to go ahead and invite both of them up so tonight it's a unique situation for both the community and City employee Spotlight it's actually a 2:26 husband and wife so our community Spotlight tonight is going to be on markk fer and our city employee fight is going to be on Julie fer so both of you 2:35 can come up here I like to put you on the spot and just come all the way up to the front so 2:41 everyone can look at you and stay in wherever you'd like so I'm 2:48 just going to read something here um so Mark is a very valuable Community member 2:55 Julie is as well but also a city employee so Mark uh re recently was inducted into the Maran high school hall 3:03 of Distinction um and so this script I'm going to read came from that it was written so credit to um Patricia Gibson 3:11 but I was earlier trying to put some words together and type my own thing up and I just read through this again and I thought she did a really good job so I'm 3:19 going to read it tonight uh I don't know if I could recap it any better so I'm gonna read through it and then also talk about Julie as well so markk as our 3:28 community Spotlight um um I'm just going to read it says born in the show me state of St Louis uh Mark fer was 3:35 blessed to understand the value of team and show what those teams are capable of Mark received his Equity card in 1987 as 3:43 an actor in the musical Annie directed by Charles Nelson Riley one of his mentors and teachers while in La Bowser 3:51 appeared in shows like Quantum Leap which I do remember growing up watching that because my parents made me watch that but it was a good show I was only 4:00 like nine but hey uh I do remember Quantum Leap as a child a coach I do remember that one as well models Inc 4:09 Jack the new WKRP in Cincinnati Evening Shade and as a regular on the hit squad so I'm sure many of you can recognize 4:18 some of those even those of us that are might a um he then was cast in the Steven spilberg series sequ remember that as 4:27 well as Weapons officer Dalton Phillips on on NBC at the same time fer was writing for his other Mentor boss teacher and friend Bert Reynolds which 4:35 he end up writing a book um on the popular series Evening Shade as everyone uh can remember that one 4:44 after having his second child of three experiencing the north rdge earthquake and losing both series his family's 4:51 world was rocked the fers decided to move to Maran which is the hometown of 4:57 Julie formerly Julie Harris so Julie is the reason they're both here um so I can 5:04 relate I'm here because of my wife as well so Mark and I have something com something in common the night before he left Los Angeles fower fower sold his 5:13 first movie the right to remain silent to Showtime co-written by college roommate and friend Brent Brisco the 5:21 movie was nominated for two cable Ace Awards and Amanda plumber won a Best Supporting actors award for her performance in it while in Maring Mark 5:29 AC worked more in Hollywood he and Brent sold the movie waking up in Reno to Mir Max starring Billy Bob Thorton Charlie 5:37 thin Patrick sey Natasha Richardson and Mark and Brent also acted in the movie they sold and wrote another 5:45 movie toir Max called hillbilly Heist which was later named masterminds they were often hired as script doctors for Universal Studios arount Sony and even 5:55 had the pleasure of rewriting a Joe eser House movie uh Mark has had four other movies 6:02 optioned multiple times and continues to write he also continued to act commuting from Marin appearing in movies including Madison journey of redemption priest 6:11 frame in Between the Sheets his greatest thrill was the right direct and star in a movie he developed from play he wrote it's all about you it won best comedy at 6:19 the Beverly Hills Film Festival in its very first year of existence while living in Marin Mark saw tremendous 6:26 talent in his community after all Maran is the birthplace of an iconic actor named James Dean and Garfield Creator 6:33 Jim Davis young creators needed a local place to express themselves he believed so mark and a massive support team of 6:40 artists and community members and donors helped build the Community School of Arts started in the basement of a church 6:47 and after 12 years with Mark at the helm as executive director they had two 18,000 s foot buildings debt-free 6:54 endowments for Scholarships in a full scale arts school for Performing Art Visual Arts including an art gallery 7:02 culinary arts martial arts and a stellar dance program and I will just say I moved to Maran after all this had 7:09 happened I just figured CSA had always been around him doing that so I guess it was 7:15 newer uh developed by Mark and now we see they have the theater and just there's even some people that have come 7:24 out of there that are now big YouTube stars and and films so um props the mark 7:31 for that so A Big Thrill for Mark has when was when Bert Reynolds came to town and saw that the investment he made in Mark