    2:56  that U he can kind of begin the process of um presenting and giving us information for Capital Improvement
    3:04  projects from different departments different department heads so I appreciate everyone making it tonight um so I'm going to go ahead and just turn
    3:10  it over to the mayor and kind of let him lead us through this and I just ask them that um 8:00 hopefully be the hard cut
    3:19  off if not sooner because if we need to go beyond 8 we should probably have another meeting um so I just want to reassure everyone we're not going to be here three three and a half hours like
    3:28  we did last year a couple times so 8:00's a hard cut off but if not sooner that'd be better thanks mayor thank you all so much and happy New Year I'm super
    3:36  excited this is our first meeting of the new year and as um President McKinley said My Hope Is that we won't have any
    3:42  more of those um 4H hour meetings but um so so last year towards
    3:50  the end of last year I asked all of my department heads to send me their top three um Capital needs for a capital
    3:58  Improvement plan that I wanted to submit to the council so um I sent um all that via email to you all for what the the
    4:07  requests are so what my intentions are for tonight and Ford is to um work collaboratively and get some feedback on what you think on some of the asks that
    4:16  were made and then after we you know work through some of this I will go back and put together one big um press pack
    4:24  if you will and submit that for um a normal a normal council meeting um to be be uh approved and moved on to the the
    4:33  next the next stages of it all so um I I think what I want to do is go go right to right to question so I
    4:42  won't go through and read every single um request that everyone has made but if anyone has any questions regarding of
    4:50  what what you've seen the department has are here tonight to be able to answer questions regarding um those ask and why they think they need those things and
    4:59  after after we get this feedback tonight I'll go through and end up making a a final decision of what I actually want to ask you guys for moving
    5:08  forward so I would entertain any questions that's what I mean to say yeah I'm sorry say it again now I would like to entertain any questions and also um
    5:17  the corresponding department head um to answer those as well all right I mean there there there's a lot of information
    5:25  um so you know hopefully council members had a chance to go through some if not all of it um so obviously you know there's no
    5:32  decisions being made tonight um so any council members who want to start off anything they noticed anything any
    5:39  questions or any certain department heads they want to talk to I have one thing right out of the G um last year we appropriated quite a bit of money for
    5:47  the the renovation of you know this building and a lot of that furniture and there was a ask in there for another
    5:56  almost $200,000 worth of furniture is that for this this building as well yeah so um the ask we did for furniture last
    6:05  year was um only for certain um departments what this is doing is replacing every every furniture that was
    6:12  put in um Believe It or Not In 1980 it's we still have most of that original Furniture this is covering everything from the police department to the um
    6:21  controller's office to the uh clerk's office this this proposal is replacing every every Furniture y
    6:30  okay okay yeah I just I thought we did a lot of that last year but obviously looking over that quote it wasn't as
    6:37  much as I thought yeah but now that furniture and that amount mayor that that is has nothing to
    6:45  do with like Chief Gilbert his Department no so I I I included everything that's all what you see is all encompassing for every single thing
    6:53  everything inside this building okay yep mayor is there any reason there's uh two
    7:02  laminator I think that's just the same thing maybe is it's identic Mike wants one for
    7:10  home um is is Britney here Britney is not she she she had she just had a baby okay um but I I I sent that over to you
    7:19  for the animal care and control but I I won't actually ask you that because we received money we received money from the county to be able to do that remodel
    7:27  there so I won I won't request any funds for animal car and control as a part of we scratch that one out that was good so
    7:35  for the county sent us um a million dollars and half a million goes towards U animal caring control and the the
    7:43  remodel there and the other half a million goes towards um downtown repairs that's act linor you got
    7:53  got I'm good right so that was a part of the NE for
    8:03  that uh hold on one second you guys just make sure your um uh microphones are on because we are streaming on YouTube and they can't hear you at all without your
    8:11  microphon just make sure your microphones are on okay um half a million I mean half a million towards the animal care and
    8:19  control um and that is dedicated towards their Remodel and then um oh did you turn me up how'd that happen um and then
    8:28  another half a million towards um downtown uh repairs and and
    8:38  beautification so anyway the reason why I was addressing that so I originally sent you guys over the request uh in this request the animal current control
    8:46  so we I won't actually ask that because we have money allocated towards that now between that and like redoing
    8:54  the the cage area and all will will that be in pretty good shape that building now after this we'll build bring it back to life for this for that

