    2:38  always mess that so anyway so uh John is I'll move out of the way for the screen but he is the owner of the Maring 1H
    2:47  hour Pro Dry Cleaners located at 522 South Washington so I'm always trying to find like unique spotlights where like
    2:55  somebody just has never got recognized and uh John has been in the community for 42 years and he is my dry
    3:05  cleaner he do dry cleaning inh house right here in downtown Maring and every time in there he's sweating I mean he
    3:13  works hard and um and so yeah I threw a thing a couple things on the screen at one point he had three locations in Grant County as we all know times have
    3:21  changed people don't have to dress up as much he survived covid we've talked about that um but he had three locations
    3:28  at one time one of her the the mall still has the one on Washington Street and then one in Gas City as well so um
    3:37  he's endured and I he actually could retire but he says he really has a passion um for dry cleaning and just
    3:45  making people feel proud about themselves um and and I just stopped in today to drop the stuff off just got his parking lot repaid looks
    3:53  beautiful um so yeah I just really wanted to Spotlight John and for all the literal sweat he's poured into our
    4:01  community keeping all of us that uh need dry cleaning uh done and uh you know
    4:08  working on Does My Shirts my jackets there are other options but they ship them out of the county right and so it's supports uh the economy and other
    4:17  communities um and he is one of the last ones left we'll say in the Maring community that does it all in house and
    4:24  he personally does it himself so um I just really appreciate you John every time I go there have good conversation
    4:31  always upbeat and uh are you dry cleaning out you're still sweating he was working ear like it doesn't matter
    4:38  it's 95 degrees he's in there it's there is no air conditioning in those in that building because the machines are hot so
    4:46  literally sacrifices his sweat for all of us just to keep us feeling nice and clean so John do you want to share anything uh other than the fact that
    4:54  thank you very much I do appreciate it uh it's been a trying 42 years overall anybody who has who is in business for
    5:02  themselves knows the ups and downs that you have to deal with uh whether it be political
    5:10  uh you just take it as it comes and one thing I've probably found over the 42 years is that you had better love what
    5:17  you do because if you don't it makes it very difficult to get up in the morning and say yep I I'm I'm going in so
    5:26  otherwise uh I I I thank Brank County in general uh for supporting me as you have over the years and um I plan on being
    5:35  here especially after putting that in uh for another five Ten Years anyway so well I appreciate it so much John and we

    6:49  saw her in the audience back there um Britney shout come on up now you get

    7:07  here come on over here thanks Britney for coming no problem called her last week and hey do you mind do you mind
    7:15  coming to the meeting uh I will so I wrote some stuff on the screen but I just want to say um I'm really happy that we now have City employee Spotlight
    7:23  I'm always wanting to Spotlight our First Responders of course um but you know we have a lot of f fantastic city
    7:30  employees that do a phenomenal job and just like John does with his profession they pour their sweat blood tears whatever into what they do um for the
    7:39  betterment of our city and I remember when she came months ago um when we're
    7:46  talking about upgrading the kennels and you got so passionate almost to tears I think you might have been in a little tears not try to embarrass you but um
    7:53  that just goes to show how much passion that she had and I immediately knew in that time I knew we were in the process
    8:01  of converting this to city employees Spotlight and literally I'm sitting here going that's my first actual City employee Spotlight so like you have been
    8:09  in my selection queue for months um just all the uh sacrifice you do to keep the
    8:17  animals healthy and happy I mean um it's not an easy job and I don't even do it and I try to do a tour in there and I'm
    8:27  allergic to cats and dogs so it didn't work as well but um it takes a lot of fashion so you've been the manager there
    8:34  the shelter manager how many years now I've been at Animal Control since 2010 I became manager in 2015 okay so
    8:44  even you had to endure you know the pandemic and all of that and I know you couldn't bring people back it kind of hurt with adoption so I mean she's
    8:52  really rode the roller coaster over there and um and we just really appreciate your passion you know you came in spoke advocating for your
    9:01  helter um to get funding and to get the proper kennels in place so I really really appreciate that I know the city
    9:09  all the council members do and uh yeah anything you would like to share I love my job I plan to be there another 15
    9:17  years if I can um it's not really a job to me it's what I love Yeah well and unfortunately you
    9:25  probably get a lot of animals that maybe have been neglected or forgotten about or just dropped off at the doorsteps and you know I have I do have some dogs but
    9:34  they're hypoallergenic so I'm not allergic to those um but I know the attachment you build just with your own pets I imagine everyone that comes there
    9:42  is probably you becomes a little bit of a your pet and we take it home I've had 23 Foster dogs in my house so yeah I bet
    9:50  it never stops yeah so your job really doesn't end at the door I mean it's in the car on the way home everywhere yeah so well we really appreciate your
    9:58  dedication and really everybody at at the the shelter uh it is a true calling every time I go in there everyone's
   10:05  always friendly um and you know everybody that works there is there because they want to be there it's not just another job so Britney really
   10:13  appreciate you thank you so much for coming tonight and letting us spot at you and of course as you saw we got to