as a young artist was being passed 7:39 on to others four of his board members were so proactive they all won Athena Awards and Mark also was honored with the chamber award and then the 7:47 prestigious Indiana Governor's Arts Awards in 2011 while leading CSA Mark also helped promote the city of Marion as marketing 7:55 director so Mark used to be an employee of the city Mark was then asked to join Maring Community Schools as a creative 8:01 development director because of a wonderful team they changed the brand enrollment increaseed they showcased and marketed success and pride made videos 8:10 created shows built displays and donors came in masses to help our kids this support helped transform programs and 8:17 provide giant opportunities it also helped build an Athletics Hall of Fame and arts hall of fame and revamp h of Distinction those Awards and displays 8:25 honor the past and Inspire the future working closely with the Maran High School alumni association Mark led the way in creating an Arts Athletics and an 8:34 Athletics or an academics endowment providing funding for amican students and programs and perpetuity in addition 8:42 they there are there are now endowments for the Maran High School black history club and the Maran High School jrtc 8:49 along with various scholarships and other funds to help those in need Mark has been honored to work alongside wonderful teammates throughout his 8:57 career starting with the teachers who nurtured his acting career to Academy award-winning actors Golden Globe Tony 9:03 Emmy or Grammy winners who performed in the Productions he wrote to a giant community of talent artists teachers 9:11 families donors and staff who work together to build an art school to City Hall police officers firefighters parks department and other civil servants 9:19 working to better the city to the teachers staffers administrators Schoolboard members students and incredible line donors bringing back the 9:26 spirit and richness of a historic School none of this would have been possible without a great team my interjection on this is I truly 9:36 believe none of this would have happened without mark fower leading the way Mark and his wife Julie herself a high school 9:43 a Maran High School alumna are proud that all three of their children Nick Kiki and Jack are Maran High School 9:50 alumni Mark may may not have started out his life as a mar giant but he's one of the biggest Community Champions and displays undeniable enthusiastic and 9:58 inspir IR ing giant Pride his vision to help promote and improve our schools or the Maring schools has led to amazing opportunities for so many Giants and 10:08 will continue to do so long in the future uh so I mean I've I can just say I've personally watched this I came to 10:15 Maring in 2014 I opened my business in 2016 really I knew nobody and uh I just have a lot 10:23 of memories meeting Mark I wouldn't uh I can personally say 10:30 I you know he he is the one of the most gracious friendly loving supporting people uh I probably may not be standing 10:39 here today on this Council if it would for somebody like Mark who believed in me and motivated me and kind of connected me into the Marian High School 10:48 Community I'm the PA announcer there and I give I still this day give Mark credit for that and it's not about me it's not 10:56 necessarily what Mark did for me but it's just mark does this for so many people and he doesn't get recognized and he really does do a lot for this 11:04 community for our city um and he really deserves recognition for it so I know I'm so glad the high school has recognized him um I mean you walk in 11:13 Maran high school and that place is transformed and he's led the way I mean looks totally different when you walk in there and see the stuff on the walls yes 11:20 he's had a team but he's one of those people that has been pushing and had the vision for it enough about you mark sorry 11:30 who who loves you I do right so let's talk about Julie uh I don't have a long script for you Julie because it wasn't pre-written for me um but Julie has 11:39 worked for the city of Maran for 13 years and uh she has played an instrumental role at the parks department and The Gardens of matter 11:47 Park so while Mark has been over there at the high school helping making that look beautiful she's been keeping and making the Gardens at matter Park 11:55 beautiful and running a lot of the shelters and the rentals and and keeping that place I mean I see the picture she posts in the spring she 12:03 gets college kids to come out and so a lot of that uh Hands-On work she's really led the way um she also heads up 12:12 Fourth of July concert so the Fourth of July concerts she did a phenomenal job um and you know next year we'll have 12:19 bigger fireworks right mayor so she gives her more to push around right um 12:26 Earth a Christmas parade she also helped a lot at CSA right Mark probably couldn't do a lot of that without her as well um she works weekends so