   10:07  is I'm just trying to understand I mean they numbers on a piece of paper with brief description and what
   10:15  exactly does that look like because it when I get even number when I see like even numbers I know that's probably
   10:22  like an estimate or an approximate but um I just know like sometimes estimates and approximates
   10:29  can vary quite a bit so I don't know Ila if you want to elaborate on that yes so we can start
   10:40  with okay so we can start with the sound equipment um I had gotten in touch with
   10:47  Loretta and asked how much her JBL sound system is we have a lot of events that
   10:53  are planned for this year and it would be a good investment instead of renting
   10:59  it or you know paying for a professional to provide it every single time um the
   11:06  JBL and the EV evolve are both around $1,500 13 to 1500 and before I got that
   11:16  from her I had just G given myself a threshold of 2,000 because um me having a little bit of experience with having a
   11:24  couple different sound systems myself I knew that it would be more expensive than what I could have and what we
   11:31  currently have we are using my personal fishermen sound system that I paid
   11:38  $1,000 for and we can reach about 200 300 people with that compact system and
   11:44  I just want something more U mayor Morel has um planned some larger events and so
   11:52  I don't want to keep having to use my personal sound system um so that's that's that's my
   12:00  explanation for the sound system all right so goad one thing so the sound equipment um just because I know a
   12:09  little bit about sound equipment too yeah uh I I almost feel like that's not enough for a good system uh I mean it's,
   12:16  1500 for one EV 50 and if you're doing an event you want two um so I mean that's 1,500 each and
   12:24  an EV 50 you know it's good for you know decent size crowd but I guess it's depend on what kind of crowd you're
   12:32  wanting because what I would hate is for you to buy something and it's not enough right and so I'm almost concerned that
   12:39  depending what kind of large crowd you're talking about that's not going to be enough well that's what I'm asking for for basically the the additional
   12:49  because I have some cushion that I can work with and I can also borrow from the other requests I could find an SUV that
   12:59  that you know is just a hand me down from the police department um or another department or so basically I could kind
   13:07  of I could play with those numbers and be able to afford a better sound system okay well that makes sense I just
   13:15  thought that was it like that's not going to be enough for a quality system for um so even
   13:24  our um winter our Christmas parade so what sound system whose sound system is that that was being used for the
   13:31  Christmas parade out there on was that something you were part of or is that something different was that um Andy
   13:39  McCord's was that his sound system do we use his because we didn't have one or because we Outsource it or
   13:48  should we have a system that we can use for that I don't I don't know if I think we're going I think we should have one that's a good one that's versatile for
   13:55  all these kind of events so all right and that's kind of where I'm going um I mean I have an interest in sound
   14:02  and all of that so uh I mean at some of the events I feel like we definitely could use a bigger more robust system um
   14:11  so I'm in favor of um Quality investing in a quality system
   14:18  so if you think 2,000 extra on top of what I already have would work then that's fine I just was concerned with just the 2,000
   14:26  alone a quick question kind of leads into and I know you can't may not be able to tell me for the future but in
   14:33  the past how many times have you had to use your own or someone El and how many
   14:39  times do you use the event places sound what's the percentage what's the how many times do you have to use your own
   14:48  as opposed to what's there so last year we used my system maybe a half a dozen times
   14:57  of um I mean and then and then for the other events that we've had um like say we
   15:06  have a DJ accompanied with it basically we're using their sound system so it kind of just depends per event so we we
   15:14  used um Loretta's sound system for National Night Out because she also
   15:20  provided DJ Services that evening and yeah can you use your mic
   15:27  and it actually it you have to do a lot of negotiating too um for instance for the state of the city address and the
   15:35  birthday party they were going to make us rent their portable stage for
   15:42  $2500 and mayor Morel thankfully he has a relationship with him and was able to basically talk him down to next to
   15:49  nothing so I mean it's it's just kind of nerve-wracking um and then the stage that that we've had for the walkway of
   15:57  Lights uh Jerry fight had informed me a couple years ago that it was falling apart and I just don't want that kind of
   16:05  liability um and we've had that stage for a very long time thank
   16:14  you so yeah when it comes to Community Development um I know I'm in favor of
   16:21  good quality like because these are that these types of events are a reflection of our city and I want Lea to not be
   16:30  nervous about stages and equipment and um you know this it's it's marketing it's what it is so I I think we need to
   16:38  make sure we're spending good quality Equipment on good quality Equipment I
   16:52  agree uh Chief Gilbert for I got on the police if you want to
   17:01  thanks again chief for these These are nice this one on the the front is that the one that goes in the bicycle spokes though that's the one that has the most
   17:12  value well on on yours Dave I was going through I mean is this pretty much will this take because I know like your locker room area was horrendous and I
   17:21  know that needed yeah remodel bad um and you have like you know uh your indoor uh
   17:30  uh what is it your gun range indoor gun
   17:36  range um and I had a question too on the um the ballistics vest for swats is there such a vest that well let's STP
   17:45  like a 223 or is that yeah it will yeah that that's what we need for them we that's what because if somebody's
   17:52  gonna where swats going to come in chances are they're going to have a an AR or 223 something that's that's what we're asking for we're asking for SWAT
   18:00  grade rifle grade uh body armor for SWAT guys which is a higher i w say quality but it's higher
   18:09  rated than the normal Patrol officers will wear and they need it well AB I I just I want all your officers to be safe I guess that's where I'm kind of going
   18:18  with this and that'll be enough to to equip all your SWAT guys yeah president Mr
   18:27  President mentioned the the all estimates it's we didn't anything out we just did our best good faith effort to get in the ballpark but we we feel like
   18:35  we can do business that way yeah and chief I've written grants for these kind of things the vests how
   18:43  long do they last how many extras you're going to have because once one gets popped you're not going to wear it again we we don't usually deal in extras um
   18:52  okay but should you yeah more power to you absolutely we'd love to do that it's just always comes
   18:59  down to money which is why we're here but uh to answer your first question uh typically the companies and even the
   19:07  federal government rates the body armor to last was it three years no and they actually kind of I don't say
   19:15  strong Army but they recommend strongly that you replace it um three or four every three or four years so uh but we to be honest with
   19:24  with this stuff it's not worn daily it's it's worn when needed so we'd make it last for a long time okay and it may
   19:31  okay that was G that kind of answer me it's not fitted oh yeah it will it is fitted it will be or it will be worn
   19:39  most likely it'll be worn in their tactical vest okay which isn't as necessary to be fitted to the body but it'll be fitted to cover the areas it needs to okay so it'll be
   19:47  interchangeable from officer to officer or is it one per well I I wouldn't say that within some is is it
   19:56  like a mask that is fitted it's quite that specific we could if if if I was on the SWAT team and I was going to age out
   20:04  and a guy was had my same body type we we we could probably make that work but if it doesn't work we would need to buy another one so we I guess suffice to say
   20:13  we will make it work to save money whenever we can and so anything that I'm talking to you about on here is it's
   20:21  important especially when it comes to the safety so yeah how how does that I'm not familiar with that let's say somebody takes
   20:29  a shot here now is is that done or is it like you just hope it don't get hit in that same spot no it's done it's it's done we we would never put a setback on
   20:37  a guy that took a hit okay that's what ask okay yeah oh they do automatically yeah
   20:46  okay yeah we would never it's a it's one hopefully they never use it at all but oh I hope so too yeah if it takes any damage I just want to make sure you guys
   20:54  are protected is what I'm I'm talking about yeah and do you feel comfortable that this will pretty much take care of
   21:02  your department

