    3:14  inflationary changes um and and and and frankly the third part that I think is is most archaic about it is that it's it
    3:22  envisions this regime where I think a lot of things were probably sourced and made in the United States of America and sadly that's not always the case now so
    3:30  really to put that burden on the the bidding process can be pretty cumbersome and and frankly just difficult to do I
    3:39  mean you're going to be asking us to make some pretty extensive findings about um why you bought this how much of
    3:46  It's Made in America and and really to figure this thing out as you know it's going to be it's pretty complicated right there's there's components sourced
    3:54  all over the place how much of It's Made in America versus not uh it's it's it's going to be a burden obviously c will do it we're aware of it
    4:03  now at this point in time and we'll carry forward it but we just I don't think it really solves a problem that we
    4:11  have if you think about it most of our purchasing is in some shape or form done with the board of works anyways so they're we're bringing those things to
    4:18  them and and I can tell you speak for the team here we we do take our taxpayer dollars seriously I'm a taxpayer myself
    4:25  here um City resident and so you know I I really don't see this as something that when we're we're buying something our our people are doing the due
    4:34  diligence the internet and goog things we're we're pretty cognizant of those things we do them so for those reasons I
    4:41  think that it's just not really a necessary thing we're aware of it now but I don't I don't know if it solves a problem so glad taking any

    5:27  free I I agree with Michael hot our attorney I think that it's we kind of talking a while ago
    5:36  about the the times I mean they passed us like said years ago $25,000 or less was probably a good amount at that time
    5:44  to get bus but now 25 30 years later I think it's ridiculous and even
    5:53  our State statue says that it's 50,000 or less you don't have to have bids um I I think that we uh we should repeal this
    6:01  as well thank you councilman k Mr President and also I not a question but
    6:10  a comment this this uh original ordinance was created back in the era of when the city of Maran actually had a
    6:17  purchasing agent on staff I don't know if any of you remember that um but there
    6:24  was a a dear Lady by the name of Judith Heaton that worked for city of Maran wonderful lady she did a great job as
    6:33  purchasing agent and she worked around this ordinance it it gave some uh
    6:40  restrictions um that she had she had to had to follow that time of course cost of living uh those percentages have went
    6:49  way up and so this $25,000 now is is in today's dollars is is $49 or $50,000 so
    6:58  uh when this was created this was created uh back when we hired a purchasing agents that followed those
    7:07  rules some of us were around Miss Goodman
    7:13  was Mike graph was here um I was here uh but they followed that uh through the
    7:20  purchasing agent so uh out it is probably outlived its its time
    7:29  all right thank you any other council members councilman pise I I think that
    7:36  the 25,000 and above it says anything 25,000 and above needs to be bid
    7:46  on and I don't think that that's too low of a limit I think that uh I would like to know if we're spending 25,000 and
    7:55  more that we have competitive bids um I've heard the argument that well it costs money to advertise them sure
    8:03  that's the point of it that way it's competitive and we can save money if it's just 25,000 or above that gives
    8:11  them the free access to just buy whatever they want with whoever they want and hire subcontractors up to
    8:19  50,000 or above anything 50,000 above would have to be bid I think 25,000 is a
    8:26  good limit I think it's a a responsible to our taxpayers that anything over 25,000 should be bid out and we should
    8:35  get quotes to save the taxpayers money on it as far as it being codified is this the only one that's not
    8:43  codified or did you just pick this one out no council member to to answer question we we we actually didn't pick
    8:50  this out this was actually found by the clerk and so I think there might have been the request from somebody uh to or
    8:56  had knowledge CLE okay and I pull it yeah and so um it kind of goes back to it it's a you know the answer question
    9:05  is a potential problem you know cuz the codification uh this is back in 1985 basically the state leg said hey we
    9:13  should start codifying ordinances and put them together they're a searchable format and so what happens it put a lot of burden on the clerk's office to go
    9:19  back and find all that history so some things make it some
    9:28  things don't the process to codify you know I think it would cost the city probably about $30,000 the last time they went through
    9:36  that so that is it is it possible that there's ordinances on the book that have not made into the cocation and it is very possible okay on a legal aspect of
    9:45  it just because it's not codified does that mean we don't have to abide by it since it's a law well so uh no and yes
    9:53  you do have a sort of a publication of all um any any ordinance that has some