   12:04  commission meeting today and the two subjects that was brought up um is uh the 1700 block of West 6 Street
   12:14  it actually dead ends um and one of the residents there at towards the end was
   12:21  parking just right in the middle of the street that's just where he parked so there was talking about putting up no parking signs and everything so we met
   12:28  today the gentleman he spoke in front of us long story short we decided to we told him what he needs to do uh Park in
   12:36  his own driveway and things like that so we're going to give him time to see if that's how that happens because once we put up those no parking signs it makes
   12:45  it rough because you can't park on either side even off the street at that point so he kind of agreed to do that so
   12:53  we didn't bring it any kind of favorable recommendation we're going to give him time to see if he adapts to it and everything will be fine and then we had
   13:01  the other issue was the 900 block of West 17th Street uh gentleman lives right across
   13:08  the rest care has got a a place there and that's actually a pretty Narrow Street really well they parked their van
   13:15  and stuff right out in front of the houses so the mailboxes are covered the people are having a hard time getting out so after discussion um we moved to a
   13:25  favorable recommendation to bring it to the council to put put up no parking signs along 17th Street it would been
   13:34  from uh Britain to Maple Street over there kind of where uh the old Kroger used or not Kroger uh what
   13:42  was the New Market thank you and it's the liquor store now right off just kind of right around the cor from that and that
   13:50  was the only thing we had that we did in the traffic commission thank you vice president
   13:57  calill any other committee reports or liaison reports Council mcline hi thank you I
   14:04  have two I'll doing chronological order the board of Aviation Commissioners met last Thursday and stuff that came up at
   14:13  the meeting Runway 22 has been repainted they're preparing design work for extending a taxi way B they received a
   14:22  grant for improved Runway approach lighting for Runway 22 it stuff's fun to watch when it's
   14:29  we're and the design work is underway for the new fuel tanks in the surrounding area bids should go out this
   14:36  year with construction starting in the spring and the most recent committee that I have to report on is the grant
   14:45  Review Committee uh you'll recall we granted two uh 400,000 from ARP money to local
   14:54  nonprofits working funneling through working with the Community Foundation and that Grant Review Committee met
   15:01  today councilman Cain and I are on that and there are 26
   15:08  applications asking for about $800,000 so we there are some decisions
   15:15  to make we have the review process started today and the next meeting is going to be October 2nd when we will
   15:24  make decisions and I thank you thank you councilman Klein and I appreciate you and councilman Kane
   15:33  serving on that committee any either council members councilwoman
   15:41  Divine okay so on the fifth the Maran utilities board met um and gave an
   15:49  update on many of the different projects that we know are going on the water tank
   15:57  on the west side uh I forget the name of the road it's on is just about done and
   16:04  they will be finishing there and moving on to the other one that's on the east side of town um the lead service lines
   16:11  they're in the process of starting to remove that main um and we'll be working on that for the next they thought two to
   16:19  three weeks and then should be moving on to the next section um they have started
   16:25  putting in the automated water meters um kind of like the electric company came through and changed out all their
   16:33  automated meters or the majority of them in town they're starting to do that for the water department um should be brief shut offs when they're doing it I did
   16:41  see crews out working they've had to dig some up I think some they can just reach in and swap out my understanding the way that they'll work is they actually are a
   16:50  radio antenna that feeds back to the utility offices so they'll actually be able to read them remotely and then just
   16:57  send people out to check if there's any discrepancies or anything to make sure that the readings are correct
   17:05  um they are also looking at um potentially coming forward with a
   17:13  vacation request for part of Clark Street um there's an area there that
   17:19  they're working on um a project with I think it's a transfer station um and so
   17:26  there's some some pieces a Clark Street there that they own the properties on either side of and so they may be looking at shutting the road down or
   17:35  bringing that request to shut it down um we'll know more about that I would guess in the next month or so on that
   17:43  request um and I think that's the majority of what they were doing what's going on there um and then the other
   17:52  meeting I attended was the board of works this week those notes up
   18:01  they talked about the um and approved the fire contract which I know is on our
   18:08  agenda for today as well um we got a little bit of an update regarding the
   18:15  fire station number one um they have put forward a recommendation um for a design
   18:23  engineer architect company to start working on the design for that project
   18:29  um so I know that they said the contract will be negotiated and agreed upon once that it's decided um who that they want
   18:37  to work with they're looking at doing it through the Bop process which I think we talked about at the very beginning of the year as well um where basically you
   18:46  set a contract amount and then the overall project manager Works within
   18:53  that amount and hires out for the parts and the contractors and and so so forth so I know they're working on that right
   19:01  now um they did award to kaledin construction the um the most responsible
   19:09  bidder for the kennels at the animal shelter so that will be getting underway hopefully soon um only one bidder
   19:18  was uh came in for the decorative brick removal um here around the square that we were talking about to be able to turn
   19:27  those streets back over to IND do um and it did come over a little bit slightly over engineering estimate but not enough
   19:35  where they felt like it needed to be revised or cancelled um so the goal is to have that started next asphalt season
   19:43  so that will get awarded and then the project will start next spring um they also uh went through
   19:51  seven different unsafe structures and worked on the demolition orders and um two of them um the owners came forward
   20:00  and requested a little bit additional time and they granted 30 days to bring forward some action and some noticeable
   20:08  changes to the properties um the rest of them they went ahead with gave demolition orders um so those will will
   20:16  start seeing some more houses coming down um from the list and that was
   20:24  everything thank you very thorough appreciate that any other C members I will just report uh on the
   20:33  growth Council was the growth council meeting this morning um no real significant news other than there's a
   20:40  lot of activity over there um I want to commend Chuck binker is doing a phenomenal job he's got a lot of irons in the fire for both Marion and the
   20:48  whole Grant County Community um so you know he just started in that position within the last couple months so um lots of exciting things I
   20:58  think think that are to come our way with Chuck at the helm there at the growth Council so all right and we're going to go ahead and move into unfinish business
   21:07  beginning with additional appropriation 34-22 second reading in public hearing an ordinance of the city of
   21:15  Maran appropriating the amount of $300,000 from the edit fund to the center Township Trustee upon acquisition
   21:24  of the Estates of Serenity Cemetery the cemetery is an extremely blighted property with historical
   21:31  significance in the city limits this request is to help the trustees office reach their goal of creating a large
   21:38  fund to help with maintenance and upkeep of the cemetery if they are able to acquire the cemetery the money will not
   21:47  be transferred until proof of acquisition speaking city
   21:57  Administration looks like truste Kane is coming to the microphone to speak welcome thank you there so
   22:06  um this is our fourth hearing actually and um I left my Township Trustee
   22:14  conference that started Sunday night to come and be with you tonight so if I slip out at the end of this please
   22:22  understand I'm headed back that way with my staff members so I will take any questions that you
   22:31  have right thank you any council members any other questions I think it's our fifth now actually get fourth we're
   22:39  losing track I'm losing track any of the council members have anything additional
   22:46  um we've kind of been through this many times but any last questions
   22:54  okay mayor did you want to speak at all or good okay all right well truste K if you don't have anything else council
   23:02  members have questions then we'll go into the public hearing portion so we'll go and open up for public hearing and if you would like to speak
   23:11  uh you have three minutes just need you to state your name and your address and keep on topic with the cemetery and
   23:19  state whether you're for or against it welcome morning afternoon name is Bob Sanchez address is 152 West Jeffers
   23:27  Avenue and I'd like to respectfully uh address the council and offer my condolences to
   23:35  those who have loved ones that were under the impression that they would have a safe not a safe but a beautiful
   23:43  place for the loved ones to be in and obviously that is not the case uh but in saying that I don't believe that we
   23:52  should be purchasing a cemetery uh this property is not not like a vacant bot where we can acquire
   24:01  it and have the inmates mow it maintain it uh we're looking at a lot of Legacy cost that goes involved in this and
   24:11  there's a lot of questions that I concerned with are they still going to be allowing people to be buried there are they still
   24:19  going to be uh selling more plots is there going to be open bidding on work is it fair
   24:29  for the current trustee any future trustees and their members to take on this burden of uh is it going to be run
   24:37  like a business there's just a lot of questions there that have not really been answered and maybe that's where they're
   24:46  going to be their meetings but in my opinion this is something that we don't want to get
   24:52  into uh I know they've done cleanups before and I feel for the people I really do but uh there's just too
   25:02  much there that's not been answered so and I am against it I'm sorry that's if that's what you needed
   25:10  great thank you so much real quick real quick I'm sorry also I would like to ask
   25:16  this body to not make a motion for amend
   25:23  the regular order of business and vote on it you know let's show the public that yeah we listen to what people said
   25:31  this is not a cut and dry deal we we want go the full full