   21:04  for at least one year on every all your other ask well some of it for years and years I heard the mayor mention 1980 I
   21:12  don't want to go against my boss but the pla says 1979 and some of this stuff that I'm asking for it's never been
   21:19  touched since 1979 uh range our locker room our
   21:27  range some of the chairs if you're as old as me you'll not some of that cross pattern blue and green chairs that you'll see in the building those were
   21:35  original equipment here um and there's some of those are still in the building we don't have too many of them but u a lot of what we're trying to address here
   21:43  has not been addressed since the building was put in um the range um and some of the refur refurbishing some of
   21:50  the things the locker room that's as it's been since um since I've been here and before so but yeah that so when you
   22:00  say a year I I'm not trying to split hairs here but we'll make some of this stuff last for longer than yeah like the remodels and stuff yeah yeah too but like your police vehicles are you are
   22:08  you getting on a pretty good regular basis on having so many every year to where they're a little bit more comfortable that's why we're here that's
   22:16  this is the next phase of that process we want to get to the point where and I've said it from day one been very open
   22:24  about that I the way we've been doing business as long as long as I've been on is what I call feast and famine we buy a bunch of cars and we run them into the
   22:33  ground two or three years later we're four or five years later we buy a bunch more we run those into the ground I want to get on a Model where we we we
   22:42  identify the useful life of a vehicle we identify how many we need and we buy we make a simple math equation buy that
   22:50  many cars every year and uh that way we're ahead of the game right we're we're winning we're not trying to figure out how we're going to keep guys safe
   22:58  and in an untenable position and so that's where we're trying to get so that's that's a great question um it's
   23:07  it's not a luxury thing it's not a it's not a perception thing it's it's almost strictly safety and our ability to get
   23:15  around which is our bread and butter um we've got to keep these people safe I I say I say often Mark will vou for me I
   23:24  say often that we are the stewards of the taxpayers money and it we are required to be cheap skates whenever we can be but I also recognize we're the
   23:33  stewards stewards of our officer safety and when it comes to that and and Nick will excuse me President McKinley
   23:41  will vouch for this other than our people our cars are our most important resource to provide the service we do we
   23:47  ask I I just think if we ask a kid to turn on those lights and drive at risk to himself to help other people the
   23:55  least we can do is put them in a piece of equipment that's reliable that's all we're asking for should be sorry do you
   24:02  feel like six cars a year is about where we're going to even out term or you I think it' probably be more like eight when we get there but um mark this is
   24:11  Chief step nus deputy chief Steph nus he's my fleet manager I'm gonna I'm gonna let him have a little exposure here but uh I
   24:19  no but I say six because you did write by us pretty recently but I expect it'll be more like
   24:26  eight as years go on but I'm going to turn any I don't think that's enough year to year but it's it's good enough now for
   24:35  this year I think we're we have vehicles on the our oldest vehicle in the in the fleet is a 2008 uh Chevy and po which is
   24:44  a k9 backup car and then we have some 2014's and those 2014's are pushing
   24:52  130 140,000 miles if you got in one um it's I don't even how to explain it but
   24:59  it's like a clown car the struts are bad The Creeks the seats are wore out the seats have holes in them from the
   25:07  equipment the the duty belts just wear the seats out and it just number one it's it's not safe number two it's just
   25:15  doesn't have a very good reflection we may be one of the last uh police departments in the state of Indiana still us driving an Impala Chevy
   25:23  Impala um but I think we're we're coming up on in the past we bought them as we needed them and therefore I always say
   25:32  uh we made a joke one day when we were taking some squad cars out from the street department uh marry and police department where we buy a car and it
   25:39  comes to die because we we drive them until there's nothing left of them um we have 2017's our lower end um where we
   25:49  started doing five to six Vehicles a year and then there was a couple times like we went 2017 we got five 200
   25:59  19 we got five so we skipped the year um and then we went to uh we got a few in
   26:06  20 and then we're just here and there nickel and Diamond now last year you guys were great and and we appreciate that because our fleet's going to look
   26:14  heck of a lot better and we've uh since they started the take home program it's just made the cars last longer when I started in 1995 you had to wait on
   26:23  station because we had about 13 cars here and they were they were driven uh 24 4 hours a day seven days a week and
   26:30  you never know what you were getting into you usually had to go take it and clean it somewhere from the guy on night shift or whatever so so the take home
   26:38  taking them home is is really increased how long we're able to keep vehicles and keep them safe the other thing is is we're sinking a lot of money into these
   26:46  older cars that um as everyone knows if you had your car repaired lately it takes a lot of money to keep part cars
   26:54  going um and I just I hate every time we have to sink s800 into a 2014 Chevy
   27:02  Impala that uh could be money going elsewhere and they just continue to nickel and dius so uh the 2017s are the
   27:11  Fords and they are all around 125,000 miles on them um so their life is is is
   27:19  coming to an end too which then puts us into the 2019 to 2020 Durangos that are
   27:25  starting to push 60 70,000 mil so uh anything that we can do to to get more cars is just beneficial to us and I
   27:34  think that in the long run um the rotation of the cars will will will be better because it's going to keep the cost of the repairs
   27:42  down yeah it it's got I truly believe it's going to save money in the long run because that's the way I did with my business I rotated all my equipment out
   27:50  every couple years and I didn't have repairs I didn't have downtime I didn't have all that it was just so much more
   27:56  efficient and 20 14 at 130,000 miles you guys should not be getting in a vehicle like that and that that's not only not safe for you it's not safe for our
   28:05  citizens because if you're in a high-speed Pursuit and something bust on that car it's hard tell them you know what what would happen there too so yeah
   28:13  and I know some of you might sit and think like my personal car has 140,000 miles on it but I don't drive it like these cars are having to be driven
   28:21  sometimes and there's sometimes where we have to drive them hard uh they get driven hard a lot a lot more than how we we drive our personal vehicle and that's
   28:29  the nature of the Beast it was the same way with the fire department we've talked about it for years you go from nothing to a 100 nothing to a hunt and you don't drive your regular car that
   28:38  way so yeah it's definitely a difference and unfortunately for us unlike the fire department that we're always battling back and forth in good spirits um our
   28:47  equipment is driven every day on a regular basis it doesn't sometimes our cars don't get shut off I mean they're just second shift um now we're we've
