are yeah it's your dad both these gentlemen are from Maring 3:35 Maring high school graduates even went to school with some of my kids and if you don't know who they are they're two of the baddest men in Marin 3:43 Indiana um Isaiah just recently uh won his first professional MMA fight up in 3:50 Fort Wayne at the Coliseum and at the same time Lorenzo fought in the same um on the same card as the co-main event 3:58 and one his second professional MMA fight both coming out of Marin Indiana so it's hard because 4:06 my my inner Stadium announcer wants to come out and like give him a formal introduction but I don't want to Blas this whole room but anyways uh these 4:15 gentlemen have done nothing but represent the city of maring very well uh anytime they do the introductions you know when you watch MMA fight out of 4:24 Maran Indiana I mean these guys are all over the place Lorenzo was on in Cancun I think March 23rd was it and he had his 4:33 first professional fight in Cancun Mexico I think it was last minute yeah kind of two noce two we notice I watched 4:41 it and uh he put a pound in and won his first fight um both of these guys uh on the 27th of April like I said won their 4:48 fights and they were both by referee stoppage due to strikes so it wasn't even a decision these guys single- handl 4:56 wasn't yours in like 40 seconds 41 seconds 41 seconds in the first round so um these guys and I'm not an MMA fighter 5:05 so I'm not going to claim to know anything about it but I do know that there's a lot of work involved a lot of training probably for little to no pay 5:14 sometimes it's really a passion so uh I just really appreciate these gentlemen for coming tonight I wanted to recognize them uh they've been definitely pillars 5:22 of the community representing us very very well so you guys want to say anything or uh no I mean I just want to appreciate every everybody for coming 5:30 out um we put our heart and soul into this we train every day uh we both drive an hour and a half well now he moved 5:38 down there but I still take that hour and a half drive just to get to practice um hour and a half there hour and a half 5:45 back um it's a lot of dedication a lot of lonely nights uh a lot of lonely times you know uh the 5:54 sport is definitely not for the week uh but we truly appreciate Maring uh coming 6:02 behind us and really acknowledging us because we put our heart and soul into this and without you guys uh there would 6:09 be no motivation to keep going but we appreciate each and every one of you guys and we plan on to their one of 11:48 their regular meetings and they discussed quite a few topics um one of which is the change in 11:57 the um Solid Waste charges that will be coming before us I believe at the next meeting um and they've had quite a bit 12:06 of conversation and the report you'll get will have all of the um the background for the last five years I 12:13 believe it is since the solid waste was taken left Republic and came back to the city through City Utilities um where the 12:23 money is not quite balanced where you can see that they've been operating in a deficit and having to have the other U facilities help cover to keep it in the 12:32 um in the black and so this rate increase will be for that purpose to help um balance that those um amounts 12:40 out and so I know they'll have a presentation and I'll let them do all that next meeting but just know that's coming up for 12:47 discussion um they also um gave just a little bit of an update 12:54 on some of the major projects the srf fund projects it's uh preconstruction meetings are underway so those should 13:01 tart here fairly quickly um the meter Pro U project is just beginning where they're replacing out all the meters to 13:10 the electronic ones um and 13:16 then uh let see what else I had going on they had a couple of minor um fundraising requests and things 13:25 like that that were going on um a couple of policy updates they're working working on um within their policy manual 13:32 um regarding paying for uh the reimbursement a training should someone get trained and then leave within a 13:41 specific amount of time they were working on policies to to help with that so that some of the more expensive trainings like a CDL training there's 13:49 three or4 thousand worth of time into that and then they get their CDL and then they leave you know and how to how to protect the city from that with 13:58 obviously the look towards trying to keep them once they're trained versus you know any type of penalty but to to make sure they're not coming just for 14:06 the training and then leaving um which is to me is fair so then the board of Works met this week 14:16 and um they looked at the transfer of five city-owned properties which are all 14:23 part of the riverfront downtown district area um to get those to the Redevelopment Commission so that they can start economic 14:31 development in those areas um they also had the police chief had um two of his 14:39 areas the Drone area and then they're looking at a law enforcement flomist