   25:53  cre Ironwood Drive Maran and I don't have a problem with fixing the cemetery but like the gentleman before me I have a few questions myself that I don't
   26:01  think have been really clarified and one of it is um both articles that's been recently in the chronicle state that the
   26:10  litigation to obtain this property and it's in this early stages I'd like to know if there's any way to kind of mdle that down I mean in a calendar format um
   26:19  no everyone knows the judicial system moves very slowly here lately and I just wonder what kind of time limit are we looking at to even get some kind of
   26:27  Headway or clarification as to when you might have a resolution to the situation also in tonight's article on the
   26:35  chronicle Tribune it states that that this money is going to be held and then it's going to be reviewed at the end of the year does that mean that you're only
   26:43  going to hold it the 300,000 because at one meeting it was a six-month window that you were going to kind of hold it in reserve and the paper indicated that
   26:51  it's going to be reviewed and then if it's not had any movement supposed to go back to the city or to the public funds at the end of the year so it's that
   27:00  you're only going to hold it for the till January I I'm kind of confused on how long it's going to be held in
   27:07  reserve from the public uses and since we're not sure how long it's going to take to get the property so I was kind
   27:14  of concerned on that and the other thing I wasn't sure on are we protected against any type of lawsuit as far as the city I know they keep saying the
   27:23  city's not buying the property but if we're going to put money back for it and we're going to give the funds to maintain it is that going to be a
   27:30  long-term thing we're going to maintain are we protected against someone bringing us into a lawsuit and if we're going to maintain
   27:38  it how many times are we going to give money to maintain it is this a one shot Thing Once the 300 is used up there's no
   27:45  more money going to this the township takes complete control and they're going to work it in their own budget and you're no longer going to use any City
   27:53  funds for it these are things I like to know and when does the clock start tick on the time limit does it start
   28:00  immediately upon approval or does it start when they get it there's a lot of questions I don't quite understand on
   28:07  how long we can hold these public funds since technically they're supposed to be used for everybody in the city and this is an extreme situation and I'm not
   28:15  against fixing it just think the M should be more defined exactly how long we're going to we keep it and also is
   28:22  there any way to get any kind of numbers there been no numbers I know they have two other cemeteries at the township I'm sure Mr CA contest to that that they
   28:30  maintain is there any way we could use some of their budgeting numbers to kind of get a feel for what this is going to cost even though I know they're not
   28:37  going to be in the same condition but at least the base price what you're going to build off of we have no numbers and I
   28:44  think under the circumstances we should have a lot more financial numbers and a lot more dates and a lot more concrete
   28:52  information before we just pass over 300,000 thank you