   28:56  switched shifts but second shift a guy come in at 2:00 and his car might not shut off until he pulls it in his driveway at home so uh we just we just
   29:05  can't there's there there's no way to save a police car uh other than the take-home car program helps uh the life
   29:14  of that car because uh it makes the person who's taking that car home uh have to take advant or take advantage to
   29:21  take uh pride in that car make sure it's fixed and not um not not care about it
   29:27  there's more accountability that yes yes yes uh two things so just a note on
   29:37  vehicle usage for well any City vehicle but especially the police cars mileage is always assuming that's the only time it's running kind of what you said I
   29:45  mean you have idle hours as well and so when your car is idling and you're sitting your car type in a police report um it's still using oil it's still
   29:54  moving parts so the running time for police call cars is uh significantly more than than most vehicles 100,000 M
   30:03  on a personal car versus a police car it's probably you know 125th of the
   30:10  running hours on your personal car so they're still getting wear and tear when they're at a call or whatever um the
   30:17  other thing I have on the police budget request um just out of curiosity do any of our squad cars have
   30:26  bulletproof windshields no is that something that's been looked at discussed I don't even know the cost of that um I know when the officer at
   30:34  Elwood was unfortunately his life was taken that um I did some research on that and there was about ,000 to $1,500
   30:42  a window back then because a local businessman uh donated the money Elwood has six or seven police cars unlike our
   30:51  large Fleet so but no none of our stuff uh none of our equipment has that uh Bulletproof stuff it we've even had to
   30:59  cut back to where we don't have incar radios um we had to leave cages out of some of them too which is unsafe when officers are transporting because we're
   31:08  trying to get every penny we can get and save uh for the taxpayers so um we we
   31:16  have been doing our best to keep those costs down but that would be another if you guys want to fund that I'll be more than happy to to get every one of them
   31:25  equipped that way um but that's uh yeah we don't have that right now but I'm just curious when you
   31:33  purchase a new Squad if if those can those they probably don't put them at the factory proba that after market no
   31:40  that comes as a standard police package from the factory and then any add-ons are are put the only thing the factory
   31:47  really does is put a wiring harness in there so it can be equipped by somebody else to put lights in it but they don't you can't order them from the factory at
   31:55  the bulletproof windshield correct I would say no I I I would say no on that I was just thinking what would be the net difference if you know you saved
   32:05  from the original to the new but I would be curious to know if just new squad cars what that would cost just to get a
   32:13  bulletproof windshield as you get new squad cars so over time they're all um because that's probably when you're most other than being in someone's home on a
   32:21  domestic it's probably one of your biggest vulnerabilities obviously as we've seen with off officer Noah from Elwood and I just don't want that
   32:30  to happen here so I'd be curious to know when you can look it up what that would be I will I will get that in forward it to
   32:39  you any other questions for Police Department yeah go ahead hi Mark hi how you doing just fine I you sir I'm just
   32:47  going to stick more to uh stats um of how many police cars we actually have that are
   32:54  functioning and how many we've replaced in 24 four with the arpa and your budgeted amount in your department and
   33:02  then what we did extra from payroll for the other vehicles okay if you could just go ahead and kind of give me the
   33:10  stats on that because I know we have replaced probably what 10 so far uh with the arpa money and the budgeted amount
   33:19  that you normally have for vehicles and then yet um we did uh five white uh
   33:27  police car cars uh with arpa money and then two uh specialized Vehicles which were black uh uh Dodge Durangos for the
   33:36  Kines and then with the extra money that we you guys just approved towards the end of the year we bought six more so we
   33:43  have uh seven plus six 13 Vehicles yeah and then and then we bought two we bought two detected Vehicles out of that
   33:51  money too so it's more like uh 15 uh total vehicles and our detective Fleet is is also to the point where that's
   34:00  another issue that's going to take place here soon because our detective vehicles are getting up in Miles too so and is that with your budget amount in your
   34:08  budget also because you've got a motor vehicle in there for what 160,000 for like remember I took that out yeah but
   34:15  it went into uh Board of Works didn't it we I took it out in preparation that we were going to ask for additional and
   34:23  then that'll come out of works okay and then uh the the and the total amount of vehicles that you guys have to keep in
   34:31  rotation is important is important to me what you C you talking with patrol cars and detective cars so right now we're
   34:40  we're I can give you the exact number because I have it on a spreadsheet but I don't have it right here on my head um so I can get you the exact number if you
   34:47  want the exact number um but it's we're we're right around probably about 54 at this
   34:56  moment because we we have uh been getting rid of some of the Impalas uh we donated some to the schools we plan on
   35:03  donating the rest of the Impalas that we have out there to the schools and then we've had to junk um a lot of them because they're just they're beyond sure
   35:12  uh they're rusted out where the back struts would go in so we they're unsafe to be on the street and then on your rotation Mark
   35:20  what do you uh what do you want to accomplish I know every year that we uh allocate so much money um for police
   35:28  cars but I know the chief was saying we'd like to have at least eight and I think that's going to be uh important to
   35:35  keep on schedule to keep them replaced because I know is as we replace them and then they get up in miles and wear and
   35:42  tear to keep on that schedule um continuously so we don't have to you know be set with this dilemma again
   35:50  which I think we should have always kept it on rotation like the chief had said in the past but you know with budgets and and money that we spent elsewhere we
   36:00  neglected that but anyhow if you could kind of give me an idea on that I mean I would tell you that's why he's the chief
   36:07  because he he's thinking better than me because I would say 10 okay 10 cars um I mean I want to be realistic with 54 cars
   36:15  yes you know running all but if we got into a rotation where we knew we were getting 10 cars every year then we could get to the point where we're taking uh
   36:24  those vehicles that are getting around like um some other departments when their cars get around 70 80,000 miles when they go to get new cars they take
   36:32  them in and they get money back they they get trading value on those cars right so if we had vehicles that weren't like right now they say hey do you got
   36:41  any cars you want to bring in it's like no I don't have anything I'd even I'm embarrassed to bring something out to ask you for a trading price because you're going to tell me $50 yeah so if