um working on the Sops to put 14:46 into their policy book um around those to make sure that they have some best practices and safeguarding and all the 14:54 policies fit and how they do the trainings and who's able to participate in the those programs um and so those 15:01 were those all were met with very good questions from the board of works and I think they're well thought out policies and should commend the chief for those 15:09 and his his excellent officers who are working on all those those items to make the department better and that's what's 15:17 happened in those two areas great thank you councilwoman Divine councilman Klein yeah I don't 15:24 have any heads up about rate increases um Aviation board met May 2nd and it was a pretty routine meeting they included 15:33 updates on plans for new Precision approach lighting the stuff you see when there's a plane coming in guide them in 15:41 uh installation of fuel tanks and classroom constructions the new classes out there St in June and they have a a 15:49 full they have a full load for their classes they included some Grant proposals missa students got a tour of 15:56 the airport and some closeup close up up close and personal looks at airplanes and equipment and the ice cream shop out 16:05 there and thank you just for clarification that ice cream shop open to the public yep okay 16:13 so everyone knows there's an ice cream shop at the airport open to the public meetings about it um I hope to have some 30:28 information for you probably by your next one or two sessions with the mayor as well as the next council meeting but 30:36 we are having those active discussions now to do uh the citizens better in the enforcement of those 30:45 ordinances thank you you're welcome thank you so as a as a follow-up comment on that um parking 30:54 on Washington Street um in front of Ashley's Ice Cream in front of 31:01 Obie's um and then also across the street those signs I I notice are up now Mr graph so I appreciate that for those 31:10 clients and business owners that live in those areas um without I'm afraid though without 31:20 parking enforcement we're still going to have a problem there so I think uh having somebody to monitor 31:28 that parking those parking problems we we'll still con have issues with parking there uh because there's a lot of people 31:37 that seems to be thumbing their nose at those signs and not paying any attention um I was concerned 31:47 about the signs um they're not enforceable on Sundays and anybody can 31:54 park there for unlimited time on Sunday with which will then carry over into 32:00 Monday morning so that was concerning to me um but we'll just have to monitor 32:08 that so I think enforcement will help in that area 32:15 um but I want to leave it open that we may come back and and revisit this if we have ongoing problems sure so yeah 32:24 without the signage placed and you're you're passing the ordinance even if just the signs are there it's not 32:33 enforceable so you have to make an enforcable action before the police or um anybody that's that's working that 32:41 type of uh detail has the ability to uh give anyone a 32:48 ticket thank you Mr graph wel any other 32:55 questions clarification so we're looking at especially there in Washington and the areas around the square one side's 33:03 going to have 30 minute parking and the other side's going to have two hour essentially so there are two hour uh predominantly there's a 30 minute which 33:11 is to be used as a loading zone uh for Ashley's and then one at Century 21 and then one over by the CSA it's it's okay 33:20 for someone to be dropped off or deliveries to be made so the two hours are meant to try to move people in it in 33:27 a longer so you get a little bit longer time to do your business but then it turn 30 minutes down well that's what I wondered because I was a little 33:35 concerned about having a lot of 30 minutes around some of those businesses because people will want to obviously the restaurants and you know places they 33:43 want to hang out for a little bit any other questions 33:54 comments okay no other questions we're going to go and open it up for public hearing if you would like to speak on 34:03 this General ordinance make your way to the podium you can just say your name address and you have three minutes I'm 34:10 Karen cre and I live in on Drive I don't have a problem with the time thing I go a lot of places got time places around squares and stuff if we're going to put 34:17 in that riverfront development if you're going to keep the two hour Len and stuff and you really do develop the riverfront and put a lot of shops and stuff 34:25 underneath there like you talked about you're going to have to have some type of off street parking because you're not going to have a lot of people going to move their car every two hours if you 34:32 have a festival or something going on downtown I know most of that stuff goes around on the weekends but if you have shops open during the weekday businesses 34:40 can't rely on just traffic on during