what they can do with their lives and how they can impact our city and that 42:49 might get them to want to stay more than maran's boring and I want to leave uh it's all about keeping them here uh 42:58 growing them if we send them out it's to get educated and then bring all of that back to us so anything that you can do 43:05 uh for Public Safety I would just I agree with Mr Creed please do we're going to move on to General ordinance 6 d224 second reading and public hearing an ordinance of the 45:16 common Council of the city of Maran Grant County Indiana establishing Municipal Riverfront development project 45:23 areas within the city of Maran speaking mayor Rd morale 45:29 Jr okay economic economic development is uh a hot button that we always talk 45:36 about um we're campaigning and uh it's a almost come a become a platitude statement that we use often um but this 45:44 is a situation where the rubber actually mix the road um where Economic Development and 45:50 the increasing our tool bag and our toolbx to make economic development 45:57 possible in our city is right in front of us um the development of a a Riverfront district is renowned around 46:06 the state for increasing concentrated Economic Development I um did a lot of research on this and 46:15 reached out to a lot of different cities and organizations to be able to get their witness and their testimony about you 46:22 know what happened and why they did it and how much of a success it was so with the proposal of a uh Riverfront District 46:30 in our city the main goal is how do we use this to grow our city and specifically how do we use this to grow 46:38 our downtown I'll um speak briefly about the process before I have I have some people who've traveled um some near and 46:46 far to come and and share about their experiences with the riverfront District as a part of my presentation but I want to speak shortly about the process of 46:54 this and how it works so um from Administration we would create a a uh application and people would fill 47:04 this out and then after this is filled out I would then bring this to the city council for a resolution meaning that 47:12 each additional entity that wants to be opened up in the riverfront has to be approved by you all after this is 47:19 approved um this this will be then presented to the state ATC for the ultimate uh approval or denial that's 47:27 for each uh entity that is interested in opening up in the the river front in addition to once we if and when we were 47:34 to pass this it still has to go to the state for the ultimate approval if they're going to allow to have a river front or not um 47:42 so I wanted to go through some of these and pardon this this is longer than my normal presentation but I think this is really important for our 47:52 city so from um the chief executive CEO of of aim he writes dear M Morel more than 20 48:02 years ago the Indiana General Assembly established a framework for Riverfront development districts to remove barriers to Quality Economic Development 48:11 initiatives that Foster growth V vibrancy and engaging experiences for both residents and visitors alike while 48:19 initially designed to provide affordable opportunities for local restaurants to grow in communities the anecdotal feedback shows the benefit have far 48:27 exceeded these expectations aim has long has been a longtime supporter of the riverfront development districts and has been 48:35 engaged over the years in improving the legislation to include hoer towns we have seen districts implemented from the 48:42 southeast to the Northwest corners of our state while issues may have arise Arisen to my knowledge the districts 48:50 have not negatively impacted existing businesses quite the contrary in cook 48:57 housing Recreation and entertainment venues have thrived in their district and the initial years of Cook's 49:07 District occurred in an economically trying time all over Indiana including the industrial heavy City aim has 49:15 requested a comprehensive list of Indiana's Riverfront development districts from the Indiana Alcohol Tobacco Commission once that list is 49:22 provided I will forward it to your attention as you come to the end of your deliberations please do not hesitate to reach out to me to discuss aim support 49:31 of the riverfront District um with that being said our aim uh representative and 49:38 former mayor of Warsaw Indiana Mr Joe dollar is here and I like to call him up at this 49:49 time thank you for coming uh Mr tommer welcome thank you mayor council members 49:57 uh constituents um far start I got to admit this is really odd I've spent the last 24 years on this side 12 years as a 50:07 council member and 12 years as mayor from the city of Warsaw um with that being said uh my purpose tonight uh is 50:15 to talk specifically how Riverfront districts Riverfront district has impacted the city of Warsaw uh as the 50:23 mayor mentioned uh cities and towns across the state of Indiana have implemented this and and i' just like to give just a a small glimpse of 50:31 how we have used Riverfront uh licenses uh again with existing uh food and beverage 50:39 establishments uh thriving and continuing to grow um so initially um our community like 50:48 yours uh have had this vision of a vibrant downtown um vibrancy uh 50:54 obviously is of a downtown is a critical part of why people move into your community you know your Public Safety 51:02 your housing your schools and the vibrancy of your downtown are what people see when they come into the community and having a vibrant downtown 51:12 uh is a critical part of of uh it sounds like what what just about any Community tries to establish to separate 51:20 themselves from others so when I became mayor um continued to share the vision of the 51:28 previous M to improve our downtown uh and we had a uh a downtown study done we created new streetscapes 51:36 we added uh facade uh Improvement Grants uh we created a Rob revolving Loan Fund 51:43 um not just Riverfront uh liquor licenses but all of the tools uh to try and improve our 51:52 downtown uh we worked with our Ride walk committee to make our downtown nective um but as as we moved ahead I was 52:01 approached in 2017 by a young man who wanted to uh start a a high-end restaurant uh come in 52:10 and completely rehab two buildings uh at a a a meeting space which was desperately needed uh that they could 52:18 have small meetings and conferences at but he was hamstrung by not there was no availability of a liquor license in the 52:25 community so he approached me with the riverfront license uh which I decided made a lot of 52:35 sense with what we were trying to do downtown and as I look back um this was an incentive this was an incentive for 52:44 him to come in and develop um my guess is you know the cost of liquor licenses in our community I spoke with a 52:51 gentleman this morning had two of them they're both around $50,000 and and that they they vary um 52:58 by Community it's a supply and demand thing but having um this Riverfront District established by our Council our 53:07 Council gave us the ability to incentivize developers to come into our 53:15 community uh and create a food and beverage industry that essentially created a destination in our 53:23 downtown um we had five uh establishments that allow alcohol in our downtown uh before this gentleman 53:32 started and we now have 11 and those six um I believe five of them are are Riverfront 53:41 licenses we don't have 11 Honky Tonk bars we don't have 11 high-end restaurants we have a pizza parlor with 53:50 with alcohol we have a couple family restaurants uh we have a high-end steakhous um you know we have something 53:58 for everyone and again this creates a a downtown destination um on Friday and 54:06 Saturday nights if you're in our community I'd ask you to go downtown try and get a bite to eat and finding a 54:13 parking space is becoming very difficult in the downtown um I talked with a second developer who's also taking advantage of 54:22 a Riverfront license but he actually had paid for two licenses and he developed two 54:30 restaurants and then when he was going on to the third um concept he he actually developed a a um a whiskey room 54:39 um and he uh was able to obtain a Riverfront license so he's on both sides of it he had two licenses that he paid 54:48 50,000 a piece for and then he's got his Riverfront license and he quoted me this morning 54:56 morning he said density drives growth in your downtown and we're talking about density not only of food and beverage 55:04 that's just the thing that Sparks the the vibrancy in the downtown but you know I heard you talking about housing 55:12 tonight you know we've got a housing problem in warstone we're using that downtown vibrancy to try and attract 55:19 housing in the upstairs of our buildings as well as a mixed use apartment we've developed a vibrant um 55:28 Arch scene in our downtown and again it just improves the walkability of the downtown people come downtown in a good 55:35 night you know they may go have a whiskey in the whiskey room uh they may then go across to the high-end restaurant or they may bring their 55:43 family down to the Mexican restaurant or to the other other um group of that 55:50 we've got um and then walk out enjoy the art walk around the courthouse and again it it creates a destination in your 55:59 downtown um I believe it's a a critical uh step um to meet your own vision for a 56:07 vibrant downtown and uh this is this is an economic development tool um that's 56:14 been really given to you by the state um and and I I would just um support um 56:24 this this type of of um licensure seeing what it's done in our 56:31 community for the past 10 years so i' be happy to take any questions before I sit down I'll take question okay thank 56:40 you so this the success of this is is shown um in that community and aim