   36:50  we got on a regular rotation and it was a regular rotation we could have we could save a little money by um trading
   36:57  those cars in sure and I I think also on maintenance we'd save a bunch of money on expenditures on maintenance yeah I
   37:04  think that the big thing is is we all we we uh we no one's ever want to make that commitment sure uh and and that's not an
   37:13  reflection of us um we've always asked for uh a a rotating thing but we also understand that we're a city that uh
   37:21  we're not we're not the big cities we're we're trying to we're trying to live and and and be uh responsible uh responsible
   37:30  Department too but I think that that's why I would say 10 um eight eight would work but I'd ask for 10 um just to get
   37:39  on that regular rotation and start and and even if it was uh if we did it for a couple years to see where we're at maybe we maybe we do that and uh we find out
   37:49  no this is the the 10 cars and we're trading cars in we're not getting our money back let's just keep driving them and and go with the less number I I
   37:58  think that we just have to explore what would be the best and what would work out and I think that's an area that we really don't know cuz we've never done it before sure that well that's what
   38:06  concerns me because I'd like to you know keep it on a schedule some of them you said are 214 or 2014 and 2017 you're
   38:15  about I mean you've got cars that are 11 years old yes and you know with the miles that you guys put on them even 17 I mean you know and I will I will tell
   38:23  you by thanking you guys for uh your your uh turning over and buying some more cars we were able to take we
   38:30  actually took 08s and 12s off the street when we got those new vehicles so so that I mean that's how far we were we
   38:39  were going back and and making those cars work sure and the other the other fact that I want to bring into perspective on this is I I know and I
   38:48  know it's hard to estimate but the amount of cars that we lose in accidents um you know I know it's hard to estimate
   38:56  that but I do know it happens and we do lose vehicles in accidents once they get hit you know they're total or they bend
   39:03  the frame or you know they're not usable we can pull the equipment out of them but can you give me kind of a a Basics
   39:10  on how many we average losing u i mean in accidents I'll knock on wood uh we
   39:18  lost two last year to uh accidents and um we we probably average a couple at least two a year okay uh if we have a
   39:27  good year we don't we lose one maybe none but I would say it's probably more uh a more honest answer would be two at
   39:34  least two a year that we'll lose to to accidents or sure I think that has to be figured into that factor to because we
   39:42  have to replace them so yes I mean you know I know he said eight but you know if we we figure that in we're losing one
   39:49  or two out of 54 cars or 55 cars that are on the road 24/7 you know it's just a matter of fact that we're it's gonna
   39:58  happen yes so okay I appreciate that very much that's all I have sir just a couple other questions if you
   40:08  don't mind um what percentage are take-home Vehicles versus like shared Vehicles because I assume as a take-home
   40:16  it's assigned to an officer and only one uses it um once you have a year on once you're three your probation period you
   40:23  get a take over card okay um so all of our officers uh that have a year or more on have take home Vehicles okay um and
   40:32  we have we keep about we like to keep about six vehicles on the lot for what we call Pool cars which are spare cars
   40:41  because we have those things uh guy gets a flat tire in the middle of the night um a guy gets in a wreck a guy's car
   40:50  gets cold in for recall or an alternator goes out and love them to death they do us great you know we have to wait on a
   40:58  mechanic to to be able to get us in and get those parts because we don't have a city mechanic anymore for the police department so we have to take Outsource
   41:07  that and um so we have to wait on them to get those fixed so we'd like to keep a spare car because there's just some
   41:13  things you just can't control but uh um right now we would I everyone has a take them car except for the what we call the
   41:21  rookies who um I think we have four of them right now that just got out of Academy that um don't have take up cars
   41:29  okay so if say 2025 is our year to have a fantastic hiring motion and we get
   41:38  fully staffed up to the numbers you guys want then we're still going to be behind on vehicles I we're going to be right
   41:45  we're going to be right even okay um right now we're going to be right even if we get these other ones I think we'll have a chance to we'll probably uh do
   41:54  away with all the ows is the plan bring the four boards that are decent and still run and bring them on as bring put
   42:01  them on the lot as the pool cars okay because I mean I think we're looking at not only the replacement and making sure
   42:09  that we have the right amount annually but then we need to make sure that we're thinking ahead to when we have those
   42:16  additional people because one would hope some of those that we hire are laterals as well and yes you know that the a nice
   42:24  vehicle is something that encourages them to transfer our Department yes and and and I'll tell you Chief Gilbert could speak for this we've we've lost
   42:32  some candidates who when you talk to them they say well I went here because we get nice they offered me a brand new car and and this and this and this and
   42:40  that's something that we we don't we don't give our new guys brand new equipment and just we just can't do it sorry we just can't do it at this point
   42:49  well and I mean obviously because we don't have all brand new cars we can't give everybody a brand new one yeah we just like to be able to put guys and and
   42:58  and a nice car they can depend on and then uh that also keeps that keeps the maintenance down where they not uh you
   43:04  know you you have if like for instance right now we have a Ford down so I have a young kid in a in a Chevy Impala and
   43:13  probably by the end of the week he'll be like I going to switch cars because that car is not able to be ran every day for
   43:20  that long it's it's more for like finish out a shift uh wait for his car to get fixed and
   43:28  and I guess one of my other thoughts was as we're working our way through this plan and and getting towards a regular rotation then I would assume we'd be
   43:36  pulling Vehicles off that are not in as poor condition as they are right now is that kind of the hope then that that
   43:44  would help other departments because there would be Vehicles you guys would be retiring but would be better used for things like you know the request from
   43:52  community relations to have a used vehicle or other dep Ms yes and we've been we've been very lucky to be able to
   44:00  do that in the past with uh I know a few years ago we gave the building department was you guys end up coming in and bought new vehicles for the building
   44:08  department but they had all of our old hand me- Downs um but obviously we gave them vehicles that were really wore out and you could yeah you could save a lot
   44:16  of money because they could go other places we can help the school systems out you know I think we get to the point with the school system we have a really
   44:24  nice vehicle and maybe they're get to the point where they can maybe purchase the vehicle from us I'm not sure how all
   44:31  that would work uh but we would yeah it would give opportunity to put those vehicles in other places and save money