a festival so we go to Noblesville a lot and go to downtown area and they just 34:48 recently built a big parking garage and stuff and I know we don't have a lot of the great footage they have as far as land mask but you might want to think 34:55 about uh having that now but if you do grow the downtown area like you're proposing you're going to have to have some other kind of development for 35:03 parking because you won't get people return if they think they're going to get a parking ticket and if they get involved in something they're going to lose track of time so it's easy to do 35:11 especially if there's a lot of activity going on or a lot of specialty shops and if any of them are Shopper like me you spend a lot of time looking at 35:18 everything and going back so it just might want think about maybe either having something different on busier 35:26 times or perhaps developing a permanent parking area um nolesville put in a 35:32 thing where you can put a QR code and you can um scan it and then you get you 35:39 get a pass like you prepay for a pass and then you can go in the parking garage you don't have to pay every time you get a ticket you just scan that QR 35:47 code and so I mean there's a lot of things in the future you can do but you might want to think about that to talk about this 39:37 appropriation on March 3rd 2011 the city of Marian signed a contract with Johnson Controls for 39:46 1,390 and 50 566 three1 39:53 m390 390 okay at an interest rate of 45% this loan is 40:01 held by Capital One and we have three payments remaining uh for March 2nd 40:07 2024 March 2nd 20 through 2025 and March 2nd 40:14 2026 we've already paid 2024 due to previous uh oversight um on the management agreement with Johnson 40:23 Controls um that has expired so we're still responsible to make these payments and so we're asking to make the 40:31 $126,000 payment for the Capital One lease thank you just some clarification 40:38 you said the 2024 PID you mean 2023 because you're I think you're asking for 2024 is this 40:47 2023 okay yes so 2023 was paid but because the 2024 amount was not added to 40:55 this year's budget that's why you're now coming great right just one clarification for yes the audience and yes 41:04 okay any questions council members councilman foris de I just have one small question this was due on the 2nd 41:12 of March correct yes are they going to charge us any interest for the 60 days that this pass 41:20 to no um let see I mean it's a credit card company sure 41:29 no um there no late fees or interest they're just giving us a grace period on that 41:38 yes well that's kind appreciate that thank you that's no for what I know there's no interest so from my records 41:47 thank you I have a question or an 41:55 addition so $26,389 42:03 if we were to pay it this year which should have already been budgeted we have two more years to pay on this correct 42:10 yes so I'm looking at the interest component here and so essentially this year's payment 42:19 $4,513 188 of that amount you're requesting is going towards interest can't get around that right but the next 42:27 two years it's just around4 to $15,000 in interest combined that we would 42:35 pay um if we were to go two more years just a question if we were just to 42:44 pay this off would we then avoid paying that extra $14,000 in interest over the next 42:52 two years uh yes so um what what I would like to do is I want us to obviously we have obligation to go ahead and make the 43:00 payment for this year 126,000 but I would like to come back at the next council meeting with the consideration to pay this debt off and save the city 43:10 uh Department speaking police chief David 44:48 Gilbert welcome Chief thank you thank you for having me members of the council Mr President uh 44:57 mayor appreciate it uh we're here to discuss I hope did uh did you receive the 45:05 packet um that we put okay so that's pretty self-explanatory I know it's warming here um I'll try to summarize uh 45:13 Matt Andre is a veteran officer he was the about the last officer I hired when I was Chief before in the interim he's 45:20 made me look really smart uh he's become a canine Officer SWAT operator 45:27 uh is well respected by uh veteran officers and the rookie officers who are coming on uh We've trained him very well 45:34 and he's returned uh given us a return on that investment uh Matt injured 45:41 himself oddly enough on a fire response uh trying to get into a house where he thought people might have been there uh 45:48 injured his wrist and we've gotten the bad news he's not going to be able to perform the functions of a police officer anymore so what we wanted to do 45:55 in summary is uh not let his skill sets get away um and we wanted to create a 46:03 position where he could serve so he's been on light duty necessarily since he in injured himself some time ago while we're navigating the process of can he 46:11 come back or can he not we've got the bad news that he can't but in the meantime what he's been doing is working in detectives doing