   10:00  sort of fine or penalty on it has to be you know published or for it to be enforceable this doesn't have a fine or penalty on it but if if I was on the
   10:09  other side of this and you don't have a codified by state law and up there I'm I'm going to make a due process there he I didn't have notice but there's no way
   10:16  for me to go find her to look for it so questionable on the enforcement side okay and as far as the m in USA I think
   10:24  we should strive to buy materials and products that are made in the USA I think that the the ordinance could be amended to where that if we've made an
   10:32  effort and we can't get it made in the USA then purchase it elsewhere with another made someplace else but I think
   10:40  it's important to try to buy everything that we can in the USA that's how this country was developed and created is by
   10:47  entrepreneurs and and developers and and creators on products that's what sustains our country but I don't think
   10:55  that uh that's too too much to ask is anything over 25,000 be competitively bid and
   11:06  uh I would vote no to repeal this thank you councilman pise any other
   11:14  council members one more Point Mr go ahead councilman K another thing that's that
   11:21  uh I want to a point that I'll bring up it's not only expensive for the city to advertise for bids slows down the
   11:29  process for actually accomplishing the task but it's also expensive for the
   11:35  people Bing um depending on the type of uh bids that you're submitting uh whether it be this city or other cities
   11:43  and so forth um uh it's an expensive process uh bid bonds insurance companies
   11:53  have to get involved and so forth so that not only for the on the city Side it gets expensive but on the people uh
   12:01  on the on the bidding side it also gets expensive so keep that in mind thank you councilman Kane any other
   12:09  council members Council Marshall so in the absence of this then we will be held to
   12:18  the state law unless we make a new one that's correct so you held to the state law um otherwise you could you could
   12:27  obviously modify it in our have some new ordinance uh there the the default always the Board of Public Works by the way for the the purchases and agent
   12:37  so all they're they're in charge of all uh personal real property in in the city so uh technically they could also have
   12:45  their own sort of procurement regime that they put in place but yeah without without something it's going to default to you know the state law which we discussed here

   14:33  23224 reement Maring LLC project bonds first reading an ordinance authorizing the
   14:40  issuance of city of Maran Indiana taxable Economic Development solid waste facility revenue bonds reement Maran LLC
   14:50  project series 2024 and the lending of the proceeds thereof reement Maran LLC
   14:59  and authorizing and approving other actions with respect theto reement Maran LLC the company is
   15:07  proposing that the city of Maran issue up to $100 million of taxable revenue bonds that
   15:15  will be payable solely from revenues of the company the city will have no liability on the bonds even in the event
   15:23  the company defaults on its payments it is possible that in the future the company will refinance these bonds as
   15:30  tax exempt bonds thus the need to have the city issue its taxable bonds now that could be refinanced as tax exempt

   16:15  on it is okay all right my name is Hannah clendenning I'm actually with Barnes & thornberg we are serving as Bond council with respect to these
   16:22  proposed bonds I just introduce things real quick before handing it over to the company who can give you guys more detail about the project itself but
   16:29  um just want to reiterate that first of all these are tax now but they can be converted to tax exempt the way we're going to structure them um and then most
   16:37  importantly these aren't like your usual bonds that you might see that might be payable from property taxes or Tiff or something like that um the proceeds of
   16:45  the bond would be loaned to the company and the way it would be structured is that the company alone would be liable for praying them and even if they
   16:53  default on their payments the city would not be liable for that um process-wise um this is now sort of the six or the
   17:01  econd stage of approvals the EDC held a public hearing a couple weeks ago adopted a resolution approving the issuance of the bonds is now moved on to
   17:09  the council um we would then ask that you do a second reading at the next meeting um and then after that the public approval process is done um and
   17:18  then we would hope to issue the bonds in mid December so I'll be available if there are any other legal questions is um you get more information but that's
   17:27  it thank you thank you so much I appreciate that would you like to speak
   17:35  yeah I'll keep it brief because I know everybody's quite busy and don't want to keep everybody here too late but one I want to say thank you for giving us the opportunity uh thank you for accepting
   17:44  us into the Marion Community uh we acquired the RCA Thompson Building or the prior RCA Thompson Building and have uh got renovated it um it's actually I
   17:53  love welcome anybody that would like to come by and see the facility we're quite proud of the shape that it's in today roof's been repaired lighting is in