   44:53  back up on the mic Chief uh after what happened down in New Orleans over the
   44:59  past 48 hours are you concerned that uh there could be a followup of of that

   45:14  wood Anything Can Happen anywhere but I and but I I think we're a lower risk
   45:23  Target than some other uh places might be I think it would be hard it would be
   45:30  hard to do as much damage if you're thinking like a bad guy here but um you know you always want to
   45:38  I like the way you're thinking I you always want to be prepared for anything that's our job but I I again knock on wood but I I think um
   45:48  the people who try to do those evil things are trying to do inflict as much damage and Carnage as they can and I think just we're we're in the middle of
   45:56  Indiana um I think we're kind of a lowrisk Target but that doesn't mean we can't be targeted so but

   46:57  uh can you just give me a a a close uh maintenance cost on the older vehicles that we're dumping money into yearly I

   47:13  spending above and beyond normal oil changes and tires and stuff like that that just to keep them going how much we're throwing away we're I I know
   47:23  probably the average over the last couple years has been about 30 to $40,000 thank you that's that's all I
   47:31  have any other questions for Police Department chief just I am the humming
   47:38  one aren't I um one of in reading through yours and reading through some of the other
   47:46  requests I know that you were asking for the potential of a building to go on the street department property I thought we
   47:54  were going to get out without discussing that and then the street department had a request in there to expand some of their
   48:02  areas to um better for the weather the the products that they use for winter and things like that do we mayor Chief
   48:11  anyone have an idea of how some of that can be combined together so that it becomes a comprehensive area rather than
   48:20  peace mealing and and I think the request the request from the street department is evolving the salt barn and I don't know if that can be
   48:27  mixed with anything else he he can probably speak on that but I think what what Chief um Gil is looking for is just a storage unit
   48:35  essentially yeah but we one of the values it'd be a multi-purpose but one of the really critical things that we'd
   48:44  use it for we have say we have a homicide God forbid we do what we do now is we take a we have a victim's vehicle or a suspect vehicle we have to process
   48:51  that thoroughly just like you see on TV and we have to take it to a place where we can do that and take our time take two three 4 days and make sure it's secure right now we take to the street
   48:59  department in an area like you're describing it's a common area we kind of just put tape around it and hope Nobody messes with it that's not ideal so part of what we'd want to do is store our
   49:08  vehicles um that we need to start when we turn the key even in the coldest weather um the emergency vehicles our evidence van our SWAT vehicle excuse me
   49:18  um but we also have our it's not as dramatic as that we have our Johnny Law bounce house is Johnny law's car and
   49:25  that's we can't have we have to have that in a controlled environment and uh so part of I don't want to be atist here
   49:33  but part we would need a space where we have security that that's something we've been lacking for years all the time I've been on so um we we would
   49:41  really need a space that we could call our own and have as a secure area because we really have that now I mean we we the street Department's wonderful
   49:49  they if we say we need something they let us have it but it's not secure and we're in their way so well
   49:57  and some of what and I know in talking at the beginning there was um some discussion about whether or not there was enough off-site storage for files
   50:06  and things like that not just for the police department but for clerk's office and court documents and things like that
   50:14  that I just want to make sure that we're encompassing if we're looking at building a building and yes I know there would be a piece of that that would need
   50:22  to be more secure for the police department that we're not overlooking that opportunity because when you're putting up a 40x 60 building if you need
   50:30  an additional 20t of storage space it's cheaper to do it all together than to do an addition to it down the road so
   50:38  that's why I wanted to make sure that we were discussing that and making sure our mind is open we we're we're team players
   50:46  uh we'd be open to listening to any of that but but there are concerns that are unique to our our mission so absolutely we just want to be honest about that
   50:53  absolutely and there's ways to section off buildings and you know yeah to keep them secure like you said or just not even have access from one side to the
   51:01  other we're willing to discuss anything corre I just want to put that out there is while we're talking about it and whether or not you really thought that
   51:09  did that one even have a price included with it yeah it's it's I kind of didn't space um it's tucked the last Circle
   51:17  under that heading it's a 45 and I think that's a pretty good bargain and that and quite honestly I'm pretty Thrifty
   51:24  that's part of the reason there are only six cars listed because the building is basically a car
   51:31  MH from the from the financial side so and that pricing on the vehicles that was the other question I was going to ask a minute ago that's that's based on
   51:41  what we just bought the new ones for yeah roughly that's a really good number um and it's a little bit of a
   51:48  moving Target because uh Mark he he takes it for me every day
   51:56  listen how we sque squeeze another car out of this hunk of money and it's his job to do that so if Chargers are
   52:03  available we'd prefer the SUVs but if we could get a heck of a deal on Chargers and get two more car two more Vehicles we're going it's kind of a it's a shell
   52:12  game it's really kind of a take advantage of opportunity strike while the iron's hot who's selling this who's and Mark does a wonderful job of that
   52:19  and uh but but 60 we've landed on 60 is about a pretty good number that's not too low and it's not extravagant either