everything but the 46:19 law enforcement function he's been handling case followups he's still helping with K9 training was doing that 46:26 last night proba probably even today um just doing everything that needs to be done that doesn't have to do with use of force and arresting people uh while we 46:34 navigate this process it's been very effective what he's allowed uh us to do uh is to everything that he's doing was 46:44 probably either not getting done because we're we're short-handed or it was being done by a 46:51 policeman at the expense of some other thing that might need to be done typically on the street so for example we have a a person who walks in at the 46:59 front desk and asks for a report to be filed about their garage window was broken they just need a report for insurance well we that's a service we 47:07 need to provide we'd have an all we have the district car drive in come into the station take that report and then go back out we don't have the luxury having a desk sergeant or anything like that if 47:15 you've seen that on TV what we've been able to do with Matt is to have him handle those things when he's working and that officer can stay out on the 47:23 road and handle what what a policeman's going to do out there so that's kind of the nuts and bolts of it it's a good investment for us it's uh more cost 47:32 effective than a police officer and it frees up uh officer man hours and we don't lose the extensive expertise uh that Matt brings to the 47:41 table I'm going to ask Matt if you don't mind to come forward and just put his two cents in hopefully tell you how he wants to serve and U and do this thing 47:50 so Matt if you want to come up welcome hello thank you Chief so I approach the chief about this position 47:58 because I've been work the Maran Police Department for almost nine years and it's something that I obviously really enjoy and I still want to be a part of 48:05 unfortunately I won't be able to be a part of it as a police officer but anyway I'm still able to help the Maran police department and the C citizens of 48:13 Marian I want to do that so I approached him with this along with Captain Ziggler and some of the other people at the Maran police department and I believe 48:21 that through talking with them and everything that I have been doing for the past several months um then I believe the chief agrees because we're 48:27 here now that it is a value um I've probably taken care of over 100 cases whether that's suspending cases because 48:35 they can't be followed up with the investigation whether it's sending into the prosecutor's office or further in the investigation by getting search warrants and things of that nature um 48:45 I've also helped out with uh the cases whether it's stuff that I can't do over the phone or anything like that I will 48:52 email the officer say hey this is what needs to be taken care of with these follow-ups so we can get assistens of Maran the support and the service that 48:59 they are needed uh I've also been helping with the can9 unit for five years now um I was supposed to 49:07 take over the unit as a trainer Lieutenant Ridgeway now uh is going to be retirement the next few years and that is the service of the 49:14 Maran Police Department when we get new canine handlers that saves the Marian Police Department the C is the Maran almost $110,000 per canine canine 49:22 Officer that is trained so I was going to take over that so that would be part of one of my duties as well we're doing that right now uh we're training one 49:30 officer from the Maran police department and one officer or Deputy from the sheriff's department right now and I've stepped away to come here um that's kind of a brief synopsis if you have any 49:39 questions i' be willing to answer them I I think this is brilliant um 49:47 commend both of you guys on this situation not to lose Like Chief Gilbert said all the thousands of dollars that that your knowledge and invested in you 49:56 I to given anything if the fire department when I was hurting the line of duty I could have done something like that so that's just I mean this to me is 50:03 a no-brainer I Matt's too humble to tell 50:13 you I'll end with this I'll be glad to answer your questions Matt Matt's a good man um his uh I worked with his brother 50:20 many years ago who's who's passed away and we worked on the gene together and he comes from a good good family he's a good man he's been a heck of a policeman 50:29 almost said a bad word there um he's a heck of a policeman and uh we just don't want to lose him we can't can't have him on the street anymore but we can make 50:37 use and he wants to do it um it serves a purpose it's a it's a win for us from the business perspective it's a win for 50:44 him because he still gets to contribute and it's a win for me as the chief to know we got some we can rely on handling things that need to be done quite honestly some of those things are being 50:53 are slipping through the cracks so it's a winwin win so I'd ask you to consider formalizing this basically