if 12:35 somebody's renting the the the um the garden house you know if there's a wedding she's got to go in there at 12:41 night lock it up so she's always working and dedicating herself to the city she goes above and beyond and has phenomenal 12:51 just people skills and customer service um so yeah she also even helped with the pond project by raising money and 12:57 helping get that restored and basically has her hands in about everything matter Park related physically and literally so 13:05 one big thing that I don't think she got any recognition for which she doesn't look for but those pickle ball courts 13:12 she wrote the Grant and really pushed hard to get funding um from so many community members to donate and so we 13:20 have these amazing pickle ball courts now mostly probably all because of of of Julie so uh she got IW to donate the 13:28 lights and then just there's I can't even go there's so many things that both of them have done and I just thought you know I've been wanting to feature you 13:36 under Community Spotlight and so I thought about you first sorry Mark um and I thought you know what Mark Bowser 13:43 has done so much for this community um and you guys are just like an amazing couple so I know them personally as well and and speak to their character and 13:51 they're just always positive and want good things for our community and we really appreciate you so probably took more time than I usually do we have a 13:59 light meeting tonight but I just had so much to say about you guys so thank you guys so much for what you do so yeah everyone give them a 14:07 hand and like I said you can't go anywhere I got to get a picture like I said I usually have a really nice photo I have a nice photo up there and 14:15 everything but just imagine it looks really nice but people okay uh consent agenda has passed any committee 16:44 reports yeah Vice President calgo we had a uh traffic commission meeting today and the meeting was uh for Indiana 16:53 Westland where they're building their new basketball stadium they want to close off John Street and 17:01 41st uh up from what Nebraska up to gosh what would that 17:09 be no just right there the cuac well it's the culdesac 17:15 is Adams well something yeah it's an Adams called it is Adams but it's a 17:22 culdesac of Adam boot Street or is it boots boot street whatever that yeah so um that was really about the only thing we 17:31 disc oh no we did discuss too with uh we're kind of having a lot of problems with school zones 17:38 on what time that it's actually 20 mile hour zones and um so it looks like it's 17:46 going to go from 7 in the morning until 4: and it'll be that around every school zone um because you got some kids some 17:54 schools are letting out early picking up early other ones are doing it at a different time so so um just to make it 18:00 easier on the police on how to enforce that it's just going to kind of be a seven to four situation I think and um 18:10 the the thing with IND Westland came out of the meeting with a favorable recommendation to bring to us so we'll 18:17 have that here soon problem it thank you vice president calill any other committee 18:25 reports go ahead sorry uh we had the uh code enforcement committee meeting 18:33 earlier this evening and uh we reviewed uh chapter 90 of the ordinance 18:42 uh 23-20 22 which is abandon and parking and parking of vehicles on Residential 18:51 Properties um we voted unanimously to move this amended ordinance to the C 18:58 Council so hopefully we will see that on our agenda the next meeting thank you councilman 19:07 Wht councilwoman devide did you have one go ahead two okay um so I attended the utility 19:16 board meeting last week no week before on the 1 19:23 um they went over the different projects that they're working on um the storm 19:29 sewer project at 37th in Nebraska is complete the lead service lines they're still continuing to make contact and to 19:37 get those replaced um The Butler Street water tank is complete and back in service they're now working on the Meridian Street tank 19:47 um they've got it out of service and have started the cleaning and I would guess are going to begin painting here since this is a little 19:54 behind um for the water distribution they're of schedule they've already 20:00 gotten over 7,000 feet of main um done and 90 Services changed over and I think 20:09 we were watching that they were milling and Paving over the last week there along Western um as part of that project and 20:18 that as part of the new water meter project they're already um they've 20:24 already got 1300 meters installed um but they're having a little bit of reprogramming issues they're having to 20:31 reprogram them um more than once to get them to talk to back to the system so that they're operating properly so that 20:39 continues going forward um let's see what else they are uh they 20:46 talked about some different adjustments um they actually have um recommended to 20:54 offer a position