is a very big supporter of this and not only that 56:48 all of our Statewide representatives are uh are backing this as well to and make concern I'm excited to express my full 56:56 support for establishing a Riverfront District in Maran Indiana as your state senator I believe this initiative is key to driving Economic Development and 57:05 revitalizing our region a well-designed district can spur private investment increasing property values and attracting developers this can lead to 57:13 the creation of new businesses restaurants hotels or Residential Properties boosting our community's e economic Vitality additionally a 57:21 Riverfront District Fosters Community engagement and placemaking accessible public public spaces parks and recreational amenities will create 57:29 gathering places for residents to relax and socialize enhancing our overall quality of life in conclusion establishing a Riverfront district is 57:38 crucial for economic development attracting visitors and improving our communities liveability as your state senator I'm committed to supporting this 57:46 initiative and working with local stakeholders to ensure success thank you for your dedication to our community please reach out any need any further 57:53 assistance Senator Andy Z I'm writing to express my full support for May 58:01 Riverfront development District project as a resident of Maran I believe that using the City's River Front is an excellent way to boost tourism and 58:09 revenue this project will lead to Economic Development job opportunities and increasing in property value and and 58:17 an opportunity to attract new visitors of mar furthermore this project will support the efforts of the people who work hard all of these support letters but I can give them make them available 59:04 for the public as well um locally this is a big deal so I um as a part of my 59:11 presentation as well I have some local um people who are invested in the city of Maran or who are will be looking to 59:20 you know roll their business from this Riverfront development District so at this time I would like to have uh Keith 59:27 and you come if you are still 59:37 here thank you go ahead uh thank you mayor uh Mr mckenley 59:45 and the rest of the uh members of the council am I on can you hear me now U my name is Keith Bennett uh this is my wife 59:52 Judy and she's probably who you all recognize eyes um five years ago we uh 59:59 took we saw an opportunity for downtown uh that for an opportunity for a Mexican restaurant downtown and so we invested 1:00:08 our savings into that and we said we're going to go with this um and so we did it and here we are five years later and 1:00:18 um we we have made such a connection with with the community the downtown community uh and um we we've had a great 1:00:25 time time um we have currently outgrown our little space down there in the building that we are in uh not only that 1:00:34 um we're kind of getting priced out we lease that space we do not own it um there's a whole lot more that we can do 1:00:43 in the downtown we have vision for a whole lot more opportunity and we would like to invest in that and we would like 1:00:50 to own our own building as you know or maybe don't know there's not a lot of buildings downtown with kitchens in them 1:00:59 uh that could make restaurants so it's going to be a significant uh investment for us to to 1:01:06 do that uh to to build a restaurant and own our own building so that we can control our own destiny um so in that 1:01:15 being said we need to increase our Revenue uh one of the ways that we can do that is by offering different things 1:01:22 on the menu and having a u a liquor license and whatnot that we can we can add to our Revenue so it's going to help 1:01:30 us grow we live right out on Mark area Drive uh been a part of this community ever since I graduated high school in 1990 when my dad said it's time for you 1:01:38 to get your own house I decided that I wanted to live in Maran I got a job at hardson Kennedy and I've lived here ever since I'm invested in this community we 1:01:47 want to continue to invest in this community and it's and it's things like this that's going to give us the opportunity to continue to grow in this 1:01:55 community and be a part of the downtown area and be a part of all of our constituents' lives that come in every 1:02:03 day uh to our restaurant uh so um do you have anything thank you thank you so much uh 1:02:11 mayor and and council members we really appreciate it and thank you for choosing Maring and staying with Marion um Bally a part of our 1:02:19 presentation my presentation I have with us the new economic growth GRE County economic 1:02:26 growth Council director uh Mr Chuck Baker thank you czeck and welcome good 1:02:35 evening Mr President Council mayor thanks for giving me a chance to say a couple words um a little bit out of my element you all know me as the Director 1:02:43 of maring utilities and so as you know making that transition here within the next uh few weeks uh actually I've been 1:02:51 working towards that for several weeks now a couple of months or more probably more than that uh one of the things that 1:02:58 I've uh learned in my in the process as I'm trying to get up to speed in this new world of Economic Development I've 1:03:06 met with a ton of folks who know the business who've been around for decades and um there are a couple of them in the 1:03:14 room tonight and uh folks who I've talked to um will tell you and have told me that one of the number one elements 1:03:22 in regards to Economic Development uh in our age that we live today is quality of place quality of life people want to 1:03:29 know that where they live where they move where they work where they go to school whatever they're going to do that it's a good place to live and there are 1:03:38 amenities um Mr President you talked about the housing study that was done that's one of the things one of the outcomes of that study was that we need 1:03:47 more adequate housing for families we need more adequate housing for to draw folks into the community employers who look at our community for development 1:03:55 those are the things that they're looking for and so thisi Riverfront uh district and this Riverfront project uh is a perfect example of how uh 1:04:04 investment in quality of life uh will make a big difference uh if you look at uh 1:04:11 data uh regarding this issue um there's a lot of data out there that will tell you that the return on investment for 1:04:18 these kinds of projects is anywhere from 6 to1 to 40 to1 uh that's a pretty good investment um one of the other pieces of 1:04:26 data that you can find if you look out there property values tend to increase anywhere from 24% to 49% those are based on actual 1:04:35 communities that have uh taken the steps that the mayor is leading us into uh in Marian and that the council is 1:04:42 considering this evening so just from an economic development perspective um I would just say that the growth Council 1:04:49 would be supportive of of this type of development and I think what it leads to is just opportunities uh for again employers who are looking at the 1:04:57 community to see positive things positive investment positive opportunities good quality of place uh 1:05:05 and I think that that's going to be a game changer in Maran and uh I applaud the efforts uh to move forward in that 1:05:13 way um and then um lastly from Economic Development and 1:05:20 a density standpoint um another part of my presentation is the owner of the 1:05:26 machine commission um Justin 1:05:35 riddle thank you Mr riddle welcome thank you very much everybody uh 1:05:43 firstly I'd like to take a moment to give gratitude to everybody sitting in front of me uh president councel uh 1:05:51 thank you very much for taking the time and effort out of your otherwise busy lives to to take the pressure of putting the road map of our town and the 1:05:59 decisions that hold a lot of gravity on your own shoulders so just want to let you know that uh there's a huge amount of appreciation in the community for all 1:06:07 that you do and speaking of that the decision uh on this matter has a lot of gravity uh for the road map of our city 1:06:15 going into the future and it will Echo um whichever way that uh you decide I've lived here my whole life I'm 38 I've 1:06:23 been doing business in this town for over a 20 years I've watched a lot of my friends move away because of the lack of exactly 1:06:31 what we're talking about tonight there's not quality of life here to uh retain the young brilliant people that this 1:06:38 town produces they get educated and they stay away um it's it's a shame because there's a lot of uh opportunity here my 1:06:48 whole life I've watched a lot of things leave Maran I've watched very few things come so U these decisions make ripples 1:06:57 into the community and I would argue that we need ripples because we've had a state of stagnation for a very long time um the competition that something like 1:07:06 this would bring would breed the kind of innovation that could lead to investment into other sectors of our city it 1:07:13 doesn't have to be a River District the next project could be something in the south end of town the next project could be in the west end of town we don't know 1:07:20 but what we do know is that if we just keep on the same path that we're on we're going to stay in the the same situation that we're in and that's not 1:07:28 good for anybody in order to bear fruit You' have to plant seeds and we haven't done that for a very long time in this community um in order to create 1:07:37 environment for interest of investment from large firms that have higher paying wage jobs we're going to need to create 1:07:45 the quality of life that they expect in order to get a pool of employees to facilitate that kind of operation 1:07:53 