   18:01  power is in natural gas is in water is in and we are prepared to buy equipment actually I've already started procuring equipment for this but what we do and
   18:09  just really briefly is we are bringing back a crucial element to the United States from China uh China dominates the
   18:17  refining space for Rare Earth elements for battery materials we have developed a technology alongside Pur University to be able to do this in an environmentally
   18:25  sensitive way which we do today next to a kids gymnasium next to a church um we we bring this back home
   18:34  upon China for critical elements that we use within our military applications we're we're proud to say today we had members of the Department of Defense in our Nobles Bill facility seeing the
   18:42  technology and unfortunately they catch fights back because they wanted to come to Maran which I was actually super excited to show them our facility but they will be back um they need what we
   18:50  offer the military relies upon China today and that's unacceptable um made in America is important and and um Mr for
   18:59  ice I I agree with you on that um looking at what we can bring back home clerk state your name position Company

   19:15  just in case there's any questions any council members with questions vice president cgill where where are you where are you guys at like
   19:23  in the market right now how where you stand M yeah absolutely so um if you look at the battery supply chain and the rare supply chain it's developing in the
   19:30  United States um and so we have we're fortunate that we have our first facility in Noble Lana which We call we call our customer qualification plant
   19:39  the reason we built it there was one it was a small plant but most importantly we can get through that qualification process so now we have signed orders we
   19:47  have customers lined up that are actually waiting on us to produce product today that they're buying from Battery material production so lithium
   19:55  Cobalt battery material production so lithium Cobalt um and then the rare o precedium but
   20:03  it's about we need the equipment today yeah and I I you know I I appreciate I thank you guys for um I think we all
   20:11  agree you know that's kind of in my opinion only that as where we started losing America when we stopped making our own stuff here in 2020 we really
   20:19  felt that effect that we was kind of Hell capped by everybody else in the world because we don't have it now so I
   20:27  appreciate you guys your technology is incredible and uh I'm glad that you you guys picked Mar too so I appreciate it I
   20:35  think and our goal is to utilize our our technology doesn't use that much space it's also bringing our partners here bringing our partners to Maran bringing
   20:42  our partners to the United States uh on Thursday we'll announce u a contract with the largest Rare Earth magnet magnet manufacturer outside of China
   20:51  that's coming to the we're excited about that we need we need
   21:01  people that people council members Council for I
   21:10  let's talk about your first That was supposed to uh be 286
   21:18  million which project out the RCA project we issued Bonds on uh we issued
   21:25  the Tiff that we Reed 46.5 million in bonds and you you were going to contribute 240 million uh we intend to
   21:33  actually contribute quite more than that over time um so it's a phased in approach and no different than how you draw that Tiff so the Tiff doesn't give us any money um we actually funded the
   21:41  entire thing ourselves you bought the bonds yourself we bought the bonds and and so the the tip the way it's written up is you earn you you reap that based
   21:49  off property taxes and other taxes over time so I mean our goal is to spend actually quite more than that this is Phase One no different than obviously
   21:57  our Council just stated is that and as the reading stated was this is a taxable Bond our goal is then to refinance this as a tax exemp Bond and
   22:04  then continue to deploy additional Capital to expand production as in every business you don't just go go out and build a billion dollar Factory before
   22:13  you have a billion dollars for the customers great customers today but our goal is to Stage it we want to make sure
   22:20  we're creating great jobs that are making money in the process so that we're a sustainable company and so yeah our goal is to continue to be that to
   22:28  get to that figure now um I think we'll actually beat that over time just given the demand profile that we're seeing today but I think that we're on track
   22:35  for that so you've already completed the the uh remodel on the RCA building and you've got 300 employees oh no I didn't
   22:44  I don't think I said that I think we I've said what I had we''ve effectively completed the renovations of the first 113,000 Square fet um we do intend to
   22:53  hire people as we buy the equipment to start installing it within the facility and and I would say I would love them welcome you to the facility to see the
   23:00  status of it I think when we bought it it was uh it was a you could have put a horror movie in there yeah it was pretty scary I've toured it several times Y and
   23:09  today I would say that it looks as I mean I was just up at um the the new stantis plant which is owned by star
