excited to have them here tonight um maybe the whole team I hope is here uh 3:52 we're just really excited to have you here um if you all want to just go ahead and come on up and I'm going to say a few things come up and just kind of 4:00 stand behind us here yep you got to you're on the stage so you got to come 4:07 all the way up everybody wants to see 4:21 you you can just squeeze in kind of um if you weren't aware the women's 4:39 volleyball team at Indiana Wesleyan are now back-to-back national champions so they are the 20124 national 4:47 champions yeah the na IIA national champions uh for 2024 and 2023 as well so uh back to 4:57 back and we're just so proud of of them I mean Indiana Wesley is integrated into the fabric of our community and uh we 5:05 should recognize these major accomplishments for you know any of the uh the teams whether it's athletic or 5:13 academic um we should be recognizing and uh I just really appreciate you all coming tonight I did do some research 5:21 and um and tell me if I'm forgetting and because I was trying to give all the accolades and recognition as I could um 5:29 so you're also the crossroads league tournament champions as well right Sergeant 11:34 Bennett you in the audience back there there you are I was looking at the seated area um Sergeant Bennett if you 11:41 want to come all the way up here welcome appreciate you 11:53 coming I'm just going to sit back down and talk for a second so um Sergeant Bennett is has been with the Marian 12:00 police department and uh I did ask Chief Gilbert to kind of write something for me because obviously Chief Gilbert 12:08 probably knows you better than me and um can give us some insight into your career so I'm just going to read what uh Chief Gilbert gave me it says Dave 12:17 Bennett joined the Marian Police Department in 1995 which began a distinguished career serving people on the front lines many 12:25 of the years spent working the overnight shift protecting Marin at as most slept in addition Sergeant Bennett known 12:34 as DB served as a detective in the narcotics unit and was promoted to Sergeant as well during his career 12:41 Dave's always calm demeanor even in the face of Crisis disorder and danger was extraordinary and appreciated by his 12:49 Partners Sergeant Bennett treated citizens with respect regardless of their station and life criminals included Dave always kept a smoke and a 12:58 light ready even when he didn't smoke himself to offer intense situations to calm agitated people down and it worked 13:06 nearly every time just a few of the many examples of Stellar work include solved an armed robbery within 20 minutes of 13:13 the call being broadcast dealt with a man brandishing a large knife who demanded DB kill him DB 13:21 was able to convince the man to accept help without harm the man was a veteran saved the life of a man he observed through a window with a cord around his 13:29 neck who was trying to hang himself devie breached the door and was able to remove the cord from around his neck saving the man's life apprehended a 13:37 suspect who broke into a residence and attempted to sexually assault a juvenile Sergeant Bennett was the quiet understated voice of experience and 13:46 wisdom to every single rookie and Veteran who joined the MPD family since 1995 still despite his calm demeanor his 13:54 Partners always knew that Sergeant Bennett would have their back in a fight or any dangerous situation even at risk to himself congratulations DB you be 14:03 missed Chief Gilbert so I very well said Chief um so how many years did you have 14:10 on 29 and about three months 29 and about three months so that's a long career do you want to share what are you 14:18 doing next what's your next part of life appears I'll be babysitting Grand kid 13 grandkids and babysitting there you go 14:27 yeah for free right looks that that's very nice of you yeah yeah sounds danger Dangerous yeah well maybe some of these 14:35 trying situations over the last 20 29 and a half years will help you with that babysitting so uh with the patience so 14:42 we appreciate your service to the city very much um 29 and a half years is a long time to serve as a police officer 14:50 um the world's changed a lot in 29 and a half years I'm sure you have uh just the job has changed the world has changed 14:58 and we appreciate you your dedication to our department and our city and um there's just no words that can show the 15:06 true appreciation we all have so we did actually uh fly a flag over city hall yesterday on inauguration day and we'd 15:14 like to present you with that flag for your retirement so been hiding it up here underneath so just want to give you this flag and appreciation of your 15:22 service that was flown over City Hall on inauguration day and Martin Luther King Jr day and any 15:32 