there's no way around that um the risk the reward to the risk is is to me 1:08:01 is uh almost non-existent we're going to add some liquor licenses to the community get a new zoning and natural 1:08:11 competition will tell us if we we can even sustain that many more liquor licenses there's no reason to have a famine mentality about it at all I think 1:08:20 that everyone should be open-minded and that uh this could be a very good piece of the momentum that our city needs to 1:08:27 propel ourselves into a positive future and I would love to be a part of it and 1:08:36 uh circling back to some of the other things that were talked about earlier from retiring detective Mitchner to 1:08:43 police chief Gilbert Fire Chief gar in order to raise these monies that we need to get above the curb on paying our 1:08:52 police officers more to get above the curb on equipping them more we have to produce more revenues and if we stay into a stagnant situation we're not 1:09:00 going to produce those revenues I've never been a person that's a huge sees a huge victory in a restaurant or a bar 1:09:08 coming to town because they generally take a lot more money off of the streets than they put into them so being a restaurant owner I guess that's kind of 1:09:16 the antithesis of what I need to be saying but what I'm saying is we do need to create the environment that other people with bigger businesses have in 1:09:24 order to move to our city and with that I would just like to leave you guys with another expression of gratitude thank you for all the support 1:09:32 that you give our city thank you Mr riddle and we appreciate your investment in our community um I am you can't tell I 1:09:41 really like eat um and then another one of my favorite places to eat downtown is ob's barbecue and I'm thankful for the owner um Jeff to be here tonight to 1:09:48 speak as part of of my presentation as well 1:10:07 welcome Mr Obie thank you thank you guys for allowing me to come up here and talk 1:10:14 about this um it's I've never I never thought that the community would embrace 1:10:23 my restaurant so much um I didn't anticipate the rapid growth 1:10:31 that we had um so I am thankful to the community I I really am because without 1:10:37 you we wouldn't be there um but I think that this 1:10:44 um Riverfront I think that's going to help any restaurant 1:10:51 downtown that comes in besides me to be able to expand 1:10:59 um right now um we just have a beer and wine license and I feel if we have that 1:11:07 liquor license the three-way I think we can actually start offering you know higher end drinks and it's just 1:11:17 something to enjoy with your dinner I'm not going to turn it into a bar because I'm still a family 1:11:24 restaurant so I think this would be beneficial you know because we still have empty buildings 1:11:32 downtown uh so I think that would incentivize people to open up more 1:11:40 downtown entertainment spots um I've uh had several people come into the 1:11:48 restaurant and they're like what what do you need downtown I'm like entertainment playing something 1:11:56 and uh that was my cuz there were people who have bought buildings downtown and they've asked me you know 1:12:05 what does it need entertainment that's plain and simple so I appreciate you guys allowing me come 1:12:14 up here and talk about this thank you thank you Mr 1:12:24 Obie uh I I don't want this to be uh pitched as the liquor ordinance because it's it's so much more than that 1:12:32 this is more just a liquor ordinance this is the execution of economic development in our in our downtown 1:12:38 region um with with the establishment of this ordinance if and when it were to pass according to the data you hear from 1:12:48 our new growth Council director property values double in this region instantly 1:12:56 like I mean this not this not me shoot from the hip making some up you heard the stats that me make shared once we do this we have we have the ability to 1:13:03 double people's investments in our Riverfront downtown region um I could keep I could talk about this 1:13:11 all night but I won't keep us here forever all um and wish I can make this up but I'm not um my gra my graph is set up a walk 1:13:21 out and if I'm lying but there's restaurants want to open up envelop here right now just is waiting on this like literally just waiting on this and want to come into the city I'm telling the 1:13:29 truth they all called called already they just waiting is waiting on this I wish I can make it up I wish I was trying to 1:13:36 fabricate some kind of story but this is the economic development tool that has the power to change our town like this and I said something earlier and people thought I was being crazy but I really 1:13:44 mean this from my heart this this is the biggest thing that Mary is going to experience since the factory is closed that's how much of an impact this can 1:13:52 have on our city instantly um and with that I I'll be 1:14:01 done thank you mayor I really appreciate that I did want to provide um for those in the room prepared ahead of time I 1:14:09 printed out 20 copies color copies of where this Riverfront district is Vice President Calo would you mind like putting them on the table if anyone wants one if you're not sure where this 1:14:18 is uh you're welcome to come up and grab a map so um I wanted to clarify for the 1:14:25 people watching at home and in the room uh and if you're looking at the map or you've seen it you can follow along but basically I took the time to write out 1:14:34 the boundaries it says basically from the river to Nebraska down to Fourth Street East on Fourth to boots South on 1:14:43 boots to 9th East on Ninth to McClure North on McClure to Fourth East on 1:14:50 Fourth to the river and then it just follows the river so it includes includes Ballard field and it goes all the way back to Nebraska so um while I 1:15:00 know this is called the the riverfront this really incompasses all of downtown and also captures that huge portion that 1:15:08 leads up to the river as well I just wanted to give some clarity on that and then uh mayor if you could articulate uh on the liquor licenses how 1:15:17 many liquor licenses additionally does it bring into this District that's at the discretion of the 1:15:23 administration and the council okay thank you um and and correct me if I'm wrong mayor I just want to make sure 1:15:32 all the information is correct um because I feel like I've heard some misinformation on I've read through 1:15:38 these and understand what these say and not only the riverfront Development Area but also the door that we'll get to as 1:15:47 well but specifically for this um the liquor licenses 1:15:55 are non-transferable um they're limited and they cannot be taken out of 1:16:04 that Development Area so I really like analogies and so my point of view on the liquor licenses is this more like a 1:16:13 lease right so you lease a car you pay a fee and you give it back and then somebody goes and buys it um Nobody ends 1:16:20 up buying this but uh the next business or restaurant can come along and then pay the fee continue leasing that um 1:16:29 whereas the other liquor licenses in town are fully owned can go anywhere can be sold these cannot be sold they are 1:16:38 not transferable and they cannot leave this Zone and there's extra layers of approval needed for these that come to 1:16:46 the mayor's office RDC Etc and so there's a little more levels of um 1:16:54 approval needed so not just anybody can come in and take those and um I would believe that the anticipation for these 1:17:02 extra licenses um could be available for restaurants that don't currently have 1:17:09 one whether they're already in the city or want to bring a restaurant from out of town am I correct mayor um yes so so 1:17:16 the the lease analogy is really great so you would never own this lior license so you can't like resell it this is the city's limited to you to operate within 1:17:24 the district and once you're done go out of business whatever it comes back to the city um and then and the last part so if somebody's in District and they 1:17:32 already have a license I mean they can roll the dice and sell their other and try to get one but you guys have the approval of that so it's it's with well 1:17:40 within the law to do that but it's a it's a dice row um yeah great thank you for that 1:17:48 Clarity any other questions we have to move to the public hearing 1:17:56 but do you want to ask the mayor any questions I'm glad you just said it on on talking about the the licenses coming 1:18:03 into town because I know that there's been talk about some establishments that may have one then you know they'll come 1:18:10 in and buy a cheap one and then sell theirs now they in order for to get another one they've got to get rid of theirs first and I'm like you it's a dice because 1:18:20 obviously we've got a number of people already want to apply for these no more than what we're going to have 1:18:27 so I just want to make sure everybody does understand that you can't say well heck I'm gonna buy this one cheap and 1:18:35 then sell this one for a big profit because we're not gonna allow that to happen it's not gonna happen yeah so it's well within the law to do that but 1:18:42 we're yeah so they they have to we yes right councilman Brunner just wanted to 1:18:53 make a point uh the old saying goes if they build it uh they will come and I think we all saw about a week ago what 1:19:02 could happen in this community when we had the uh big AET downtown with the 1:19:08 eclipse and read a big article uh earlier this week in the star where a 1:19:15 lot of communities were very disappointed in uh the eclipse Gatherings that they had I don't think 1:19:23 anybody was disappointed in what we had down here because I thought it was really really well done uh everything 1:19:30 that went into