   23:15  group in cooko and I would say I would put this building today on the insides and there's still some exterior work we have to do but on the inside I would say
   23:24  it's it's on par if not better than their facility so I'm quite proud of that so so this project was going to be
   23:30  uh completed uh by December 31st 2026 you were going to be 100% done and operational according to the last bond
   23:39  issue was that what number what day was that December 31st 2026 you're going to be up and running it was going to be completely completed the project that's
   23:48  a project completion date is December 31st 2026 let's have a conversation then I'm excited about it yeah I'm just
   23:55  saying so it's it's completed and no we're not 2026 right now no I understand that I'm just saying you said you've already got it up and running no I did
   24:03  not actually I said we just to be clear I want to be maybe I can if I did say that I apologize greatly because I don't think that's what I said um what I did say was we have completed the
   24:12  renovations of the 113,000 square feet and we have been training individuals that live in Maran in our Noblesville
   24:20  facility with this Bond proceeds we are buying equipment along with our internal Capital that we're spending already to buy equipment to start phase one of the
   24:29  project to start hiring those individuals 2026 we have quite a bit of time before we get there and I'm excited to showcase the
   24:36  progress on that I think we'll be I think we'll be able to achieve uh quite a bit in that period of time and and I think ultimately create a tremendous amount of jobs in this community is the
   24:45  front I know you were going to do your home office on the front office buildings there out front at one time the last bond hearing on your
   24:53  proposal that we issued the bonds uh you were going to make that your headquarters no we weren't I didn't say that it was
   25:01  actually going to be a basically effectively an entrepreneur Zone laab and we could pull that's public records I'd be more than happy to pull that up
   25:08  but um unfortunately people keep coming by and breaking the windows uh we keep fixing the windows we will continue to
   25:15  fix the windows uh we are putting in Security in place but I mean I can't stop vandalism listen it happens in every Community um I I own buildings in
   25:23  many places and and it continues to get continue to fix it and at the end of the day I will say I'm proud of what's Tak in terms of making it a more continue to
   25:33  continue to grow the development as it turns that corner and and beautify the area we intend to do that at our site we have 42 Acres there um we've worked with
   25:41  Cafe Valley to rent out parking lot space for them to continue to hire at basically no value to us um we work with a to continue to occupy the space Mike
   25:50  bartum to continue to occup occupy a space um the the build the reference the 30,000 fet roughly building that you're
   25:57  referencing is we will replace the second time we're putting more Security in so the vandals can't get in
   26:05  there so aren sleeping in that building anymore and and we're excited about that okay I think that we were out there this
   26:14  last summer you were going to turn it into a community center no I I I did not say that either um I said we were going
   26:21  to turn it into an entrepreneur Zone where other businesses and other companies can come in alongside part that's going to be utilized for our lab
   26:30  space for product development such as geranium Gand linium that are used in semiconductors which prod University is highly supporting and our department of
   26:37  events need never turned it into a community center but open it up to the community as an entrepreneur Zone which is probably what you're referencing I thought I heard you say a
   26:45  community center an entrepreneur Zone which could be occupied by the community but not a community center by Community Center I would take is like almost a
   26:52  public building owned by a City versus a private Enterprise so on your first buildout invested into that building
   26:59  already from the 286 million that you were going to invest yeah so majority of that 286 million goes into
   27:06  equipment is up to $100 million bond which we're issuing here uh we've got about roughly about $5.5 million into
   27:13  the building to date um not counting the equipment that we've already ordered and started bringing in some of that that's just that's just Pur into
   27:22  the marrying the building renovation right and you say that this $100 million bond is on top of the
   27:31  $286,500 th000 that you're going to put into it already this is for so what's this 100
   27:39  million for this 100 million is part of that 20 the 286 million and I need to go back I don't know the
   27:47  exact me if you have that dollar number if I stated that dollar number we that we putting
   27:55  in our equipment here based on demand I think be substantially above that
   28:03  okay and this is going to employ an additional 80 people is what it says this is going to
   28:11  be the creation of approximately 80 jobs this would be approximately 80 jobs in this first phase now any business and Mr