   29:25  809 macallen Drive Maran and I plan for that to be my forever home I love
   29:34  Maran um it seems to me that we have a
   29:43  trustee who is willing to take on the challenge of making that Cemetery
   29:51  something that we can be proud of instead of being embarrassed by it it is a disgrace
   29:59  that it has gotten to this condition um as a member of the Daughters of the
   30:07  American Revolution and the Grant County Historical Society obviously I'm
   30:14  interested in the history of marrying I wasn't born and raised here but this is my home and I'm proud of it and I want
   30:23  to be proud of all aspects of it and it's I see pictures
   30:31  of people going to other cemeteries they don't look like this they have pride in their
   30:40  history and I think we need to have more pride
   30:46  in those people who help to make this
   30:51  city as great as it is and clean it up the Mary is working so hard to get the
   31:00  city cleaned up the city council can give this money
   31:07  to make the cemetery Something Beautiful something to be proud of
   31:14  and I just would encourage you not to vote for your opinion vote for your
   31:25  constituents I can't talk in well we appreciate it thank you so
   31:33  much anybody else come on up oh now I'm new at
   31:40  this I have worked with a cemetery for almost 15 years he's having a hard time
   31:47  finding help he has hired and hired and hired me man could you just say your name and address okay my name is Karen
   31:56  Valenzuela I live at 1607 West Jeff Maran and like I said I have worked with
   32:03  the cemetery I have been trying all my soul to protect three Indian mounds
   32:10  that's in the cemetery the history is great out there yes it's a mess but you
   32:18  give $300,000 now how much more are you going to have to give you're going to have to
   32:25  give a lot more than 300,000 that isn't even going to there's markers out there antique markers that needs to
   32:34  be shoved and P and fixed I have replaced 13 military stones in that
   32:41  Cemetery very proud of doing what I would did but somebody on the last council member stopped me because I was
   32:50  not a family of these people you don't have to be a family of two a veteran that's Civil War veterans to replace
   32:59  their markers if they're broken or they're torn down or ran over all I'm saying is where is the
   33:06  $300,000 going to stop there's a lot of damage out there that the mum I love to
   33:14  see that molum replaced but the last estimate I got was $7 million to replace
   33:22  that or fix it all I'm saying is where is the extra money going to come from you guys say
   33:30  you're not buying it but you're giving $300,000 to fix it and like I said I've been trying to
   33:39  work my heart out trying to save three Indian mounds that's in that Cemetery they are Dakota sue the very first one
   33:48  that put their feet on our ground in Grant County and I'm proud of that because I am part of poad me tribe and
   33:56  I'm working hard to save the Indian Heritage I don't normally speak but like I said
   34:04  $300,000 isn't much the damage is down there and a lot of it was done when
   34:10  Duffy was there he took cannons he took civil war soldier monuments that we had
   34:17  it was a mess and Brian has had a hard time trying to pull it out because he cannot find help and you all know Maran
   34:28  every business is having trouble trying to find help everywhere businesses are closing
   34:34  because they can't find help Pizza Hut South that poor guy he said he's going to have to shut down because he cannot
   34:41  find help but all I'm asking is stop and think where's the $300,000 going to stop at because that's
   34:50  going to take more than $300,000 to fix thank you your three minutes is up all right thank you I appreciate it thank you