   53:31  second there's the design jet I know what that does oh maybe I missed it here thought there was like a
   53:40  $27,000 oh there it is the expert jet is that is the expert jet for the signs or is that something else correct yeah that's for the that's for the signs
   53:48  because typically what we have right now is just a two it's uh it's either a black or white you do the cutout you put
   53:55  it on the uh on the sign blank you you roll it you press it and it goes out the door so you're you're you're being able
   54:02  to do stop signs you have we have to order all the stop signs uh speed limit signs uh School Crossings any of those kind of things we have to we have to
   54:11  farm out the the product that you see in front of you literally is an inkjet
   54:18  machine uh that has um about eight colors that's that's on the machine that
   54:26  prints it onto the uh the high reflectivity uh background and can be done we can do all
   54:35  the signs instead of farming any of them out um the biggest thing that with the other
   54:43  product on there is it it gives us the laminator is kind of what you think it is as far as a laminator but it is
   54:51  actually graffiti uh so if someone comes and sprays uh a sign it can actually be washed off and and that that material
   55:00  is um clear it it's it's graffiti proof uh but the biggest the biggest cost in
   55:07  the number one item for that the $27,000 one is it is a multi-use where right now I'm very limited to the colors of the
   55:16  tape that we buy um and the process is a three to fstep process to make a make
   55:25  one sign where this prints it on the high reflectivity you cut it you put it on the sign you do a roll and you're out
   55:33  so it's doing basically three steps in one well for like stop signs those are pretty much standard you can pre-order
   55:42  those I mean you would necessar make stop signs sure you can but it's cheaper if you just buy if you're just buying the blank material because obviously
   55:48  you're we don't have shipping involved uh if you can buy multi uh amounts of the the Octagon blank material
   55:57  uh and if then if if we're low on on a stop sign cuz this this is the time of year we start losing a lot of stop signs
   56:06  uh then you're waiting on on them to come you see the the barricades sitting with a temporary sign on them um it's we
   56:14  can make it we can fabricate a stop sign a lot faster than just waiting on the on the either order that ordering it out
   56:22  and getting it outsourced so you know how passionate am on this on the over head signs for the intersections one one
   56:29  I'll to you and uh so the these street signs that are over the
   56:37  intersections in the city not the state highway would this be able I know those are pretty I they look small from stre
   56:44  but they're big but they're what they're large you just have to buy the the proper blank for it this would be able to handle that that would definitely be able to handle it so like at Washington
   56:53  and 30th where they need replaced yeah you could do that all in house and right now we can't do that no I'm not saying we can't I'm just saying I have one
   57:01  person that does it and as I've as I explained many to m not just to you this Council to multiple councils the
   57:10  engineering department handles the traffic Department's budget other than the payroll so we're to to fund that
   57:19  we're we're trying to figure out where within our budget that we can use to fund the traffic department so the and I
   57:26  have had conversations I think probably going forward we're going to have to figure out in the budgetary cycle how to deal with the
   57:36  traffic department by itself because it's just getting the all of the equipment that we have on the street um
   57:44  and I I did a small explanation but the control panels they're all old everything and and just trying to find
   57:52  parts uh we're going to have to start being very diligent if not as anybody knows is driving around now we have
   57:59  almost we we have five traffic signals that are down they're either from a ped crossing
   58:06  that's got a Crosswire we had one at that's out at the VA right now that we literally had to drill the the lock off
   58:16  because it had corroded and we couldn't even get into the control box so it's we have to start really thinking forward on
   58:24  how we're going to process that so this so I know we have a machine though right now what what can this do that the one
   58:31  that we have now can't do multicolor so yeah that well that and again there's one person that can handle
   58:40  the job that that would take this one person we could probably cut the time down on how fast that produces and is
   58:49  able to do it in one as opposed to if anybody gets a chance to go down and see see a sign being made it is quite a
   58:56  process the machine that we have now actually cuts it so you have to do one what the blank you have to put white
   59:03  white on the blank uh and process that then you've got to cut out individually everything that's kind of Quasi cut out
   59:12  by the by the cutting machine hand hand pluck all everything out of it fit it on the machine roll it and then if you got to do anything else whether it's a
   59:21  border or whatever then that's another process so it's a lot of time a lot of time consumption so last question then I'll get to council mcin so this machine
   59:30  could duplicate our new street signs that we've ordered to The Identical look because it's all computer at that point
   59:39  yeah it's you just you basically take a picture of what you want you put it in the app it gives it the parameters and
   59:47  and it'll it it I watched uh when when I first saw this one the when it started printing it can print on on the same
   59:56  sheet of paper let's say eight different signs in any different color so you're not doing a setup for each each individual one you
 1:00:05  could process eight different signs of a different color if you needed to so whether it be a yellow Slow Children a
 1:00:12  play that kind of sign could go with a stop sign or a street name sign that's all printed so you're not wasting as much material trying to cut it cut it

 1:00:29  um you talked about farming signs out ballpark in a year how many do you have to farm out and what's it cost per so I

 1:00:56  processed and shipped to US unless we do it in bulk is going to cost us about $160 per sign uh and that's without
 1:01:06  shipping and that's just stop sign just stop signs and that's that's probably our biggest turnover um you know right
 1:01:13  now we're in the big phase of the street name signs um but once those are all up as as President McKinley said people are
 1:01:23  going to hit those and we're going to have to remanufacture those all over over again so

 1:05:09  is and why that's NE why that's necessary and then um the fire department also has a large expenditure request as well I have them I I would
 1:05:17  like them to come do it too but mine with the controls you know our boilers and chillers are are in good
 1:05:26  shape but all the controls with the pneumatics I think I've kind of went with this with everybody they're just so
 1:05:32  outdated you you can't even really buy the parts for them um a lot of the piping and stuff
 1:05:42  the valves has been seized up we've had to go in and override just to open everything up just to get heat and get
 1:05:50  air it's either it's all on or it's all off you know some of my time is coming back in here in the evenings turning the
 1:05:59  heat on or turning the heat off because it's too hot you know I that's a continuous job that we have we can just
 1:06:07  get the controls you know the mayor could be 70 Dees in his office to be warm and
 1:06:15  our chief of staff in the next office she's 70 degrees and she could be freezing so we have to control trying to
 1:06:23  keep that level to everybody where they can control control their own and their own room is what we're trying to get at
 1:06:30  this is very important I mean especially know it's 2025 now you should you can be able to sit behind your phone or computer and be able to control every
 1:06:38  room in City Hall via the controls right now we're still dealing with the little twist T tile things that don't work for fun when you leave it's go turn one up
 1:06:46  and down nothing's going to change this just doesn't work so we we want to make sure that we were to control um every room in City Hall appropriately because
 1:06:54  it would end up obviously saving us a lot of money in the long run instead of just having full blast air on or off right now we have no control at all yeah
 1:07:02  and it's it's not good for the equipment like this you know when it's 80 some degrees outside and we have to have our
 1:07:11  air run at 100% then go back out and physically just turn the turn it
 1:07:18  off wait go back a couple hours and turn it back on we should never have to do that now you know where we can just get

 1:07:41  recent meetings is this in including with that discussion or is this outside of that how's that
 1:07:50  work this would be if we if we decided to move forward with that this will be outside of that anyway yeah

 1:10:38  one so otherwise I would need 60 and this is for roughly 40 to have one on
 1:10:45  each truck is about 32 I believe and just have some spare for incidentals and things that eventually will break so
 1:10:53  what about the ones we have now the ones we have now each bottle is um they have a shelf life and so after five years you
 1:11:03  do was called hydrostatic testing which they fill it with water and has this whole pressure for so long and you get to do you get to do that twice we've
 1:11:10  done it twice now manufactur to 10 years they're done you can't use them it's a liability if you do next year is a
 1:11:17  10-year Mark so we're at we're at the end of the life for those bottles and then for the air packs themselves they've just been used for 10 years
 1:11:25  and they're they're definitely Shing their age they wear they've got they come in a kind of a brown kind of a black like this uh thing here over time