   28:19  for I I don't I'm sure you either work for a business or own a business businesses built out in stages mhm no different than any other I mean you look
   28:26  at Apple when they first buil built their first computer they didn't have all their employees there that they have today our goal is to expand our business
   28:33  appropriately and safely and securely for the people that we employ we want to make sure that they have long-term jobs not just throwing money at it and hoping that the demand comes in if you look at
   28:42  the battery industry look at the energy supply network look at our military they're starting to buy domestic product today now we've signed up a lot of
   28:50  customers and we're getting ready to put those people to work but at the end of the day it doesn't happen overnight I mean no business was created overnight I
   28:57  don't know any company in the world that was created overnight and just went from zero to a million now this is phase one
   29:05  phase one is this 100 million up to $100 million Bond and then continue to expand upon that over time so our goal is to be well
   29:13  north of those numbers now we gave you numbers that we talked about during the Tiff that go gave us no money by the way like didn't give us a dollar we can't
   29:21  use that I can't draw of that tip that's not the way it was written now it will give us benefit in the future as we buy equipment property taxes and other
   29:29  things personal property taxes but today it doesn't it didn't it didn't give me money in my pocket the money we spent was money that our company invested into this community and we'll continue to
   29:37  invest in this community along with this bond that we are solely liable for that the city has no obligations on this is
   29:44  Phase One this is phase one so that we can continue to grow and rapidly expand to create jobs and then continue to on
   29:51  ph two phase three phase four phase five how many jobs are are currently out there right now
   29:58  we at it's your facility at RCA in Mar well we don't have the equipment still there yet you don't have any employees out there no we do we do we have well we
   30:05  have six individuals that work in our Noblesville facility that live in Maran they're training on our equipment because we're currently operating there
   30:13  and we have about four internal employees in Maran but we've employed probably about 20 or 30 different employees on the contractor side on the
   30:22  rehab so roof power electrical those are all local contractors that we've been using maybe up maybe at times up to
   30:30  40 that's just on the renovations that's not working on manufacturing product and on these bonds you got it to
   30:39  um to be paid off December 31st 2064 39 years on those bonds I would
   30:46  have one check with our Council on that you're asking for on 100 million it says that they'll be paid off from December
   30:53  31st 2064 which is 39 years from now that's awesome right that means we have
   31:00  more capital from cash flow that we can expand into hiring more people in your community I mean at the end let's try to
   31:08  bring in the most attractive Capital we can into Maran we chose to do this through Maran versus the state because we love what's going on in Mar we're
   31:17  excited about the progress here and that's why we all that's why we look to issue these bonds through the city because of what we've experienced so far
   31:25  in the city now what we want to do as a company is is we want to bring in the best financing that we can so that our company is in the most stable spot and
   31:33  most importantly we can grow rapidly and so looking at longer term financing for any business if you can look at longer term financing you're advertising your
   31:42  cost of capital over a longer period of time which means that I am in a more secure spot as a business so I can grow faster and I can bu more
   31:49  people so you're saying on the 5 million that's usually invested out there already was that from the Tiff bonds that you've drawn off of I I actually
   31:58  just stated that I that no it was from Mar General Capital you can't draw off the tip bonds unless
   32:05  you have a mechanism unless you know of a mechanism we don't know a mechanism that we can actually utilize those Tiff bonds those Tiff bonds and I'm not a lawyer and I'm not tax so I'm not don't
   32:13  quote me on this but the way I understand it is that as we we can pull off that to basically reimburse based on
   32:20  property taxes it's money we spend that then we can get back over time that's how we utilize the ti the didn't give us
   32:29  a dollar did not get $1 actually I think we reimbursed the city about $100,000 for legal bills to get the Tiff today
   32:38  we've gotten zero off the Tiff not $1 it has offered our company no money today now we do down the road will get benefit
   32:46  from it and we're super thankful for that but it hasn't the money that we've invested today was from our company M yeah because the assessed value is
   32:53  what's going to pay the tith bonds back as we invest into the building yes once yeah once the assessed value keeps
   33:01  increasing that'll pay the tith bonds back that I'm I'm not going to get I would have to pull up somebody much
   33:09  smarter on the finance side than myself but we don't we have not drawn on the tip bonds the bonds get we can recoup