what it 51:00 amounts to is um I I'll rely on Council to tell you what it's called or how to do it but we just need to uh the 51:08 position's been created by the board of works we went to the board of Works they created the position which is in their baileywick um so the position has been 51:16 created as the financial body we're just asking you to formalize spending the money on this position as opposed to 51:23 what it had been being spent on quite honestly uh we're we're short-handed in number of positions so there's a windfall there in 51:31 terms of the money spent on salary but even if we were fully stapped except for Matt just him not being a policeman anymore would 51:39 pay in effect for the position that that we're creating here at least through the end of the year with savings even then in other words we're going to pay him 51:46 less for this job than we would have as a police officer so there's no there's a cost to the city but it's not an excess or it's not we're not asking for more 51:55 money we're asking to use money it's already there to fund this valuable position so that's my best explanation I'll answer any questions you have has 52:03 he been okay through per for class one yet uh we're that's in process in the final stages in fact I just read an 52:11 email uh from Matt perf said they're going to they're perf is reviewing that that's the level of disability which is 52:17 a a full disability perf is reviewing the status of that and I suspect they're just they're going to approve it it's 52:24 the doctors very clear I think they're going to prove it pretty um I I don't think I don't think there'll be a debate about it but if 52:33 there is then we'll we'll do what they ask us to do but I think it's a matter of time so for the time being he's G he's being paid as a police officer now 52:41 when that comes to an end and I believe it will we'll just smoothly transition right into the new position 52:52 so any other questions Council for thanks Chief um the only questions that 52:59 I have is is so he's going to be fully retired on disability correct yes and assume this position dut as a civilian 53:09 yes so if we amend these the salary ordinance my only concern is that uh the 53:16 health benefits the perf will be included in the flex included in in your amendment that you have requested and if 53:25 he's going to be fully disabled as a police officer he won't need those benefits to serve in that 53:33 position is my only technicality that I had a question about on that and that he's going to he's going 53:42 to we're going to use the funds from him being a police officer to compensate for the civilian position 53:49 correct yeah the money's in a the pool that is general fund it how it's moved and used used but yeah that's I that's 53:58 the essence of it I my intention is that Matt not losing the deal because quite honestly we're I don't he's going to 54:07 receive benefits this is a duty related injury so he's going to receive full benefits that was my question yeah so it's it's actually a better better deal 54:15 for the city I hate to talk about a human being like this but it's it's better in a sense that he's he was injured on duty that's that sounds 54:23 horrible but in a financial way it's it's a goodal deal I guess that's what I'd say to you I hope you agree with that yeah I definitely 100% agree with 54:31 with the analogy on it and everything I was just considering on you know on on the ordinance of amending the salary 54:38 ordinance for him some stuff won't be included and I don't know if we have to do that interde departmental ways as far 54:45 as because you've got Flex in there I I'm going to leave that to the controller and Council I that might be a little bit that that was the only other 54:53 questions that I had if we can just have that out I'm sure we can work it out we can do it when he takes that position 55:01 and retires and then goes into that position yeah just some of the details I think those are things that can be worked out pretty easily sure I feel 55:09 confident we can do that just for just so just to ease uh any concern this model has been used before Mark Kilgore 55:16 although he wasn't injured on duty he retired conventionally and he's I in fact I call this uh in housee I call it the kill War model kill war is working 55:25 as their evidence Tech MH the only the real difference the two differences are he didn't retire on an injury he retired 55:32 conventionally and his job is very specific evidence-based things I I think I mentioned in the folder that Matt's goingon to be our utility player he's 55:41 going to handle a whole lot of things but really the the the structure of what we're trying to do here has already been done we didn't invent this uh but so 55:49 it's been working with Mark Hill War for about two years now and U that was a big part of my decision to go have we have we done this before and other any 55:56 problems laying in the weeds and I don't think sure yeah I just want to make sure because you're going to take him from a full