that so I I think what you're were saying mayor and and we're if that would be a nice 1:19:40 uh what what went on that day to uh show the people that it can work is uh when 1:19:48 you uh do what you were talking about doing I think this community is just waiting and ready to have something like 1:19:55 this happen so thank you for what you're attempting to do all right if there's no other questions we're going to go ahead and 1:20:04 move it to the public hearing support or not okay uh my name is Alan Dre I'm coming from you to the from the green olive Pub 1:20:30 and I'm speaking on behalf of the Grant County Tavern Association um who we are as a as the name implies the Grant 1:20:39 County taverns and we we are a group that's a we are nonprofit we do a lot of fundraising for uh mostly within our 1:20:47 bars but then we we do uh uh different things throughout the community we've had a couple toy giveaways that we've 1:20:54 done we've helped over 200 kids twice we've raised money for uh the boys and girls club and we're not here to be 1:21:03 against this by any means maran's been good to us we want to see growth in Maran but we do have some 1:21:10 concerns you know we we want people to invest in marrying we've already done that so we've got three-way license we are 1:21:20 concerned about you know what kind of impact that's going to have on on our life lies in our businesses that we already have invested in Maring whether 1:21:29 you know maybe it's going to double our business but have we done any kind of studies to to to see where we stand the 1:21:37 people that are already here in business that already have threeways because it appears that most of this is about 1:21:44 alcohol and three-way license at least ordinance seven is we're not against growth and Maring 1:21:51 this community has been great to us but we have concerns we rely mostly on entertainment dollars for our businesses 1:22:00 to survive so if we bring in we don't know how many licens do we for sure well this is not a question and answer this is more just public 1:22:09 statement you're welcome to ask mayor can address that after the public he yeah so we don't know how many it's going to bring in but but no matter what 1:22:17 when we're looking at entertainment dollars there so many so many entertainment dollars that are available so if we bring in two three four whatever liquor license there is it 1:22:26 divides up that that entertainment dollar and we're concerned about our existing businesses what it's going to do to our businesses that are already 1:22:33 there uh we're doing well the city treats us great our customers are fantastic but we we have concerns uh that we'd like to have some 1:22:42 answers for um you know who gets the license what's the process on on Distributing I think I've learned a little bit of that that it'll be through 1:22:51 the council correct we you know and employees as far as 1:22:59 employers we probably I don't have a firm number but 200 plus just in our little community of of employees people 1:23:07 that have families that that rely on us to to feed their families 15 seconds just you okay well having said that I 1:23:16 mean just would just like to see some research done people reach out to us and talk to us because it is about the 1:23:23 three-way license as you can see and somebody talk to us tell us what's going on so that we know what to expect on 1:23:31 this downright 1:24:17 shame that you have to have alcohol to enjoy a meal I've enjoyed meals for the last 50 1:24:24 six years sober and I'm opposed to liquor license 1:24:30 and all this and to me all was growing up in the city see GM full RCA I hear about the stories and things like 1:25:10 that um but I think that we need things like this to innovate the city forward because at the age of 33 I can't say man is a place that I 1:25:18 will continue to raise my family at if it stays like this um and so I understand what the last G said about irresponsibility but self-accountability 1:25:27 comes in on that so I think what the mayor is doing the growth counsel and everything else I think that we need to have this for Innovation and uh I think 1:25:36 you'll find a lot of people in support of this thank 1:25:46 you welcome if you can say your name address and whether you're supported Karen cre at 1409 iron with drive here Mir 1:25:54 and I'm not opposed to the river front development at all however I do have a few little questions that perhaps some some of them have answered and I still 1:26:03 have a few uh basically way I understand it that we're going to try to appeal to a certain age demographics that we seem 1:26:11 to have shortage of the mayor was kind enough to give me some Spate to me the other day so I got some of this information from him so I did a little 1:26:20 research in in Grant County the age group he wanted to try to Target to get here is between the ages of 21 and 44 1:26:27 and this is a 2022 thing but we have about 22824 citizens in that age group all over Grant County that's not just 1:26:36 exclusive Maran uh and I I understand the need for it I think it's good I do have a couple questions I know we're going to have to give this land away 1:26:44 practically to the developer don't like to know what this land is appraised at as far as of value you know if we were going to sell it what would we put a 1:26:52 price tag on it the other thing I'd like to know is I know we're going to be giving tax abatements out how long would those be for something like this would 1:27:01 they be individual for like each you know each restaurant or the whole development be a tax abatement in total that kind of thing and how long this 1:27:09 would last because the way I see it we really don't make any Revenue off of this until the back end city gives all 1:27:18 the stuff up front you know the land tax abatements um that kind of things we don't really see any return on the 1:27:26 investment immediately you may see increase of traffic but you don't really get anything as far as your act actual base Revenue until the back end of the 1:27:35 tax batement is over or whatever my other questions are we going to have con creative control if you're turning the 1:27:42 whole devel the whole thing over to one developer will the city decide what the architecture is going to look like is it going to blend in with what we already 1:27:50 got or is it going to be something just stands out to make it more noticeable that type of thing and are we going to be able to use any of our local 1:27:59 contractors our local painters or plumbers or electricians uh our construction workers to be working on this to give even if it's a temporary 1:28:06 thing as far as jobs that they could add to their businesses and grow or is the developer going to bring in like say they're out of Indianapolis just to use 1:28:15 an example usually developers have their own Crews their own places where they get their supplies and there's no new growth as far as even a temporary jobs 1:28:24 for anyone uh locally so I was hoping local business might be able to get something up front uh the restaurants might if the 1:28:31 people stay locally here contractor or whatever through out of town they may stay here you got hotels and restaurants business but we help plumbers and 15 1:28:40 seconds but anyhow get on going we just want to know when would we see actual Revenue what would be the timeline where 1:28:48 we'd actually say we're projected to get this much revenue and when would we see that so I appreciate that thank 1:28:56 up double I mean is my property tax going to double because 1:29:36 that that affects uh the single parents uh the and the community of Maran and the landlords wan to invest in their 1:29:44 properties to fix up uh for the their uh tenants and um 1:29:51 whatnot so if we can keep an eye keep an ey on property taxes and help help uh 1:29:58 trim the fat and um yeah another thing is that you know I don't know how much these licenses are 1:30:05 but I mean my common sense is why do these licenses liquor licenses have to be so expensive for the or any kind of 1:30:13 licenses or permits have to be so expensive for U for the businesses maybe we can transfer the wealth from the 1:30:21 government back to the private sector and maybe they can open up two businesses and um you know and maybe that'll increase 1:30:30 Revenue in the long run and uh but you know my main concern is uh just uh trim the maybe we can find a 1:30:38 way to trim the fat and help out the residents and U Maran the uh lower the 1:30:45 rents and um help the landlords and at the same time help the businesses that want to open up a a riverfront property 1:30:54 or whatever and U maybe make the regulations and don't have committed P people 1:32:15 but in this area these are going to be the shops these area this is going to be the dining area and the food area and 1:32:23 this one over here is set up as an open area maybe during event times you have 1:32:29 like food trucks and stuff like that or even a circus I I don't know I'm just 1:32:37 saying we keep talking about just the liquor license to me you want to sell the 1:32:46 idea sell the whole package of what you're looking at give a better view of 1:32:52 what you're your you're really trying to accomplish and that's just uh I think that would clear up a lot of what we're 1:33:01 talking about here and I think it would be absolutely great a lot of people go out of town they go to Noblesville other 1:33:09 areas and they have a very diverse shopping area and I think that's what we 1:33:15 are really looking for and to draw people and have different types of events so again I just think if we had 1:33:25 somebody actually put it together and showed by area I know you got a map 1:33:32 there but by area this is we're going to designate this kind of the shop area this the entertainment area and this 1:33:39 maybe an open area