   35:08  FAL Knight I'm the Building Commissioner for the city of Maran uh I'm not here representing the city I guess I guess
   35:15  I'm here representing the condition of the uh Cemetery itself I remember a couple years ago
   35:23  where we had volunteers go out there and uh spend a day out there trying to clean the cemetery up uh they did a wonderful
   35:33  job it uh when they we got it completed it looked very nice a month later you
   35:40  couldn't tell that we've been there I know it's very very expensive to uh
   35:47  maintain something this large but I do know that we consider the tall weed and
   35:54  the condition of a blighted area uh you know when you go out there and you drive through there and you see
   36:02  markers laying on the ground you see that no uh a large part portion of it
   36:10  hasn't been trimmed uh it's not fair it's not only not fair to the individuals that's in
   36:17  tuned or buried out there but it's not fair to the families and to us as a citizens of Maran we should see
   36:25  something better out there I understand it's hard to have individuals working out there because
   36:32  everybody they feel they have an entitled entitlement to the monies and stuff that the government gives you I
   36:41  understand that but I also understand that we have to come up with some kind of system yes $300,000 isn't a lot of money we know
   36:50  that I'm spending more than that out here on demoing uh properties through the efforts of the mayor and I
   36:57  understand that $300 won't go far but you know what we have to have a starting point we have to begin and say look
   37:06  we're going to move forward this money is for maintenance and to take care and help with the uh maintenance out there
   37:15  you know what if we can go out there and we can set up aund tombstones and get them in place that's a 100 that we
   37:24  weren't there before so I would ask this counsel to consider very strongly yes 300 isn't very much but 300 is a
   37:33  start thank you thank you appreciate it thank you so