   33:16  our our property taxes off the Tiff we don't we the Tiff today has zero dollars to
   33:23  US we' not we've not gotten $1 from it so do you anticipate put the 240 240 million in it like initially was
   33:32  in the initial proposal was it 240 or 286 it was 240 and then with the $ 46.5
   33:39  million in the Tiff bonds it was 286 M 500,000 total investment into the
   33:48  property your and your question is do I intend to invest that I'm just say I'm just saying where are we at as far as you know scheduling of when that's going
   33:56  to be completed do you look for it to be completed by December 31st of 2026 I think this is phase one of that
   34:05  um our our goal is to grow as rapidly as our business can support based on the market conditions which are volatile okay now we we're excited about where we're at we're excited that we're
   34:13  bringing a solution to the United States that does not exist today and because of that we're getting a lot of Attraction from a lot of really big customers um do
   34:21  I will do we believe we can hit that metric we do but phase one is today phase one is why we're here today of
   34:28  talking about issuing up to $100 million of taxable bonds which could then refinance with tax exemp bonds to bring down more Capital more Capital into this
   34:37  community and then continue to hire more people and invest more Capital as we continue to expand phase one is going to use about 30,000 square ft of the 400
   34:45  roughly th000 square feet under roof that is that the back end that you had started on it's the 113,000 sare ft when
   34:53  we've got renovated pretty much everything we've replaced the roof in most of it already today and welcome you to come by anytime you could actually just stop by just knock on the door
   35:01  usually there's somebody there um but it's the then it's also renovating the office building which was probably in worse shape than the main building
   35:10  unbelievable to think but um it's first phase one will be in that first 113,000 feet as you walk in keep walking all the

   35:58  Hilltop Securities out of Texas they issue municip Bond municipal bonds all throughout the country and Morgan Stanley as well we brought in to to um
   36:07  investment Banks to support this um just given the profile nature of it they they asked to be involved and we're excited to have them involved um they are
   36:15  currently out there talking to investors about this so our goal is to close uh the initial Bond assuming this
   36:22  passes assuming we get support and we're targeting in December potentially in January um and so it's I mean obviously
   36:30  you got holidays in there and some other factors so I want to be careful maybe it may take an extra 30 60 days I've been in the business World entrepreneur for over 20 years and if everything always
   36:39  worked out on paper exactly as we said sometimes better sometimes worse uh but we do we do anticipate closing this Bond we already have the equipment scoped and
   36:47  we already have customers that want product so I mean our our goal is to have phase one of this Bond executed in
   36:55  the first quarter and be operating in the second half of next year okay thank

   37:16  members a lot of happen again the amount the future of the city
   37:25  yeah I mean to me what's exciting about that building for us one obviously I can't speak to the legacy of it the history that and what it brought to this
   37:33  community and then the downfall when those jobs went to China That's God awful and I hope that never happens again in our country um what I can say
   37:40  is that it will create a lot of jobs between real element but also what we bring to the table we release the bottleneck the bottleneck is getting the
   37:48  refined product that can be used in manufacturing so we are talking to manufacturing Partners um including a company I sit on the board of a company called AML about coming to Mar as well
   37:58  maybe not in the RCA building but maybe next door they want to be close to where they get it because we're reducing supply chain risks we want to reduce transportation we want to reduce all
   38:05  those costs um I think at Peak that I the numbers that I've been quoted or told was about 6,000 employees that was
   38:13  were at RCA that's that's a lot of people um I don't want to Mis represent anybody I don't think we can get to that number we do try to use automation we
   38:20  try to be cost effective but what number you shoot for I don't want Mr Ford ice to give me a hard time next meeting
   38:28  um but uh you're the one that made I'm just I don't want to get I I want to be careful I mean and I actually
   38:36  agreed with those I said it's not going to happen overnight but it will happen give me a number yeah I I do think getting to that 300 people is a very
   38:44  achievable number um I think beyond that will be there's significant opportunity for expansion um I mean including at
   38:53  what's taking place over in cooko with I mean star group bringing people I mean they may not be employed at our facility but we're helping them too by working with them on some projects that we're
   39:02  working on the bidding side um but it's trying to create that supply chain here that can bring other jobs Beyond us the indirect jobs as well I mean most
