evening and welcome to Maran common council meeting today is 1:46 February 18th at 7 pm in Maran City Hall I welcome everyone here a nice audience tonight and I'm going to begin by 1:54 calling this meeting to order and we're going to begin with prayer tonight from pastor Matt Trexler from the river church here in Maran pastor Matt if you 2:03 just want to make your way to that microphone hit the thanks for the privilege that we have to uh make decisions uh about our city and 2:25 for those that you've put in front of us to uh to lead the city along with our mayor and all the other leaders from the fire department the police department 2:34 the parks department engineering and Roads and thank you for those that have been clearing the roads in our city for the past few days and keeping us safe 2:42 but God we know that this Earth that we are a part of is all yours and that everything in it according to Psalm 241 2:50 is yours and all who live in the city of Maran and all who live in this great country that we call America that we 2:57 call home it's all yours God you you founded this Earth You founded the Seas You established the waters and you and 3:05 so God who can Ascend your Mountain God we know that only those who stand in your holy place and so God we're thankful for the privilege we have 3:13 tonight that we serve a God who loves us we serve a god who's willing to stand beside us you sent your son to die for us and so we praise you for that we 3:21 thank you for that and that we might live with hope in the midst of what are trying days in our country and and tonight's Community Spotlight I hope they are in the audience Linda and Mike 5:35 are you here there you are okay I didn't see you earlier awesome Linda's here Linda come on up to the 5:43 front and tonight's Community Spotlight is going to be Jake's antiques um hopefully everyone in this 5:51 room that lives in Murray knows about Jake's antiques come all the way up here you I told you you got to come all the way to the front and um Jake 6:01 antiques um is a wellestablished business here that really Linda and Mike you bought the the the business what a 6:09 year and a half December 23rd of 23 y so a year and two months so they purchased Jake's antiques long established 6:19 business here in Maran but um they're taking it and running with it and um making improvements she talked about I was there the other day with my mom 6:27 helping pick up some stuff um um and it was just overly impressed um just the layout in there I've been in there it's 6:35 been a while I don't really I don't do that kind of shopping my wife does but um she would talked about they're going to put some new sighting around the 6:43 building and just really do some improvements and when you're a small business that's a huge investment just to put siding on a building and it's 6:51 really your own money and yeah well yeah because right now we uh we fixed uh the roof down the end down there so we 7:01 weighted that down there Sid and it's red and siding with blackp and I'm 7:10 excited because it's to take about a year yeah to do the whole building it's GNA look amazing it's going to look fantastic and I mean that's a really 7:19 really old building um so it's a lot of work and maintenance but I hopefully when you get all that work done it'll be less work in maintenance um but really 7:27 it's uh the the buiness business around forever but about 30,000 square ft in there correct I mean not only is it 7:35 30,000 ft but they have to pay to heat that and cool it I don't even want to know what the bill is yeah um but also 7:43 how many vendors do you have there right now it's between 72 and 75 wow 72 to 75 vendors so not only are we featuring 7:50 Jake's antiques but really what it is it's almost am I wrong when I say Consignment or no it's a a vendor based 7:59 so vendor based yeah so each Booth is one vend certaines certain amount they 8:05 pay a commission yep and um so it really gives an opportunity for our locals to 8:12 buy and sell um so it's not just Jake's antiqu at 72 to 75 other we'll say small 8:19 sole Proprietors small business owners um that really really helps the community and it's it's an excellent resale shop I'm telling you what if 8:27 you've not been in there you got to go in it's air conditioned it's heated um it's comfortable and uh they just have 8:35 something for everything um so if you're needing anything for your house go in there and check them out so I just 8:42 wanted to feature Jake antiques they do have a website Jake antiques marian.com they're at 1440 West wiona Avenue 8:49 literally right off the bypass um is right now we're working on the signage yeah we got to fix a sign that 8:57 had down from WEA and 9:03 yeah Radio St saw that yeah um it's exciting it takes time because do you do 9:11 the inside or do you do the outside of the building and so it's I don't know 9:17 just it's a learning um Mike and I have never done this yeah it's a thing that we both love there will be headaches of 9:26 course anything like this and Mike's not here because he also works at General 9:32 Motors okay so eight years cannot wait because he wants to be there full time yeah yeah well good well uh we just 9:41 appreciate you guys taking over the business and and just improving on it the previous owners did a great job but essentially you're managing 72 other 9:48 business owners too in a way right kind of yeah so you're getting um taxes yeah software involved yeah it's pretty 9:57 intricate so well we appreciate thank you for coming tonight we wanted to feature you so um we always want to get a photo so if we get the rest of the 10:05 council in here and um Marty if you could get a photo for 10:28 us e 11:04 yeah my mom's a regular Shopper there so it I'm the one with the truck in the family so everyone with the truck in the family know what that means so I'm the 11:12 transportation guy all right uh always a pleasure uh doing community spotlights okay moving 11:20 on to City employee Spotlight and let me get that for people at home are City and 11:29 Poley Spotlight tonight is Lisa mclung where you at in the audience there I did talk to you I saw your photo here and I 11:37 was like I'm pretty sure