   37:58  and support Debbie Kane for years and years I've been out to the cemetery mowing around our family uh bring people
   38:06  in from out of town relatives there an embarrassment mayor is trying to work on blighted properties and most of you are

   39:09  normally do but I just couldn't help myself to come up here um I know there's a lot of talk and a lot of questions um especially about
   39:17  $300,000 we're I'm so glad this gentleman brought up it's not a vacant property it's 36,000 people imagine
   39:25  36,000 people in this room if we don't do anything what happens next what what
   39:34  happens like think about it if we do absolutely nothing it's going to continue as it is and it's going to get worse there was a cemetery in Anderson
   39:43  Indiana that was publicly or I'm sorry privately owned by an individual he decided to remove all the Tombstones bulldoze the land so he could build
   39:50  himself a barn and and it happened and guess what eventually the corer corer got called out there because there was a big femur sticking out of the
   39:59  hill I don't want things to get any worse than they already are what happens
   40:05  if we do nothing 36,000 people that's a grandpa that's a pop pop that's General Shunk General Shunk didn't dodge many
   40:14  bullets or many balls to to be honored like this at our last public hearing we honored two gentleman who cut a man down
   40:22  from his noose and saved his life when there's individuals in that cemeter AR that died because they did take their own life
   40:30  they already thought that they would be remembered they already thought their life didn't matter which is why they took their life and look at how we're
   40:37  honoring them we're proving to them that that's true and that's not we have to do something and I'm so
   40:45  proud of the Brave person the brave trustee who took the first steps and is doing something that we were all too scared to do or didn't know what to do
   40:54  I'm so proud of her I love Mar and I understand people have questions but we have to do something
   41:02  what happens if we don't just please think of that what happens if we don't Mike what happens if we don't
   41:09  Gary please please just think of that I will I love my community I love
   41:17  those 36,000 people I love my family just please think what will
   41:24  happen if we do nothing we don't take that first step that's all I've got thank you thank you

   42:27  Perpetual fund can be started because it's certainly not being started now and then that they can just draw off the interest on that and the funds will
   42:36  always be there um if you if you drive through the cemetery you're going to see all the uh
   42:44  deteriorating and dead trees and they when when they go down they go down on
   42:50  some of the markers and The Monuments and they're destroying monuments out there we need somebody to get down there
   42:58  get out there and take care of these trees that are destroying these monuments um anyway I guess
   43:06  that's I'll just keep it short so somebody else can have my two minutes thank you so
   43:15  much just for a point of clarification there is no yielding of time so you only get three minutes so welcome if you could state your name

   43:33  notes and four things really um stands out to me as to why this is important respect one respect for the
   43:40  deceased two cultural and religious U significance preservation of history and
   43:47  Community Pride and if anything if we looking at the Community Pride a well-maintained cemetery reflex the C's
   43:55  commitment to taking care of all its spaces fostering civic pride and a sense
   44:02  of collective responsibility it is our Collective responsibility to make sure these four different things are upheld
   44:11  and so I would recommend you to begin thinking about those um as as you um continue to reflect on the reasons why
   44:21  these these uh different budgets are U being proposed thank you thank you appreciate it
   44:33  welcome good morning good evening Council um I'm Kathy bright and I serve as a deputy trustee for Deb um this has
   44:41  been a long process as all of you know it's something that we need to get underway so that we can get the families
   44:50  some peace there were a lot of questions brought up here tonight by people
   44:57  that were previously answered regarding numbers and where money was going to come from those have all been answered
   45:04  in our process in in our in our Council hearings um and moving forward we need
   45:11  to get the cemetery where it needs to be and I'm sure any trustee after Deb or possibly even myself would be proud to
   45:19  be the trustee of the cemetery once it's in the condition it needs to be in it won't be a difficult job to maintain
   45:29  once the money's there to maintain it moving forward in the years to come in the years down the road but we need we need to get this
   45:37  done for the citizens as Brittney said for the families thank you for your time thank you appreciate
   45:50  that last moment for the public hearing I don't see any anyone else making their way to the microphone so