   39:09  manufacturing jobs create anywhere from 1 to three to 1 to six indirect jobs for the direct jobs and and we do think
   39:16  we'll have that impact I mean the people that we're employing we we pay we pay well I mean they're training we're training individuals that had no
   39:24  chemical engineering degree running a chemical engineering plant that in Maran today and they get paid well and and we're excited about that we want them to
   39:32  be keep coming back well we we we can't do it without you all so we we appreciate it all right

   39:49  where do you guys where's your partnership stand with recycle Force yeah um so they actually just got a really unique piece of equipment in
   39:57  place um on the magnet recovery side so what we do is we take end of life products and or virgin ores and we
   40:03  refine them all the way up recycle Force an absolutely amazing organization um they do um
   40:10  pre-processing and and full recycling for other products as well but they they just got a piece of equipment on the magnet processing side which is an Edie
   40:18  current separation to be able to extract magnets out of products very very cost- effectively so uh um Kirk Taylor our CFO
   40:25  was just working with believe a chief operating officer I think their their piece of equipment should be commissioned here in the next few months
   40:33  into their new facility that they had built which is awesome um and so we're working with them on that we actually are talking about supplying them
   40:41  products that we Source already so we work with Milwaukee tool we work with the major Automotive that we get products in that they can break down for
   40:48  us and they're they're I mean it's I don't know if anybody for anybody that doesn't know what recycle force is they they employee individuals that have had
   40:56  trouble and they help them get back into the workforce it's a and if you don't know about it look into it it's an amazing program but we are we're working
   41:04  with them on the pre-processing side to feed in so what we want is we want either magnets or pulverized magnets on the RAR side that can feed up into our
   41:12  supply chain and they they have a piece of equipment that can do that okay
   41:20  um so you said the Department of Defense was at the Maring facility today is that correct they were at our nolesville facility they un fortunately had to fly
   41:28  back today um but they will be back out um so they were our nolesville they wanted to see the tech actually operate and uh um they did want to come to Maran
   41:35  it just took longer and by the time they they didn't want to miss their flights but um they came in it was actually an individual that one of them works at
   41:42  crane um and then the other one flew in I'm not exactly sure where he flew in from uh but was with the Army uh obviously the cranes with the Navy and
   41:50  so we're working with them they actually have an ad out that we've been that they believe our technology fit which and
   41:57  Appropriations from the military and and providing that contact with any council member the department
   42:06  of contact I would like within the Department of Defense who else would you work with that would help
   42:13  um bring jobs or Pro production facility yeah so the Department of Defense is looking for Solutions they're looking
   42:21  for solutions to buy not from China so what they connect us we are part of the defense indust Bas um so we've been approved by that recently this earlier
   42:30  this year so we work with other defense contractors we've had a major defense contractor that makes weapon systems and
   42:37  airplane parts and stuff to that extent that is when they actually reached out to Purdue and then came in through us um the we work with the automotive industry
   42:45  we work with Milwaukee tool who makes parts we work with one of the major automotives we work with um we'll announce on Thursday I want to be
   42:53  careful just because I'm a public company at the holding company level that I don't want to disclose things before it's disclosed but we'll announce on Thursday a large magnet manufacturer
   43:01  that needs products that we produce uh We've announced partners with Iris Metals with USA Rare Earth with Vulcan Materials that is looking to make
   43:08  magnets for the defense supply chain um and so if if you go out there you can actually see quite a a bit of announcements of partners that we have
   43:15  secured and then we have many others on the cathod actic material side for the battery industry that we should be able to talk about here in the next few months as
   43:24  well okay you see I'm real careful on wording you say you work with but do you guys profit do you are you guys
   43:33  profitable are you getting a profit from working with these companies are you are you bringing money and revenue in the I mean marrying will I mean no Noble's
   43:41  bill is about getting our products qualified now when I say work with I'm I am very careful as well and I appreciate that I view our customers as our
   43:49  partners and we look at it as a collaborative perspective so one of the largest cathod active material producers outside of China cathod active material is a they our products they turn it into
   43:58  cath active material that goes into batteries um so when we say we work with them it's because we Supply them product that they desperately need because they want to buy it from somewhere else other