and um stagnation I'm 45 so I know 20 years ago I know 25 graduated in 1997 1:34:35 I know what Maran was I know what Maran is and I'd love to see what Maran can be and I think if you do this to Bill's 1:34:42 point if we show what the result can look like and I would tell people go to cooko because 1:34:50 they did it 25 years ago go to cooko and you'll see go to Warsaw I've been through Warsaw just going up and I was headed over to East Chicago but I 1:34:58 stopped in Warsaw I'm like man this is is nice they did something and if we don't do something um the end result is 1:35:07 we have what we have and we're not going anywhere um I again I work with kids and 1:35:15 and I hear jobs when I hear that we're going to do this no they're not going to serve liquor they're going to serve food they're going to cook food they're going 1:35:22 to have a job we have programs in our high school that prepare them for this and then they have to leave to go get it somewhere else we 1:35:32 need it here so if you build it they will come the the the money will come the people will move in Maran is a 1:35:38 wonderful City wonderful City there are a lot of areas to move to I know we have the whole trying to get more housing but 1:35:46 how do you get more housing unless you bring in more people bring in more people they will say you know what I want to build right here I want to be as 1:35:54 close to downtown as I can I can't get downtown because that's it's going to be a little pricey once we do this if we do 1:36:01 this I'm sorry if we do this but just go this way just a little bit got houses they're ready to go put a little money 1:36:09 in them you've got a house I've been preaching this about to colleges send your kids to us we can work with them 1:36:16 they can have a house for they buy it for a little bit of money put their money into it and now they have a home permanently and they can teach here and 1:36:25 they can be lawyers here they can do all of these think putting a lot of focus on that instead of there's a lot of bars that are already here and not to take the attention away from 1:38:20 those or to take the crowd away from those but kind of to give a safe place which I feel like downtown would be that for younger kids or younger people to 1:38:29 enjoy themselves rather than going out of town or having to go other places because we don't have that so I think if we're able to provide that um it would 1:38:36 push more attention to downtown which there's so many small businesses there and it would just give um us more attention instead of you know kind of 1:38:44 pushing us out because we're not getting the crowd that we need so I think Maran especially downtown has the potential we just have to give it to them thank you great thank of 1:39:09 this I am also a member of the Redevelopment commission and in favor of whatever we can do to help do that but I want to take those hats off right now 1:39:17 and I want to want to remind everybody that I was a 12-year-old kid pulling weed on Second Street for most of my 1:39:25 life when my family had a business down there and how much downtown means to me and the ability for this to to help out 1:39:34 with what is going on and there is an energy downtown this is our opportunity to be able to add some fuel to this um 1:39:43 and I also want to stand here as an investor of a building that looks empty uh on the Square and if after this it's 1:39:51 worth twice as much as is before this than anybody could make a deal with me I'd be very happy to uh to move that on 1:39:59 but actually I'm actually much more excited to find an operator that is going to be excited about being downtown because of things like this to be able 1:40:06 to fill that space with life and with entertainment and if we need to build out a kitchen we might you know that's just one of those things so that's you 1:40:14 know one of us that are here putting our own money into this please help do this and in one other moment I have been able 1:40:23 to stand in front of this body um probably too many times over over the course of my life but there was a time 1:40:31 when we were doing some economic development that had some uh nursing homes uh very nervous about a 1:40:39 Redevelopment that we did at 14th and and just uh just west of Nebraska Emily Flynn property uh and there was concerns 1:40:47 about you know facilities closing there's not enough opportunity none of that came to pass now my heart goes out to the people that 1:40:55 have invested and I'm with you as an investor in the community but I'm also a fan of rising Tides raise all boats so 1:41:03 from that philosophy I would encourage you guys to adopt this this evening um 1:41:10 so yeah that's that thanks departments um so there was some questions about what's the bigger Vision there's a lot of bigger Vision 1:41:57 that's going on with this um this is a step this is a piece that you have to have in place in order to get the the 1:42:06 bigger Vision part um so obviously as we go forward uh many more things will be 1:42:13 brought to you a lot of questions will be answered um going forward it we're also dealing with uh updating our 1:42:22 comprehensive plan and the comprehensive plan that we have in place right now has talked about these the particular things 1:42:29 that are going on in downtown you know from started in 2010 so we're starting to see something you know here we are 1:42:38 2023 or 2024 you know 14 years later uh or or 24 years later finally some seen some of 1:42:47 that the proof in the pudding uh that of the visions that people had back then so it's something that that's not a quick 1:42:56 process over that that we would love to have it but there is a there is associations we love and support you and 1:43:39 rally around you will always do that um we're at a time in our community where we need to seize the opportunity for 1:43:47 growth and economic development uh the talk about the liquor Li has diminished the capacity of this 1:43:56 Riverfront development uh and the idea of what it brings toward uh what it will provide for Maran for now and years to 1:44:05 come I want us to focus on that this is to attract this is to grow this is to bring people here to Mary and I myself 1:44:15 have traveled to several cities Fort Wayne South Ben Warsaw W bash Indianapolis and so forth 1:44:23 and enjoy the pleasure of that was 3 minutes I 1:44:32 got has uh have enjoyed the pleasure of what those River fronts provide I see the sky as a limit I think the current 1:44:41 businesses and bars that we have will grow will attct more people people have different taste and we want to provide 1:44:49 um entertainment for all those different tastes I am so grateful for uh mayor Morel and his great Administration thank 1:44:58 you including me that uh we're able to come up with this idea this is a tool 1:45:04 for us I beckon that we stop rumors and those things that are not true and have good fruitful conversations that 1:45:13 participate in the growth of our community I full-heartedly support this and I'm so excited to see what this will 1:45:20 do for our community because I just know and I uh that this great Council will pass this thank 1:45:27 you thank you Chief of Staff F Michael Hots 1514 North Lakeshore 1:45:36 Drive here in Mar Indiana used to sit there and that seat a lot I'm not going to jail today um you know I'm also your corporate 1:45:45 counsil for the city mayor I'm very proud to be that family man have three kids here family lives here in Marin uh also own 1:45:53 Grant County Abstract my partner and I Trent Daly I put a sizable investment in that a couple years ago took over from 1:46:00 Harry Finch who had had run that company for years his father had started that uh what I can say is I remember uh sitting 1:46:08 The Firm over at Spitzer her and Stevenson probably about 11 years ago when I first came to this community and I heard a lot of guys in The Firm kind 1:46:16 of be mowing the fact that we don't have this and we don't have that and uh we don't have the uh the men's and the I think you like about the men's and 1:46:24 women's clothing so we don't have that right and it's almost like this you know thought of desperation right like what are we going to do how do we change it 1:46:32 and I would challenge you guys to look sometimes when you have a goal and you're aiming for it uh goals are great ideals are great they they directionally 1:46:40 focus you where you're going but sometimes we get so focused on it's like Mirage right you take a step towards it you're like man we should be here we should be that I would challenge us all 1:46:47 today to sit back and think about where we were 10 years ago because I remember that conversation distinctively 1:46:54 I remember um I when I first met met Mike holed think lot of you guys probably know him HED Architects I mean 1:47:02 he put a personal guarantee out for about $7 million on rley Tower down there and I remember the conversation with people saying that's a ridiculous 1:47:10 idea that will never work who's gonna I mean he went to all types of banks to do this he met with anybody could now if you look at that he's got market rate 1:47:17 Apartments there he's got high density if you go on the north side of the square you've seen the the the cruise group and and those guys put that 1:47:25 together um Obie's barbecues that's part of it too I mean so if you look in 10 years if you look back sometimes you can connect the dots and you can see how 1:47:34 much progress you've actually made and so I think that's one of these situations here is like the people are now here right they're they're actually 1:47:41 here it's it's incredible people put the investments in I think you got a lot of restaurant here saying hey if they had liquor license too could help them become even more profitable um and so 1:47:50 you have that the final thing I'd say to