other day might appreciate you app anything You' like to share any words you want to share 15:40 uh it's been it actually has been quick it does not feel like it's been 29 years there 15:49 are days that just seems like it was yesterday I started you know I I've met most of our new recruits and I feel that 15:57 the city's going to be in good hands Chief gber does a good job in managing everybody we do our best to Train 16:05 everybody and I I think the city is going to be a good hands we appreciate it thank you so uh I would accept a motion unless there's questions or 17:53 discussion I just had one point that um in reviewing the CL claims I did notice that there 18:00 was uh payments in there to Regions Bank on the um Debt Service for the cafe 18:07 Valley Tiff bonds and so the information that I got back from the controller's 18:14 office said that they were several payments because of the A1 and the A2 bonds um but one of the questions I had was 18:22 regarding that's the just so that I understand that's the full payment that we owe um and that's being paid out of 18:30 the taxes collected for that Tiff area aside from the shortfall that we've been discussing the last couple 18:38 meetings as far as I mean that's coming out of the um Tiff District see Dana here um probably want to ask cor I don't 18:47 want to misstate well and that's where I was that's why I was kind of cautiously saying what I was looking at um I just 18:55 wanted to make sure since that was timely des and what we were talking about that we understood that what those 19:02 payments were for and um and how they were being funded yeah I did see those those are I mean they're part of that 19:09 whole thing um but you know that's coming out of the the Tiff District 19:17 should be yes other than the shortfall other than the amount that's not been recouped 19:24 yet because the shortfall would come out of General wouldn't it that no but I will defer that to the controller's 19:33 office to give a more precise answer I will do that I just didn't know if anybody else them or do the question have the answers we would have to appr I mean if it was going to come out of a 19:41 different fund we would have to appropriate for that anyways um but that's yeah we defer the I just don't want to 19:50 misstate the account numbers and all that I don't have it pulled up in front of me but uh I do know being on the Redevelopment commission that is part of 19:59 part of those bonds was the best I can give you right now any other 20:07 questions great I would accept the motion Mr President make a motion that 20:15 we accept the uh cons agenda for the 20:24 entirely second we got a motion by yes and moving into committee reports do we have any committee reports councilman 20:57 calill we had a a uh committee uh with the traffic commission uh meeting today 21:04 and we met um there was a a lady that uh was wanting at 14th in Adams uh it's a 21:11 three-way stop there at the stop sign she said that there's been a number of accidents there and Captain tile from the uh Mari and police department pulled 21:20 up the records and we've had four accidents there in a little over two years which isn't considered a lot um if 21:27 you have five accidents one intersection a year that's considered so it's pretty well under that and um so we voted to 21:36 leave it the way it is because she wanted more signs up and sometimes when you do that and you put more up it's more congestion it's more people get you 21:46 know like you may get somebody coming the other way it's just it makes it more problems than what it's worth So based on the evidence that we had we just 21:55 voted to leave it the way that it is at this time thank you for that any other committee 22:03 reports councilwoman Divine um the Mary and the utility committee or um 22:12 Service Board met last week and they did their new year elections to elect the 22:20 chairman and vice chair which I believe they kept the same um they gave more updates on which were the same for the 22:28 srf projects which are being paused due to the to the weather they said except for the lead line Replacements they're still working on those um they talked 22:38 about the long-term control plan and the detention t u tank and the process being started with us about vacating Clark 22:46 Street which I know is on our agenda today um they gave an update on the next level Trails talking about moving fire 22:54 hydrants and um some service lines and they said they were working on doing that because they want to replace the 23:02 lines before we start new Asphalt in the in that area so I know they're working I assume with the city as well to keep 23:10 working on that um 23:20 see um doing some um Capital Improvements to some of their buildings as well 23:29 and um talking about cold weather reminders to