Duty police officer yeah and fill 56:04 this position with a full Duty police officer correct and use that well we're not going to lose the position I don't I hope I don't hear you 56:12 saying that we're the position the full-time police position is going to stay in existence it's just not going to be 56:19 filled uh my intention though is before my my goal is by the I've said this before my goal by the end of the year is that we'll be f staffed M including 56:28 Matt's position so at some point we'll be spending more money to fund him if we're fully 56:36 staffed but that won't be realized until we are okay so I appreciate that thank 56:43 you yeah go ahead I think one of the things that when we look at these ordinances we're thinking specific 56:50 people but I think we need to take that out of the thought process because the ordinance itself is creating the 56:57 position as if it were an an unfilled position exactly and therefore all the language has to include all the benefits 57:04 and everything because for whatever reason if this did not come to to effect if we were going to bring somebody else into do this position they may need to 57:13 have all those benefits attached to the job and so in this instance because we're talking about a specific person 57:20 that doesn't necessarily need things it I think cloudy's the issue cloudy is not the I just think it makes a better deal 57:29 if we're talking finances and and and dollars and cents which is your responsibility having Matt do it is a better deal if we had a a conventional 57:36 civilian come in first of all they wouldn't be as capable and we might pay a little more but if if if Matt does what I know he's going to do it it will 57:46 prove itself as something worthy of the expense I have no doubt about right and I'm not trying to take away from that because that will then give you kudos 57:54 for saving money but procedurally it has to be done this way as if it wasn't a specific person in 58:03 mind because yeah we have to think future we have to think what's this going to be 10 years from now um and then that way that's creating that 58:11 position specifically for you for and that's how we attacked it with the board of works it's the position we just happen to have the person we want to 58:19 have there but you're exactly right it's the position that matters it'll it'll basically just be a lateral movement once you get the date from perf the only reason I'm saying it's because I 58:27 experienced it once you get the date from per he'll fall off the city's insurance so to speak and all the benefits with the city go into the class 58:36 one and then when you fill that position Hospitality speaking council president 1:00:00 Nick McKinley thank you Madame clerk uh this is a resolution to approve the tax abatement for sui Hospitality for the 1:00:09 year of 2023 um so retroactively uh basically the 1:00:17 resolution uh council members didn't receive a copy of it but um basically states that sui Hospitality timely 1:00:24 submitted its annual cf1 form for the year 2023 um it was not approved last 1:00:31 year and we are looking to retroactively approve it for the year 2023 and sui hospitality is actually 1:00:40 doing business as um the Holiday Express uh in Maran and um yeah so I'd like to 1:00:48 go aad and welcome you I didn't know if you're going to make it or not but you're welcome to come up here uh whoever wants to speak and uh share 1:00:56 anything you'd like to share or we can just ask your questions okay we're here to answer questions so I'll give a little so I've 1:01:05 worked a lot on this um I was full transparency contacted by their accountant Pam she has been wonderful 1:01:12 Pam Morton and um contacted me probably three four weeks ago I believe and 1:01:20 stated that they just realized they weren't approved because the taxes were coming due and realized the uh form did not make it over to the 1:01:28 county auditor's office so she contacted me um trying to figure out what happened and so we did some research thanks to 1:01:37 councilman Kane and the clerk's office pulled a lot of data from last year U found it it wasn't approved and the 1:01:45 contact information on the form um councilman Kane had tried contacting via phone and email several times didn't 1:01:53 hear back um so when it was in committee last year it just didn't uh didn't get approved because we didn't they didn't 1:02:00 have questions answered couldn't get a hold of you I have since talked to their CPA Pam and clarified that she is allowed to put her contact information 1:02:09 on those forms moving forward um so if there are questions she is the one that will be able to answer that um I will 1:02:16 read an email real quick I asked her to kind of summarize her eyes conversation she said regarding the completion of form cf1 in the column for the as ES 1:02:25 made on sb1 we put was submitted on the original s sp1 filed then in the column for the actual we indicated the number 1:02:33 of current employees in salaries and the number of employees retained in