is this is not a zero sum game zero sum games are people that chase money if you ever see people chase money and never go 1:47:58 after wealth when you go after wealth you grow you create you invest in people and and so when I think of this people this could be an attraction for people 1:48:06 to come outside this community I mean Marion is the star of the county people travel here they might always like Mar and they complain about it but they come 1:48:14 here and they use our resources and and they shop here and so I think the people will come it's it's a Field of Dreams you know I love it I think it's what you 1:48:22 have to do because you got to look back to connect with doso forward and a positive some game you will see people come out people will spend money on entertainment not a fixed amount of 1:48:30 entertainment dollars there's a lot of entertainment dollars out there let's watch television thank you thank couple of friends that are moving back into the city into Maran because 1:49:35 they they don't want the big city they don't want to travel far for activities um we're used to traveling out of town 1:49:42 to go places but here lately we have been going downtown and eating and hanging out at different places here in 1:49:49 Maran and so if you haven't have had an opportunity to we ride bikes to go around and look at things it's a 1:49:56 beautiful place and I'm glad to be here I feel safe and I I know that the downtown will bring great uh joy for us 1:50:05 um from now on till forever thank Detroit Michigan and I've moved here in 1:50:33 1995 and I've seen the decline of Maran and it all looks too familiar to me um you've all heard heard the horror horror 1:50:41 stories of Detroit they're true I've lived it and I don't necessarily want to live it again um I've been 1:50:50 waiting sometimes impatiently for a Administration to do something about it and I'm happy that this Administration is trying to do something 1:50:58 about it um I don't want to I moved home away I moved away from Detroit for a Reason oness family one was just to get 1:51:05 out of that environment um Mar's been good to me he's been great to my family I just don't want to see it decline anymore I want to see it grow thank you 1:51:14 thank you Chief guard welcome if you can state your name city got more liquor license in the city our city had more people I can about 1:51:57 guarantee you that I'd have to look up data there but we all know Marion has decreased in our population over the last 30 1:52:05 years we're focused this this all seems to be focused around adult entertainment yes we need more entertainment heck yes 1:52:13 build the downtown let's bring more entertainment but why are we focusing on us adults yes us adults invest but me I 1:52:21 want a place for my kids I want a place that my kids can grow up and feel proud to be from I look at entertainment my 1:52:28 entertainment is going with my kids we have wonderful Parks here in town we have a great Library does lots of great things we have a skate park that well 1:52:38 any skater isn't going to skate at but that's beside the point we do have certain things for kids but that is where our we should be focusing at you 1:52:46 want to bring people to this city make it a place where they can raise their family if we do some of this we add more 1:52:53 liquor into the community I've heard and they may just be rumors but a whole idea about allowing open carry from a certain 1:53:01 time to a certain time during the day downtown no I'm not going to bring my kids to that my kids do not see me drink 1:53:08 I'm not allowing them to watch other kids drink I know there are many other parents who feel to Third Street or Fifth Street you've got some people that are making investments in 1:54:18 Maran but uh there's not adequate parking now on the new liquor license I'm thinking if I hear right that you 1:54:27 got some strings attached to those uh if I understood you right uh 1:54:34 you want to limit the uh cost on those well if you make an investment in 1:54:40 something and it has to be tied up in that particular property for a long period of time and the tavern is not a 1:54:49 success there what do you do with your liquor license if they can't be transferred and I'd like to know why 1:54:57 there's not someone here from the alcoholic beverage board to help assist the Council in making some good 1:55:05 decisions taverns go out of business but what ones we have are successful and 1:55:12 it's all in management and it's what you want to make it but uh times are tough right now for 1:55:20 everybody and I I'm glad we're getting the new housing that we're getting but number two thing I want to talk about is 1:55:29 all the blight that those new places are going to create now we've been through this before and we can't keep up with the 1:55:37 blight and when we passed a ordinance for tax abatement for 1:55:45 residential that's when Maran made a big mistake because housing costs went down 1:55:51 to value went down and the city started declining so we got to waste or not 1:55:58 waste our money but invest it proper and get the most we can for the dollar and that's all I have to say I 1:56:07 want to see this map from what I understand a lot of this is in the flood plane uh and we had one of the biggest 1:56:16 rains we've had in years and the river didn't flood and get downtown or down of 14th in Nebraska Street where the uh 1:56:23 blood planings that but I just like for you to spend a little bit more time and another thing learn something about the 1:56:32 existing ordinance you have we've got good ordinances but nobody knows what they are and if you can sit down and 1:56:39 take the time to learn the city ordinances that we have and make some adjustments in those for the betterment 1:56:46 of city of mar that's a good thing thank you for your has been on the four licenses too it's it's or if it is four I don't know and I 2:00:15 don't know what the cost of licensees the state sets that am I right by that I don't know where the price come 2:00:22 from anyway um I I think a Riverfront District as far as when I think you know is this good 2:00:30 what research has been done everything well you look at wall bash anybody go to Walbash at night especially on a Friday 2:00:37 or Saturday everybody walks there it's you go all over that place it's bigger than it has been and then I think about 2:00:45 Carmel where 20 years ago that was considered one of the fastest growing little towns there is and now 20 years 2:00:52 later it's rated as the number one place to live in the United States just a few miles down the road so I think that this 2:01:00 is a great thing I think it can open up all and you know and I like that we've only heard not only heard from taverns we've heard from restaurants and I think 2:01:09 this is the kind of things that will build that will bring clothing stores uh destinations for kid kid type friendly 2:01:17 things that will do that I personally think it's just going to do nothing nothing but help existing because you know I'm just going to use 2:01:26 my own analogy if I want to sit down at a great place and have fun and I'm gonna want have the best sub in town I'm going 2:01:34 to the Green Island you know if I want to have fish you know we all know where you're 2:01:41 going to go eat fish at and it's just so I think all these or obies for barbecue whatever all these places have their own 2:01:49 Niche that I think it's just going to increase business and I think that we have got to be able to grow as a city 2:01:58 because like so many of you said tonight if we don't it's we're gonna our City's not going to be here at one point in time I don't 2:02:06 know how many years that would be but that's what's going to end up happening so listen to everybody tonight man it's of Warsaw and when I was I'm old enough to 2:02:47 remember there was a department store downtown that sold clothes and I remember going downtown town and then downtowns went to nothing and I remember 2:02:56 the downtown of Warsaw we didn't go anywhere you didn't go there um everything was developing North on 15 or out west on or out east 2:03:05 on 30 on Highway 30 and all the development was going away from downtown and I remember I didn't go downtown 2:03:13 unless I needed to go to the courthouse um yeah that was about it and 2:03:20 uh when they implemented Ed this um in Warsaw it has transformed 2:03:27 that downtown and so I saw family up there and friends I actually had a rental property up there until a couple years ago I still travel up there all 2:03:35 the time um and surprisingly all the good bars and businesses are still in 2:03:43 business up there because they just had a niche um repus ronov was still there 2:03:50 they didn't lose any business in fact I think it's heare business uh it's been there forever and I can speak to the the 2:03:57 the bars that and restaurants in Maran that have been around for a long time we appreciate all you've done but 2:04:05 I'm not from here but I know enough to know that you have survived the economic downturn of 2:04:11 Maran congratulations like I mean that sincerely but imagine how you're going to thrive for the 2:04:19 economic upturn in Maran you've made it through some rough times in our 2:04:26 community the Tide's turning we're going to turn this community around we're going to bring investment you know more people that come to Maring can learn about you know 2:04:35 whether they need to go to Don stap or the green olive or wherever your reputation um is 2:04:42 solid um so again I I do think this has been focused a little on liquor licenses I know that's the topic contention I can say 2:04:52 growing up in Warsaw and watching The Evolution this has done nothing but help and uh I did live in South Bend for 2:04:58 seven years between here living here in Warsaw and in South Bend I remember when they devel