for the assistant director um it was an internal C candidate uh I don't know if they've 21:01 officially announced that I assume if that's in an open meeting um they offered it to Chad Guyer who worked for 21:09 there and now they're looking at back filling that position um so that'll be U posted internally and then externally to 21:16 back phind I didn't catch which position he was in but um but that's good that they went internal that they were able 21:24 to do that um they're working on some additional class room and education 21:30 options um they've done some um additional volunteer work and will continue to help with a variety of 21:39 different uh Community projects and they are in the process of going through their budget and getting that all set up 21:48 for the year as well so that was Utility Services um and then the board of Works 21:54 met last week um they went over the um bargaining agreement 22:02 with the police department which included the salary increases they're also adjusting the shifts to 12 hour shifts from the eight hours to get 22:09 better coverage um and then they talked a lot about recruiting efforts and retention efforts and the things that they're 22:17 doing in order to try and not only bring in new uh police officers but to keep them for the city because that's what 22:24 they're struggling with now is being competitive with other um with other departments um they also had a new job 22:33 description come up that was approved for civilian IT specialist position within the department somebody that would help them keep all the computers 22:42 and all the it equipment and everything running for the officers um and then they opened bids for the next level 22:50 trails and had two bids which they've taken under advisement and so we should know more about that after the next meeting which I believe is Monday so 22:58 with this being a long month all the meetings are off-kilter from our schedule but so those are my 23:06 reports thank you so much any other committee reports councilman Klein we gonna talk 23:14 about the same thing probably probably um the the the 23:20 council appropriated $400,000 you may remember to the Community Foundation to 23:27 um manag to take applications from local nonprofits and councilman kanaine and I 23:34 were fortunate enough to serve on that committee with some other good folks and I I have the results of those all 23:44 $400,000 were allocated and this is this is the order in excuse me one second sorry to interrupt I just want to let 23:53 you know is this has this been released publicly yet this list I think so okay 24:00 yes well because the um has not so here's I withdraw that well hold 24:08 on a second well that's been released but as far as the names um I have been contacted sorry interrupt contacted um 24:17 by I forget who it was over there and they are actually asking at the next council meeting if they can use our council meeting to officially announce 24:26 who is awarded with it so well I think it's great we announced that we did it but I didn't want to like spoil the the 24:34 surprise so we did yes okay did you have anything else on that I guess not okay 24:42 I'm so sorry I don't want to be rude you almost yeah wouldn't I appreciate you 24:49 coming with the committee report yeah no you already knows so they I'm not sure it's 25:10 even local nonpr so did they I don't even know if the winners have been notified did they 25:19 tell you guys if the winners have been notified okay but publicly they were asking if they could formally announce it at our next 25:27 Council meeting so yeah got it okay thank you councilman con appreciate it any other committee 25:40 reports we we one of our shortest meetings theight anyways uh I just a quick update 25:48 for the growth Council we had a growth Council board meeting this morning and um just nothing too detailed but just the ready just kind of give it an update 25:56 on the ready 2.0 Grand um there are several that um they believe are approved or they will they are approved and those are going to be 26:05 announced here soon so um the ready 2.0 is moving forward um I did hear at the meeting 26:13 though I'm not sure if this is going to stick or not but there's been some issues with the ready 1.0 money not 26:20 being spent and other communities and districts not here that there's talk of 26:27 with that's prevent the ready $2.0 from being distributed so we're just kind of keeping our eye on that and uh our area 26:35 our um it's Maran Muny that whole area we've done a fantastic job with the ready money just other locations around 26:44 the state didn't spend a lot of the ready 1.0 money like I think they're at 9% of the expenditure of ready 1.0 money 26:52 that was allocated and so then they came out ready 2.0 and you know you know there people are powers to be in charge 27:02 of that are you know worried that they're going to allocate it and then the same thing happened as ready 1.0 so just monitoring that making sure