 1:12:46  called buddy breathing that way is if a f firefighter is down the regulator the hose that comes out the pack that goes through the regulator goes through the
 1:12:54  face it has a detachable part in the middle and that way we can bring them another bottle and just attach to that air air pack in the middle and then they
 1:13:03  can breathe off of that and then that way what I'm asking for is that every firefighter to get their own regulator they'll have everyone has their own face
 1:13:11  face mask but now they have their own regulator they're responsible for the regulator the germs that they have or is in their regulator not you don't have to
 1:13:18  come in it's going to help with some of the sick time we have so I'm not breathing in someone else's cold that they had yesterday so it's just I think

 1:21:41  the nice to have versus hey this we every five years is we're usually spending this anyways well um these are
 1:21:48  things that we felt we needed the trucks that we have now uh they're older trucks
 1:21:55  uh one of them has 120,000 miles on it the other one I believe is
 1:22:01  130 maybe five they're older trucks that we would like to uh replace those for the officers because they're out on a
 1:22:10  daily basis in those trucks um the skid loader uh we use randies or down at the
 1:22:19  street department we use their skid loader uh whenever it's available and Randy always tries to make sure it's
 1:22:26  available but uh with the skid loader we'd like to get it's a forest attachment that we can go in and we can
 1:22:34  clear areas better it takes it cleared right down to the soil or to the dirt and uh it's much more efficient we would
 1:22:43  be able to get more uh areas cleaned up for instance down along the river we can take that down through there and uh
 1:22:51  eliminate a lot of that brush and everything down there uh if you notice last year we had the inmate crew down there along the River
 1:23:00  from uh Wasing Street North cleaning that all up we had a lot of compliments on that that we had done that but uh you
 1:23:09  know it was it was nice they did a really good job but with with a machine like this it'd be much more uh efficient
 1:23:15  and do a better job for us uh as far as the riding mowers uh what we do is uh we
 1:23:24  have a contract with the inmate work crew uh over the sheriff's department it's our responsibility to furnish uh
 1:23:32  riding mowers uh for them to use uh on their daily mowing chores that we send them
 1:23:39  out uh as you might recall last year uh the uh inmate crew mowed roughly 5,000
 1:23:48  Lots in the city and uh uh we had a lot or fewer calls from people people complaining because we had them out more
 1:23:57  we did buy uh uh two mowers uh we went half with the uh Sheriff's Department on
 1:24:05  one of the mowers then we bought a mower ourselves so uh we're obligated to make sure that we uh provide those mowers uh
 1:24:14  to continue the service however there's times where we could use a mower ourselves in Code Enforcement to be able
 1:24:22  to have our guys go out and do some of the smaller Lots uh and uh it'd be a
 1:24:29  little more efficient maybe for for our guys rather than having to go and pull mowers from the uh workmate crew to use
 1:24:37  uh it just be a little more uh uh efficient we did take this year and we
 1:24:44  did buy two new trailers for the uh uh workmate crew to use and so uh we're
 1:24:52  we're trying to advance ourselves the best we can on on those things uh on the
 1:24:58  uh oh I'd answer any questions on those I intentionally didn't put the price on these uh because the price vary through
 1:25:07  as we move forward the prices vary you know we we get a good rate on mower say
 1:25:13  for instance a $15,000 mower last year we got it for a little over 12,000 I had
 1:25:20  a conversation with them uh before I made the list out prices are going up they don't know the exact amount they're
 1:25:29  going to go up so we're going to be paying more on that and I I'll be more than happy to uh get you a price on that
 1:25:36  but uh you know prices keep going up out at Western Dodge or not Western Dodge but Mike Anderson Dodge uh you know we
 1:25:45  we have found that the best prices we could get in the city was through Dodge out there uh having talked to uh uh
 1:25:54  uh uh Spencer Bunch which is a settlement out there uh you know the prices change on those on a a monthly
 1:26:04  basis pretty much so I didn't want to put into our thing an estimate on what it's going to cost until uh I knew that
 1:26:13  uh we were going to move forward maybe on this uh so those those are the things
 1:26:20  that we're talking about uh on uh the code enforcement uh
 1:26:28  uh you know those are the three things that as I sit down with the officers in Code Enforcement those are the three
 1:26:36  things that they thought was the most important to them as we move forward what brand mowers did you
 1:26:45  usually use Jerry uh we use xmark uh the reason we use xmark is
 1:26:52  because they basically service our equipment out there and in the past if we've had issues where we have a mower
 1:27:00  that we purchase out there and for some reason it goes down or something they've given us laner MERS to use to continue

 1:36:26  concrete I mean it Heats concrete up absolutely so if we redo it are you going to still use a a block base is it all right or uh actually it'll be a
 1:36:35  different Block Base they'll kind of Stack so when they do start to deteriorate you can pull that block and replace that block it'll have a still
 1:36:42  beam structure with like the tarp over the top so that we can back in I I've seen that yeah yeah so when they're dumping the salt for us they can back in
 1:36:51  dump it it's not out in the elements till we get to it okay the way we dump now um it dumping in the parking lot we mix it with the old salt and put it
 1:36:59  right back in so that'll just go directly in correct and the the main thing is the barn we have now only holds 400 tons we're contractually bound with
 1:37:08  compass through the state for 800 tons a year and if I don't use that 800 tons or
 1:37:16  they don't deliver it I pay that fee plus a $22 a day storage fee for them to store it will this new one hold that much or no yes sir it'll hold that much

 1:37:32  drops it can back in it's all undercover when we go to load it same way it doesn't expose it to the ground will it

 1:43:13  out there for about a month straight and just watched and Rain hell sleep snow cold like people are playing pickle ball non-stop to the point like if it rains
 1:43:21  they'll like squeege you off the court and then go play again um that's how serious it is so it's used at a very high rate and then in comparison to the tennis courts when I was out there they
 1:43:29  weren't used at that same rate so I think that the two tennis courts will suffice that use and right now we don't
 1:43:35  have enough pickleball courts to um accompany the amount of demand we have for that
 1:43:48  sport question on the maintenance buildings um it says new Maintenance building building um is this going to replace one
 1:43:57  one going to be torn down yes sir um the existing building we call it building number two um it's been up for since the Park's