they Incorporated this as 2:05:07 well uh I was a police officer there about seven years so I knew every street I knew every everything about that City and the area of which they adopted 2:05:16 this Riverfront development it was nothing and it was in a flood plane it was a Sandy old park um 2:05:25 it was disgusting um and that's why they carved out that area to try and develop it and 2:05:33 now when you go to that area I mean they have festivals they have new restaurants they have new housing they have new restaurants that 2:05:42 have housing on top of it it has exploded in that area and surprisingly because I know I 2:05:49 was a police officer I know every single bar in that town and uh you know with Notre Dame being up there there's a lot of popular bars not a single one of 2:05:59 those bars is close in fact I think they're thriving better than they ever have um all while they added those liquor licenses down on the river front 2:06:08 and I do remember some contention when they adopted that same stuff I've heard today but I think what we have as an 2:06:16 advantage in Maring right now is that which is really sad is we're like one of the last ones to do this so we have the 2:06:23 ability to see how it's worked everywhere else this isn't a New Concept that we're going to be the proof this has worked in every Community that's 2:06:30 adopted it the mayor has sent us letters from the mayor of Noblesville Muny Auburn fisers Vin sins 2:06:37 cook um state representative Goss state senator Z all within the last couple days and every single one of those Mayors and those communities has 2:06:46 overwhelmingly said this has been a huge impact on their Community without any detriment to the other businesses so I 2:06:54 share that information I come from two other communities that have adopted this and it's the nothing but help develop the 2:07:02 downtown or Riverfront area fortunately we have a river right downtown and so this works out really great to to adopt 2:07:11 this and I will tell you you no beinginger and there's nothing to do here nothing to do it's boring downtown what am I going to do this isn't just 2:07:19 bars and restaurants this Spurs Economic Development we're a capitalist Society right I can't tell you who's going to 2:07:27 come to downtown Maring but I can guarantee guarantee you there'll be more eyes and more investment that want to come to downtown simply 2:07:36 because we might have this in place investors look at communities that are Forward Thinking 2:07:44 and they adopt these types of resolutions or ordinances and if we don't pass this and it doesn't go 2:07:52 anywhere we are flushing investment and we're setting a precedent for Comm for for investors to say nah never mind 2:08:00 we're not that interested so I share that because I'm in 100% support of this 2:08:06 and that's all I ordinance of the city of 2:10:13 Maran Indiana establishing a certain designated outdoor refreshment area speaking mayor Ronald moral Jr 2:10:22 um this one is a a cherry on top of the uh Riverfront District so this is was first 2:10:31 into consideration by the state when Indianapolis had the Super Bowl in a year I think he remember 2011 2011 or 12 2:10:40 and they were allowed to walk between downtown Indianapolis um from establishment to establishment and 2:10:46 soliciting with um clear CL uh clear club and be able to travel between different places So eventually went in 2:10:53 the law and there's different cities who have established this and um the one that's I guess considering our sister city sister city that's the closest to 2:11:02 us is comoo and they established this has been very successful this is specifically so you can maneuver between 2:11:09 different restaurants or establishments in the in this specific door District um and I hate to use this slang but it's 2:11:17 kind of hot between places and um be able to listen to all at the uh and move back and forth this creates also the U 2:11:25 ability for um mobile vendors to be able to set up in this District to um sell um 2:11:33 alcohol as well the uh the the hope for this is to create uh I don't want it to be misconstrued as like um for example 2:11:42 nolesville is get ready passes as well I don't want this to be against M shoter as like a drunkard row or anything like that but this is just a a controlled 2:11:50 time for to increase the um density between different uh establishments and 2:11:58 one one thing I know from the um the current the Orin that is written there there are two establishments listed in I believe section six and the reason for 2:12:06 them being listed is the only two currently open in that um in this available area and another thing to add 2:12:13 about doors doors is are not specifically attached to rivers and they can be set up in anywhere across the city 2:12:24 thank you mayor okay we're going to go ahead and 2:12:31 move City Council Members have questions councilman forit mayor I had a question on I know 2:12:38 that we had originally spoke that there were going to be four but you said now it's up to the Council on how many or this the state I was just concerned 2:12:46 because I know that we've got uh Los moris as is interested OB is interested and then if if there's only four that 2:12:54 leaves us two I'm just curious so that's so on the on the riverfront that's on that on that other ordinance that we just passed yeah so on on the riverfront 2:13:03 it's up to our the discretion so anybody who fills out the application will then have to come before the city council and we can approve or deny their existence 2:13:12 in that District so the three ways are unlimited down in the riverfront District well limited on based on what 2:13:19 we decide what we vote on on number amount of liquor licenses yes will we vote Yes okay thank you that's 2:13:28 all any other questions for the mayor the only other question I have I'm sorry apologize this is for counselor Parker 2:13:36 the same thing on this signature page it says yeah resolution instead ordinance so we can change that so fix well and 2:13:45 ordinance on the signature page that's all I have thank you 2:13:53 any other questions councilwoman Divine oh okay so what um councilman for said I 2:14:01 just wanted a little bit of clarity on that within the Dora area there's also temporary vendors so 2:14:09 other establishments that currently have a liquor license or have a a license to do food because they may not have a 2:14:16 liquor license they would be allowed to set up in these areas under their current establishment or they would have to come and get a temporary permit so like if we have a big Festival in the 2:14:24 area and people want to set up not just a food truck but they want to represent their business there are they under 2:14:31 their current licensing and and food establishment or do they have to have a whole new temporary set up the ladder will be correct they have to come and 2:14:39 get a um permit to function within this district and who would be responsible 2:14:46 for giving those s's Council or is that something that also falls under like the help that is I'm not 100% sure on that I 2:14:54 believe that the the at our local ATC will be able to give those temporary permits just Clarity to on those 2:15:04 temporary vendors under Section seven uh the language rate reads temporary beer or wine permit so it's not it's not 2:15:11 liquor it's not a three-way it's somebody wants to sell beer with their Tacos on their food truck they do have to get a permit on that so it's not like 2:15:20 they can show up and start selling it there is a vetting process that they do have to go through to obtain a temporary 2:15:28 beer or wine permit another clarification then if that's true in a it talks about the 2:15:37 amount whether it be beer um wine or cider or a mixed drink so those are two totally separate issues so if somebody 2:15:46 already has the three-way license that's the amount they can get versus a temporary which can only give the other two correct so somebody with a three-way 2:15:55 license ab and C apply beer wine and mixed drinks apply to them but the temporary vendors only A and B would apply because they're not allowed to 2:16:03 sell those liquor but it it does limit the amount you they only can walk out with two 2:16:10 drinks um or some of us call it double fisting uh two drinks so you see people walking out with two drinks right um You 2:16:18 can't take more than that you can't go out and start some supplying everybody um and it does limit the number of 2:16:25 ounces per drink as well I want to add one more thing the 2:16:34 the rest the establishments in this District can refuse refuse participation so this is all uh the establish of this 2:16:42 displ just allows District allows for them to participate they can everybody in this St can say no we don't want to do this and then we just passed it and 2:16:48 it just kind of exists um but they have to be willing to want to participate thank you mayor and I'll add some clarity too that other restaurants 2:16:58 or businesses in the Dora has the right to refuse people coming in that are carrying a beer from another restaurant 2:17:05 right so if you own another restaurant and you don't want someone bringing beer from another restaurant that's part of the Dora you can you can refuse that or 2:17:13 put a sign up Dora not allowed or whatever so there's a lot of things in this that'll give the property owners or business owners that right to 2:17:21 participate or not and essentially the water down out of all this is it um you know basically your example is say we 2:17:29 have we we Revitalize the downtown and we have an amazing first Friday again right um and everyone's down there and 2:17:38 you go into one restaurant that's participating in Dora and you got a beer instead of saying well hold on let's go 2:17:45 to the next one let me finish this you if