   44:06  than China because it's EV tax credits or any of that stuff if it goes away they still need domestic products and I think under the new Administration
   44:14  that's going to be even more demanded of buying domestic um yes the mar the pricing the contracts we have in place
   44:21  are are very lucrative for our company um which also means we can pay people more so re elements of publicly held company right real it's owned by
   44:29  American resources the company that I founded in 2015 16 that is public would you be
   44:35  comfortable sharing the financial report or statement for just re element with the council uh I'd have to check with my
   44:45  CFO and my Council to make sure from an SEC perspective I can but you could that would be good um just a few more um how
   44:52  much money have you already spent on new equipment for Maran so we we've obviously renovated the building of 5 million then we have about 2 to three
   45:01  million already up in Marin stored in the other side of the building um but most of the capital that's coming in is alongside this we also have recently
   45:10  just announced we closed on another $20 million financing uh the first phase of which will'll close fully by Thanksgiving um to continue to buy
   45:17  additional equipment beyond that but it's and then we've closed another $150 million we closed a tax exemp bond in
   45:24  Kentucky uh for our Kentucky facility that's $150 million bond is the Kentucky facility reement it's reement uh so it's
   45:32  Kentucky lithium under reement okay um and for the specifically to the
   45:39  marry facility uh have you tried to get private loans um sought other avenues
   45:47  for this funding before you explored these bonds yeah I mean yeah you can get
   45:54  private loans the challenge with them as a duration right so that's going to be I mean typically a private loan if I go to a bank it's going to be a five to six
   46:02  year term debt that I got to pay back in five to six years which means I got to just grow a lot slower um obviously with the c with the reason we're able to trct
   46:11  this Capital which is I mean we're we're issuing it I mean it's we're responsible for it is it gives us a longer duration
   46:19  which means we spread out the pay payback period over a much longer time so we can it's a better Bond better financing for us that we want we want to bring the best financing the

   49:27  overlap of training time for the existing it uh manager who's a police officer by the way he's retiring on
   49:34  January 3rd heart date and he will no longer be available so we don't have the opportunity to have the overlap to train so we're not starting from ground zero

   52:14  me to speak uh his endorsement of this uh this person will person we have doing in now is a police officer which means
   52:21  that officer is not working the street or investigative function uh we inherit did that situation that person helps
   52:28  Dany uh and the person we hire will also help Danny as needed and vice versa so it's a and we have a little bit of
   52:35  redundancy that way uh if I God forbid that Danny would choose to throw it in and leave us at the same time that we're in between on this we would have a real
   52:43  problem so it's a although this is assigned to the police department because we have the need we're
   52:49  very the the our our Cooperative uh mindset is is apparent we provve that
   52:57  that will help the other thing is what I mentioned um this will allow us to move away from having a police officer in
   53:03  this position and put that position back on the street or in detectives doing real police work or not sitting at a desk
   53:12  doing nothing taking nothing away from it uh experts but uh we'd rather have an IT expert doing that not a policeman

 1:05:05  would be okay so Grant County Indiana resolution whereas James Brunner Jim Brunner was born in Fort Wayne Indiana
 1:05:14  but has made Maran Grant County Indiana's home since 1971 following his graduation from Indiana University and
 1:05:21  whereas grunner has worked for local radio station to be bat for over 53 years as a sales representative on a
 1:05:28  personality and a sports broadcaster since he started with the station and whereas grunner has been the voice of
 1:05:35  the Maran Giants for over 53 years calling many of their athletic events including seven state championship
 1:05:43  basketball games and one state basket one baseball championship for the Giants and whereas Bruner also broadcast
 1:05:51  basketball and football for Indiana wesling University again and has lead broadcaster for national championships
 1:05:58  in basketball for IW and whereas his accomplishments have resulted in him being
 1:06:06  IND School athletics Hall of Fame Maran high school hall of Distinction Grant County Sports Hall of Fame and the
 1:06:14  Indiana broadcasters Hall of Fame as well as receiving the distinguished media service award Indiana High School Athletic Association whereas he served
 1:06:23  many terms on each of the Maran Community School School Board of Trustees and Marian city council and whereas Brunner served on many local not
 1:06:31  for-profit boards and Champion many causes for the good of Grant County and whereas Grant County seeks to honor individuals who have contributed to