make sure that um everybody's dripping their faucets if they're against outside walls or in 23:37 areas where they're not have as much heat as maybe expected to try and avoid those uh frozen water pipes 23:47 um and that was pretty much the basics of the meeting and the um border Works 23:53 did not meet this morning so all right thank you so much uh I will 24:01 add um since you brought it up I was going to talk about the end of meeting but with the freezing potential freezing 24:09 pipes uh with people dripping I know some people might be hesitant to drip their pipes because it's going to cost money um but if you're not aware I I 24:19 wasn't until recently but you can actually email or contact the utilities and they can give you an a drip 24:25 adjustment on your bill and the email email address is customerservice Maran utilities.com and 24:33 you can email them just give them your name address or account number and they can put a drip adjustment on the bill so if you're hesitant because you're afraid 24:41 your water bill is going to go up definitely reach out to utilities ASAP and request that um if you're not good with email um or have problems just give 24:50 them a call or stop in their office so just want to add that so thank you any other committee reports 25:00 vice president for I go ahead yeah the uh uh development committee uh met last 25:06 week on uh the tax 10year tax abatement for Cafe valet and uh all of the 25:13 representatives from uh Baker Tilly and barn thorberg and Cafe Valley and the economic development uh committee were 25:22 present and explain in entirety the uh 10year tax abatement on the equip 25:28 equipment and that uh that was received well we asked a lot of questions and um 25:36 they are retaining 700 jobs in Maran and adding a 100 new jobs with the new uh 25:43 equipment that they're going to install and uh the development committee gave them a favorable recommendation they'll bring it back to the full Council for 25:52 their vote thank you for that any other committee reports yes yeah go ahead 26:00 councilman Marsh I'd like to report as the school board Le on that I was able to attend a school board meeting last Tuesday um it was their first of the 26:08 year they installed uh their officers and a new uh board member Gabe dogado and uh so I got to sit through and 26:16 listen to what's happened in the school board uh sounds like things are going very well there they um talked about their financial footing and they seem to 26:25 be in very good shape so that was good to hear and so I've made my introduction to them and uh we've got the doors open so if they have some things that they 26:32 want to us to be aware of they're going to reach out to me and let me know so well I greatly appreciate that thank 26:41 you South Clark Street second reading and public hearing an ordinance to vacate a portion 27:05 of the 200000 Block of South Clark Street from 2002 South Clark Street to 2009 South Clark Street and adjacent 27:14 alley to the east in the city of Maran Indiana the Maran M Municipal Utilities currently owns all the real estate 27:23 bordering on both the East and West sides of Clark Street on the east and west sides of the portion of Clark 27:31 Street to be vacated as well as the subject alley to be vacated the purpose of the proposed 27:38 vacation is to allow the installation of a combined meeting any council members have questions for 35:14 Randy or Randy is there anything you'd like to add with with I'm excited about adding this because it'll bring our 35:22 Gardens back to the signature series um if you any of you guys are familiar with how used to be we were in magazines we were well known throughout 35:31 the United States we got away from that this position will help us bring that back and we can start 35:38 adding seasonal flowers different ideals to our outside Parts as well not just the gardens um it will allow us to bring 35:45 back programs for younger generations to learn how to garden what flowers are native to Indiana which ones are not plus older generations to uh get 35:54 together and garden out at the parks I do have a question um is this a type of position that requires a 36:02 degree in in my opinion yes because you might know flowers but this holder culturist would know how to maintain 36:11 those flowers throughout our environment plus which ones we can plant that will survive which ones won't I I'm not a 36:18 flower guy I just dig the holes but as working with this individual yeah I think it it would require that because 36:26 I'll just PL something yeah you know and then all of a sudden Indiana weather doesn't survive 36:33 it yeah councilman Clin thank you will the person beyond the degree will this person be certified as a Master Gardener 36:42 yes will be and what what basically is the job 36:53 