   46:31  which is the 300,000 shall be held with the city and released to the center Township Trustee only to be used for the cost of the Estates of Serenity Cemetery
   46:40  the balance of the fund shall be transferred to the center Township Trustee upon proof of acquisition of the Estates of Serenity Cemetery the status
   46:49  of the fund shall be roed reviewed in four months or end of 2024 calendar year if the trustee has not acquire the
   46:57  Estates of Serenity Cemetery if the truste does not acquire the Estates of ser Serenity Cemetery in that time then
   47:04  the fund shall revert to the edit fund basically stating um when this was written we still had four months but
   47:11  basically the end of this year if um if nothing has progressed to the point where the trustees office has acquired
   47:20  the cemetery um by the end of this year December 31st that money will go back to the edit fund and the trustee would have
   47:28  to come back to the council and request it again for next year so I hopefully that clarifies um some of the questions
   47:36  um and just to clarify again I know we're in our fifth hearing on this but the city of Marion is not involved in any litigation in this we are not
   47:45  involved in that process that is solely the center Town trustees office we are just simply stting if the trustee does
   47:52  acquire it the city is willing to contribute a portion 300,000 towards the initial fund um to help maintain the
   48:03  cemetery just wanted to clarify that any other council

   56:46  you guys would have five and then um we're gonna contribute another 100,000 out of that to fite elimination in the last 130,000 I would want to contribute

   57:10  um Police Department uh motor equipment and equipment that was taken out and I

   57:36  Baker Tilly this year who advised us one of the um things that they advised was to take Capital outlay expenditures out

 1:02:40  attorney for the mar and Redevelopment commission as you might recall uh a month or so ago we came before this body
 1:02:48  and doing what we thought was the first step in our administrative cleanup of our Tiff districts and we combined uh the cie uh with our
 1:02:56  Consolidated Economic Development Area which brought revenues into that uh consolidated uh Economic Development
 1:03:04  Area the Second Step uh that has been initiated uh is what we refer to as Tiff pruning and it's an annual practice that
 1:03:12  Redevelopment commission goes through where we look at Parcels in our Tiff districts that are negatively performing they're creating a decrement or a
 1:03:20  negative drag on our Tiff and so the resolution that's before you here this evening identifies approximately 20 Parcels that the Redevelopment
 1:03:29  Commission in consultation with uh our Municipal adviser Baker Tilly have identified as being candidates to remove
 1:03:37  out of these Tiff areas they Parcels that we don't see any Redevelopment happening in the near future uh they uh
 1:03:44  total nearly $6 and A5 million doar in assess value and so it's our estimate that once we get these removed out of
 1:03:51  the Tiff District that will be uh generating nearly $150 to $200,000 in
 1:03:59  annual revenue increased uh to our Consolidated area so removing these decrement Parcels U certainly increases
 1:04:08  the Tiff cash flow and the positive uh to help with all of our projects that we have going on in for the near future as
 1:04:15  the uh very well stated executive summary laid out uh this has gone before the Redevelopment Commission in a
 1:04:23  declaratory resolution it's also gone before before the plan commission and so now we're here before you tonight to seek your approval if we uh seek get
 1:04:31  that approval tonight uh we plan to go to the Redevelopment commission here uh in October uh for a public hearing and
 1:04:39  and final confirmation so with that I'm happy to answer any questions you may have and Andy Mouser from Baker till is also here as well to answer any

 1:07:51  the um the river rock L project and in addition to this we'll have one more uh document that will make it on to the next agenda specifically for the bond so
 1:08:00  this is one and there's one more left after this but um I um again we're excited about this we're at the we're at the final stages of being able to
 1:08:07  execute this um $10.8 million investment into the city of mar I'm very excited on the journey we've all been on on this
 1:08:14  and uh I'll let um Chris share more specifics of what this uh resolution is thank you mayor um again so as you
 1:08:24  may recall uh in ear August you all approved the project agreement for the River Rocks development and you may recall that a portion of of our
 1:08:32  commitment as a city uh in that agreement is to create a separate allocation area to support the project and this action item before you here
 1:08:39  tonight is simply creating that allocation area for the River Rocks development uh just like the previous action this action's uh gone through the
 1:08:48  Redevelopment commission and passed with a declaratory resolution it's been before the plan commission and with your approval to tonight we will again uh
 1:08:57  bring this to the Redevelopment commission for a public Hearing in a confirmatory resolution uh just as a general update for the council and to
 1:09:05  the comment that the mayor made uh the Project's moving forward really well right now we're working on financing and getting those financing documents before
 1:09:12  you so you will see us one more time for approval of bond documents and the bond ordinance which we're attentively set to have at first reading uh for your early
 1:09:22  October meeting so we'll look forward to continuing that conversation but happy to answer any questions you may have this