salaries the same the number of additional 1:02:40 employees shown is the increase for the number on the original sp1 and total salaries the only number that could be 1:02:48 changed is the salaries for the number of additional employees meaning what she could have changed if you would only want the increased amount over the estimated 1:02:56 number on the sp1 if so the number of for the 2024 PID 2025 should be 1:03:03 27964 which that'll get address at their next request um so uh to boil it all down 1:03:11 essentially just some confusion that she admitted you know there's no training on how to fail these cf1 forms uh even I'm reading through it we met with I met 1:03:19 with our our attorney um Marty Harper discussed it and uh so there was just some 1:03:27 confusion so essentially what she is saying is and I think this was the question you guys might have had when we talked that why was there only an eight 1:03:35 in the additional employees category under the sb1 side well the intention was to show that there were eight 1:03:43 additional employees added on top of what they had already estimated when they originally filed for this tax abatement so this tax baitman I believe 1:03:52 is in year six I can't remember pop my head and so previous years we have approved it it is a pretty hefty tax abatement um because we appreciate your 1:04:01 investment in Marion and um so essentially speaking to the auditor's office they said that all they need is a 1:04:09 resolution from the city council to retroactively approve last year's tax abatement and then they can apply that before they have to pay those taxes this 1:04:18 year and then of course moving forward um you know they're going to submit the form and and try to submit differently 1:04:25 so so it's maybe what understood better so I try the best I can explain it does 1:04:31 anyone have any questions yes um was there a a commitment or a length of term for this tax 1:04:39 abatement yes it was a 10 years 10 years 10 years and I I apologize I have it in my email and it is detailed out in the 1:04:49 original ordinance uh or the original approval of that tax abatement so it's a 10 year I believe we on year he has a 1:04:58 copy yes I don't I just have it on my computer and um you would like to see but it is a 10e tax batement for the 1:05:06 ceremony I've ever been to usually it's ribbon cutting but basically radiant health and Indiana Health Centers have mer or not merged they are 1:07:08 partnering together um so both of those ladies are from their respective entities so essentially radiant Health 1:07:17 um is now going to have some Primary Care access for some of their their clients partnering with the Indiana 1:07:24 Health Center so so uh it's the build I came remember the address like the 3,000 block South Washington somewhere in that area it used to be a grocery 1:07:33 store back in the day um but anyways that's where it's at I did a tour of it it's phenomenal so it's going to really 1:07:40 provide expanded services for the radiant Health clients by coupling those services with Indiana Health Center so it's just really exciting you know we 1:07:49 talk about mental health addiction and all that in Maring and this is an exciting partnership so I had Theon to to go there and do a ribbon tying 1:07:58 ceremony so that was interesting um other than that the last thing I wanted to give an update on for full public 1:08:04 transparency we are streaming still on the my iPad um but we have accepted a an 1:08:12 estimate for some professional equipment to be installed um by csb um and they are working on getting us on their 1:08:21 timeline it's already been appropriated the money's already been approved for it essentially it's just um them getting getting us on their calendar and what's 1:08:29 going to basically happen is there's going to be a camera in the back there's only already one there that used to be used for the streaming on cable TV 1:08:38 that's going to be replaced by an up-to-date high definition camera that will face the ca the council and then there'll be another camera above me 1:08:46 facing down towards the audience and the guest speaker so we'll have two um we'll call it solid state or static 1:08:53 cameras um and when people are streaming online they'll be able to see split screen they can see both at the same 1:08:59 time also if we choose to um which we will utilize one of those split screens could 1:09:06 be used for presenting so if we have photos or we have a PowerPoint or a video uh people online can not only 1:09:14 watch the council meeting but they can see exactly what we're talking about my hope is um to be able to also show the 1:09:21 agenda for people that are watching online so they can follow through follow along and just make that at home 1:09:28 experience um just almost as if you're sitting here if not better so um that is in the works we've been talking about it for a while but um I appreciate the 1:09:36 mayor's office has been working well with us in the IT department and we're hoping to to get that installed