they're participating you can walk out with that beer go to the next restaurant or go down and see the 2:17:53 concert um so this was created I believe when the Colts had the Super Bowl and prior to having this there was an open 2:18:02 container law so this kind of allows you to loosen that that restriction of open containers um because if not they didn't 2:18:09 do this during the Super Bowl well the police essentially could have arrested everybody that walked out and celebrated in the middle of the street so um this 2:18:17 is a much tighter area than the riverfront just to let the public know it's essentially right off the river um I 2:18:26 believe it's um all the road names are covered up Nebraska so starting at the river almost where the Girl Scout cabin is you 2:18:35 go south on Nebraska East on Third Street and then it uh comes up I believe that is that 2:18:44 McClure no just east of McClure and then it just goes up around the riverfront so this is really right on the riverfront 2:18:52 it's not even um uh downtown on on the Square it's just north of the downtown Square so 2:19:00 there won't be anyone carrying alcoholic beverages across the highway essentially so just wanted to Clarity for the 2:19:09 public any other questions comments Council K just also some clarity also on that 2:19:16 um you're allowed to leave the premises with with with a drink it's in it's in a 2:19:23 plastic cup right you're not carrying a beer bottle that or a glass that's that's going to get thrown down or dropped and broken on the sidewalk or 2:19:32 the street it's in it's in a a plastic cup so there's some clarity also there 2:19:40 also go ahead um I'm glad you clarified that about the two establishments being 2:19:48 listed make sure this they're only listed because they're in that District at this time that has nothing to do with licensing or nothing like that and then 2:19:56 the other thing councilman Ford I brought up a question that that I'm not I guess maybe I'm not clear on that on 2:20:04 the liquor license that we've on the last one ultimately the state gives those out correct yeah the state can say 2:20:11 no to all of this like they're the ones who decide that yes yeah they they're the ultimate authority of needs we just 2:20:18 make recommendations for all of this they can always say no yeah yeah I appreciate you bring that up because 2:20:26 essentially we're the first layer ATC always has final approval because you know they might there might be a business that has a bad track 2:20:33 record somewhere and we don't know about it and they go actually never mind but downtown uh that are timed zones uh some that are already posted some that were posted uh well over a year ago uh and 2:30:01 then a couple one area that uh needs to be newly posted um it's it's it's a 2:30:08 continuation of the two-hour Zone uh from fourth uh to 5th the west side of 2:30:15 the street has signage already that side of the street is not um I have it on good authority that we 2:30:23 have a new parking some new parking people going around town is that correct 2:30:31 yes okay but so for a while we were we didn't have that um the capability to um 2:30:40 enforce uh the 2:31:55 a couple that are um because they've been asked uh at by the Ridley Tower um 2:32:02 if it can be enforced so even if I told you that it's a timed there isn't anybody enforcing after you know 4 in 2:32:11 the evening regularly now a police officer can enforce at any given time um but it we it's it's very difficult after 2:32:19 hours to to get that enforcement so any other questions for Mr fire inspection with we have not been able to fix 2:35:52 it we're down to where we're ready to fa and you know as 2:35:58 fireman if we fail our fire inspection our building is closed just a sear so a coil that we have that's out front out here it's like a radiator 2:41:52 we heat and cool the building with water it's like your car this is a radiator it's out front we've got a hole 2:42:00 in it and we noticed it because we're trying to get our controls we need to control the heating 2:42:09 and air well to get that we have to have our air fixed last year we got new Motors and everything running fine we 2:42:16 can get air now mechanical things come up and this is what happened now now we got a hole in the radiator so I have to 2:42:24 have this fixed to even have the air even come on to even get air into the building so this is a prior and once we 2:42:32 get this then we can take another step to where we can kind of control it to work on the next step but right now I 2:42:39 just need the air to come on so we can work on that next step to get controls in the in the in the building about how 2:42:47 we got full blast yep we either got to go full blast with the air or it's just off once we get it on because we can't 2:42:55 control it that was the next step we just I got to go out literally turn the air conditioner on and it just gets next 2:43:01 thing you know and it's freezing in here so I go out turn it off turn off that that's you don't run a building that way 2:43:09 so right now I have to have therat I do have a question did you intentionally leave it off so weed I've 2:43:18 had a lot of people say that and it's at the very end it just be cheaper to get a bunch of 2:43:24 extensions of fans bunch of air window units yeah is the system as old as the 2:43:32 building then it no well the the controls are we've actually got new chillers probably about 15 years ago and 2:43:41 new boilers those they just really never had I guess where I was going in my mind for efficiency and keeping up yeah our 2:43:49 we throwing good money after bad here with keep no it's actually a good unit out there we got new Motors fans out 2:43:56 there it's a good unit it just really never had no one just give it tender L 2:44:03 and careful and now I'm here and that's what we need and then to get that going we can get our errors going we run on an old pneumatic system I don't know if you 2:44:12 know it runs by air you open your vents and close your vents with air that's 2:44:17 where we're at it it just needs some TLC to it you know but we have to have this 2:44:24 first work on our controls k for I David last year it was 2:44:33 maybe a little later than this when the chief of staff was sitting here sweating just places that you wouldn't believe but anyhow and we appropriated 2:44:43 15,264 from Motors and at that time you said that that would bring it up to Snug yeah did and get it running I understand 2:44:51 now you got a hole in the coil so is this 28,000 just replacing the coil on the condensing unit it's a v coil 2:44:59 correct it is a coil yeah we got we have like two systems on one okay so it's actually system one 2:45:09 with the four Motors and the coils it's got a hole in it you're placing all the coils on both 2:45:16 sides two of the four the ,000 28,000 two coils is all you're replace y that's 2:45:24 it and there's some other repairs little things on there to get it up to date but um I've had some other quotes 2:45:33 Johnson Control is not going to do it for no less than 50 I just had um haval out here just this last week no less 2:45:42 than 50 for two coils for two coils and theing yep 2:45:49 yeah it's it's not cheap it's not cheap and you know this when you're doing maintenance in this building and stuff 2:45:56 sometimes you're you got to have you know what I'm saying so it's just it's it is costly it is 2:46:04 costly so uh you told me the other day about the hole you said it look like the size of like a 22 so we don't I mean we don't know if 2:46:12 this was vandalism or what I mean you just don't just randomly get a looking like a bullet hole in it and it is an 2:46:19 exposed and I did uh ask you for future if there's any way we can put any kind of protection barrier around this so 2:46:26 people just can't drive by or walk up with a crime of opportunity so you know to I don't know if it's possible to put 2:46:35 a th $500 wall to protect a $28,000 coil in the future actually it's going to be part of my Landscaping I don't know if 2:46:44 you guys know across the street over here we have the James Dean the big tall thin pine trees right out here I think it's going 2:46:53 to look great right in front of it you can't see it it's going to be easy for us to get to and it's not like something that's going to make it real dirty so that was part of my Landscaping this 2:47:01 year that so that was the answer that I appreciate it thank 2:47:08 you okay any other questions so I do actually one other uh What's the timing on this now obviously 2:47:17 this is um first reading so say this would eventually pass What's the timing um for them to 2:47:25 get it fixed at the point so once I get it 2:47:44 approved and I have the money I could probably they could probably have it in within seven business days and they 2:47:51 would install it though as well with okay I'm just thinking it's warmer at least one more meeting to get through 2:47:58 this and just wanted some clarity on that question yeah is there not a situation where because of the situation 2:48:07 we can uh declare this emergency and and get this taken care of tonight not on uh I don't think so 2:48:15 unless legal wants to advise but when it's an ordinance s yeah I mean you know in the forecast it it's 2:48:23 going of cool down I think we're going to be okay if we get to the next meeting we're fine over here on this 2:48:31 side just bring those little fans that go underneath and um I think we're fact mikee uh probation officer he he works real good they're not veterans but they can understand us 2:58:56 as well as non-veterans can understand veterans app and I have a great nephew 2:59:03 coming into the program that I'll be mentoring him and when I went to the program I had a great nephew that was in 2:59:09 and finished the program so it's kind of help my own family so thank you so