 1:17:28  the uh in the budget to be able to pay for our personel thank you and again I emailed
 1:17:38  out the updated one this morning to all the council members anybody have
 1:17:45  questions council member honor and what type of arrays will that include for the police this is 10%

 1:18:03  um you want to elaborate on they're changing their shifts or something like that um so in order to pull in order to
 1:18:11  pull the um raises raises off um we had to make adjustments in how the police uh operat So currently they do um I believe
 1:18:20  it's four tens but now we shifted them over to um 12 hour shifts and that was able to accommodate the the
 1:18:28  the difference in the um the Rays without having to uh adjust the bottom line of the budget great thank you I just wanted
 1:18:36  that Clarity any council members with questions real quick does this um
 1:18:43  increase also affect the retirees uh no well technically yes yeah prior 1977
 1:18:53  will they under the 37 act and their raise police and fire both whatever we would get would affect them anybody from

 1:25:58  of Justice on October 28th private Gerald Dixon of Marin Indiana's finally reined alongside his wife Francis at the
 1:26:05  Mary National Cemetery with full military honor honors um he was one of the 110 wrongfully convicted soldiers of
 1:26:13  the 24th Infantry Buffalo Soldiers was sentenced to life in prison at 11worth for his alleged involvement in the 1917
 1:26:21  Camp Logan Riot his sentence was later commuted by Jay Edward hubber um and the re turnament taking
 1:26:29  place just days before Veterans Day powerful remind reminder of the injustices faced by African-American
 1:26:36  soldiers particularly in World War I uh he just wanted to let everyone know the event will take place at the Walton Performing Art Center at Maran High
 1:26:43  School on 26th Street the doors will open at 12:30 p.m and the program will begin at 1 and then the funeral is also
 1:26:51  that day uh well I'm sorry the funeral will be held um October 28th at 11:00 a.m. at the Marion National Cemetery the public is
 1:26:59  invited to both events and the events will honor the service and sacrifice of private Gerald Dixon and the Buffalo
 1:27:06  Soldiers a regimen that played a vital role in American history just want to make sure that was announced

 1:30:34  can't allocate those funds for you that's it's your determination on who gets the fund is that clearly just
 1:30:42  sidewalks I know interr it was clarified as sidewalks no tree removal on this one so sidewalks
 1:30:50  and Cur sidewalks and curb yeah concrete Rel well then I I think for next year too maybe we need to sit down and come
 1:30:58  up with a good process because I know I've given more yeses than 1500 so maybe some of the progress didn't go through
 1:31:05  possible right so I'm thinking oh I don't know I had that much money because I said yes to more money so and anytime that you had that question on where
 1:31:12  you're at we we keep track of it so just give us a call or or email us and we can give you the exact figure where you're at and so as it sits now without any
 1:31:21  change to our language if somebody wants to work on their sidewalk uh I guess I have to go back
 1:31:29  and reread our what we passed well right now the way that it sits is you're we have the
 1:31:36  we had the 50-50 funds right so we would still do the 5050 but you had the ability to decrease their part of the
 1:31:44  5050 by the funds that you were going to use uh but now we're we have maybe $3,000 left of the 50-50 funds you guys
 1:31:52  have about 23,000 500 uh so I don't have anything to match so your money at that
 1:31:58  point would turn into the 50/50 program and then we would start you know using people's money at that point so I I I
 1:32:07  don't know any better any way of trying to finish the year up I don't know what you know how you guys want to proceed but I want to give you the update so
 1:32:15  that everybody knew where they were at and um if you want to try if you want to look at the language and turn it over
 1:32:22  we'll be glad to try to get to word out that we still have some funds we have about six people on the list uh but I think they were waiting from some of the
 1:32:29  decisions I think Mr Klein had won tonight that he had asked me about that he's going to give a thumbs up to so
 1:32:37  just wanted to give you an idea where you're at also y also I mean if there's something in his district I mean I'm happy to