description plant expert yeah yeah I will actually get that 37:00 description and send it to every one of you you're welcome I have a Randy with this um like where we like where somebody's coming into into the city 37:09 from like 37 18 9 15 like we have the signs welcome to May will we be able to like to me that's a 37:18 huge thing and that kind of goes right in line with the mayor's 2.0 type at the city that's your first impression coming in will they put flowers around that and 37:26 make that attractive looking as was that part of your plan or yes sir okay um like I those ones plus like I said our outside Park can start adding more 37:33 Beauty to those um we have a lot of space in our outside parks it's pardon the term it's dead space that we can start beautifying that too for those 37:42 neighborhoods for for years it's just been concentrated in the gardens but with with talking with the mayor and the chief of staff we want to add that to 37:50 our outside parks as well there's no reason for the inner city neighborhood parks to not have all that too 38:00 the other question last one what do they do in the winter that's when they actually plan the beds um they get the 38:06 flowers ordered um they don't really work out in that Garden per se but they redesign the beds every single season 38:14 what flowers can go where which ones go together that type of thing awesome thank you any other 38:24 questions now since I know this is a Sal since we're amending this we and and you are a right a skateboard or BMX and want to provide input to the design of uh this potential 40:32 skate park it's not funded yet we're just trying to see what it's going to look like and what it's going to cost um there is a survey that hunger Parks has 40:40 put together for us that you can go online and complete and put your information in and just provide details of what you would like to see in a new 40:49 worldclass skate park um so just check social media uh I've posted it hopefully the mayor will share 40:58 that right because everybody follows the mayor already on Facebook just wanted to say happy birthday to councilman Kane today is his birthday so not only 41:22 yeah not only did he come out in the cold for this but he came out on his birthday for this so uh we other council members with announcements yes councilman 41:44 Whitten um yeah I I would like to uh invite everybody in the Marian Public Library this Friday from 6: to 7 p.m. 41:52 the Indian Motorcycle preservation Society is doing a historical presentation there and uh it'll be like 41:59 a museum area um there's a lot of great history in Grant County and in Maran um dating back to the early 1900s um so 42:08 it's a great time to celebrate some motorcycle history get out of the cold and visit the library join us the library or the History 42:17 Center great question Mr just check Facebook there you go I I'll post a flyer on my uh Facebook 42:26 tomorrow and I forgot I did have for those that might be watching online or that are going to watch it online I did have the 42:35 give your skatepark design public input 42:51 so that's all I have any other council members with announcements Mr McKinley I would like to congratulate yourself Mr 43:01 Morts and uh Maran High School for the unbelievable uh night we had Saturday 43:07 night uh to bring back the entire uh starting lineup from The 1975 Maran 43:14 Giants 50 years ago so they're well into their 60s all those 43:21 basketball players um we had all five of the starters that's impossible to do uh when uh three of them don't even live 43:30 anywhere near here and they all came back and uh we're honored um I thought that was quite a uh special evening 43:38 especially considering that all those years from 1926 to 1975 Maran did not win a state championship and had about 43:47 five times that bill fer about had a heart attack after a loss and I started working with him in 72 it it was it was 43:55 just great to see all those guys back and probably won't see them back again because David K Scott and Doug Harris 44:02 both live in Carolina and so we had we had some people that came a long way for that event and I know you were there and it was very special evening so 44:10 congratulations to Maran high school for what they did for those youngsters well thank you for bringing that up yeah it was the 50y year anniversary um and then 44:19 we're also featuring the 1985 state championship team at the next Marian home game uh I think it's February 1st 44:28 that's very close yes whatever that sat we' got about 13 Road games in a row right now we're trying to get through 44:35 yes uh so we are featuring one more team at the high school the 1985 championship team so uh yeah people are welcome to 44:42 come to any of the games I'm just that obnoxious voice behind the microphone in the gym so