that it 27:10 is actually going to get released um but there are several projects around the county and and one in Maran that I think they're going to announce here soon so 27:18 um it's good to hear that some of that money is coming to our community so that's all I have any other committee reports okay uh we're going to go ahead 27:27 and move into to unfinished business our only item of the night it's General ordinance 18-202 24 River Rock Lofts 27:36 bond series A and B second reading public hearing an ordinance of the common Council of the city of maryan Indiana 27:45 authorizing the issuance of the city of Maran Indiana taxable Economic Development revenue bonds series 27:53 2024a River Rock LS project the issuance of the city of Maran Indiana taxable 28:00 Economic Development Revenue bond series 2024b river rock lofs project and 28:08 authorizing and approving other actions in respect theto mayor Morel is set to present the 28:15 bond documents for the River Rocks lost marking the final step in securing the necessary Financial backing to ensure November 6 at 7M just make sure 33:28 um as long as the clerk posts that and I guess properly make sure everyone knows the song Wednesday then will'll be 33:36 all good other council members with announcements councilwoman Divine um I was asked to share that uh 33:45 let my life shine is going to be doing the placing of the lights on the graves of the veterans uh cemetery on Saturday 33:54 October 26 um but they are looking for volunteers on the 25th if anybody's not able to do 34:02 the 26th from 4 to 6 at Sunny Crest storage uh to load up all the lights and everything to be ready to go to start 34:10 putting them out on the 26th um and then they will be removed on um November 34:18 16th so they were looking for help on any of those three dates um would be appreciated those lights are um to honor 34:26 all those that have given their lives for defending our freedom thank you so much councilman 34:35 Whitten we we have some exciting news in in District Five um we're GNA have a ribbon cutting for a new green space and 34:45 if I may I'd like to invite Mrs Linda wil up to the microphone to let us know a little more about what that's about 34:54 thank you so much welcome Linda go ahead so it's been a long time coming for the neighborhood and um Hands of Hope which 35:02 is part of radiant Health through a five-year initiative we have from the Center for Disease Control part of the Delta head Grant we have been able to 35:10 provide green spaces in different communities that are underserved and in need the U point of this is to reduce 35:18 domestic violence which research has shown that if you create places where people can gather then isolation is 35:25 reduced social connectedness is in increased the 21st in brownley property that's being renovated we surveyed the 35:32 community in the area to find out what they wanted it's not about what we want the city has agreed to maintain it they gave us the land for that worked with 35:41 BOS land Works to renovate it and it will there's a parks serve.org that website that tells how many people will 35:49 be impacted 589 people will have walkable access to Green Space so it's pretty exciting so I encourage everyone 35:57 to come out 5:30 on Thursday it is October's domestic balance awareness month so if you would wear purple I would greatly appreciate it I'll see you 36:06 there thank you thank you so much any council members with 36:13 announcements yes go ahead I would like to remind everybody hopefully by now you've heard about the 36:20 Gerald Dixon weekend it's coming up it's a week from this coming Saturday the uh 26th 36:28 um and for those of you may not remember or may not because you you made this announcement two meetings ago I think it was it's been a while so it's all come 36:35 together um on Saturday uh October 26 at uh 1 o'clock pm at the high school there 36:43 is going to be a presentation um and we're going to talk all about this event and explore Gerald Dixon's life um we 36:52 have a speaker coming from New Jersey one of the people that was responsible for getting the cases looked into by the 36:59 government uh he's come Nathan J uh Nathan Holt or Jason Holt I'm sorry um 37:06 so and we've got the black history club with Bobby owensby is involved they've got some students that going to be 37:14 involved in the uh thing on Saturday and then on Monday when uh for the uh reinterment there're as many as 60 37:22 students going to be uh involved with that uh event at the VA so um I got some posters here or Flyers if 37:30 anyone's interested um see Saturday night the the city Marion is involved with a reception at the Kennedy Arts 37:38 Center so after the event on Saturday if you want to come and meet we have families coming from as far as Texas 37:45 that uh when you think about someone that was here in Maran is long past but he had relatives so their families 37:53 coming from four different states to meet here some of them for the