that's Lisa uh this is what they gave me at City Hall So Lisa mclung is a 11:44 longtime city bus operator Lisa you have to come up front you you don't you don't 11:51 get to escape um come all the way up here to the front if you could hey perfect 11:59 come on over right over here and um So Lisa has been with the transit for 19 12:07 years right and um as it says on here uh Jeff Edwards who's our director of Transportation uh she's been with 12:15 marrying transit for 19 years has driven fixed routes Ada buses and vans her heart is with Ada Transportation she's 12:23 very caring and loves helping those in need of assistance she demonstrates exceptional work ethic and consistent AB ility to go above and beyond Lisa is a 12:31 true asset to transportation in the city of Maran and in her spare time she enjoys spending time with her family and grandchildren so those are comments uh 12:39 directly from Jeff so thank you Jeff such kind words um but tell me in 19 year what what's kept you doing it for 19 12:47 years besides needing a good job I like the weekends off and I'm a people person you know my mom always said you don't 12:55 know a stranger and I like helping people a lot of on Ada are people who just want their independence they need 13:02 to go to the grocery store they need to go to the doctor and just doesn't cost them anything yeah you know a lot of times when they call live streams or some of the other Serv they don't show 13:10 up for so it gives them Independence so you're not just operating a bus but your 13:17 people's Lifeline to work to the store and uh Medical Services obviously 13:24 the city providing that but I imagine um you know when people get on the bus and you have regular writers you establish 13:31 those relationships and people look forward to that and and I know just in the work I do outside of here that 13:38 sometimes that's their only exposure you're the only person they see that day person just like everybody else and they want somebody to talk to and they want 13:46 somebody to care yeah well and I imagine that's um probably part of the reason that you're being highlighted today is just 19 years that's a long time to stay 13:55 in a job these days um 19 years of dedicated service um just driving the bus driving the routes and taking good care of our 14:03 constituents that use the bus so we just really appreciate you appreciate your service to the city hope we get another 19 years out of you um but if not at 14:12 some point I'm sure you want to retire um uh anything you want to share anything you want to add my son's a city work to police 14:21 officer yeah I recognize him not because I got pulled over by him 14:25 [Laughter] 14:27 though there there's a lot people that need to be represented in our system so there's a lot of us who's been here a 14:35 lot of years that need represent yeah well and I knew you know I didn't know you specifically but I knew I'd heard 14:42 there were some longtime bus drivers and longtime employees in transportation and I reached out to Jeff and asked him I 14:49 said give me a give me somebody that we can highlight that just put in a lot of time and dedication 14:56 and had years oh wow oh yeah and a couple guys had 15:05 DIC yeah well we're happy to have you tonight hopefully in the future we can get some other transportation workers and U appreciate you bringing your son 15:14 into the mix of city and public service um just make sure if he's behind you you're not crossing the center line or 15:21 anything like that so no you want to get pulled over on the the bus I'm try to use that card if I can oh yeah good deal we want to appreciate your service too 15:29 um and maybe one day hopefully we can Spotlight you so I have my uncle and my aunt and my two best friends with me out here too great daughter and my grandson 15:38 the stuff you bring we like to but uh those are that's my favorite part all right moving 17:53 into the consent agenda for the approval of minutes consideration of pre-approved claims and consideration of 18:00 claims uh open to any questions concerns if there are none then I would entertain a motion Mr President I move that we 18:09 approve the consent agenda second motion by use 18:37 your mic I was nervous so good call okay and moving into committee reports do we have any committee reports 18:45 we'll start over here with Council when Divine we had a board of Works meeting 18:51 this morning um it was a very brief one the uh board talked about um um and had 19:00 uh one of the City properties at 812 West 12th Street um was sold to one of 19:07 the Neighbors near that property so they have uh purchased that lot for the 19:13 average of the V of the um appraisals thank you I was like what's that word it's gone um and then they also gave a 19:22 an update on one of the unsafe structures they have decided to it was one that had been given some 19:29 continuances for work to be done on and had found that not much work had been completed on it so they went ahead and 19:35 upheld the um the order to go ahead and demolish and that was on 26th Street and 19:43 that was the whole meeting great thank you so much any other Council report or committee 19:51 reports I'll give a quick update um it's we'll say it's kind of through the Redevelopment commission but it's on the 19:58 skate park for the city um currently so we had a survey that went out for the skate park uh public survey we had 98 20:06 responses from we'll say active skaters bikers and 44 responses from the uh 20:13 we'll say the non writing Community um great great responses so the company that's doing the design 20:22 consultation is hunger skat Parks they are compiling all of that information all the responses and um they will be it's 20:31 probably here in the next month or two I'm hoping to schedule a public meeting that we will broadcast and announce to 20:38 have members of the community come out and have input for features designs on top of what have already has been submitted they are putting a preliminary 20:46 design together based on the initial survey feedback um and then from there once we get a final we'll say final design then 20:55 we'll know the price tag and then we'll start seeking funding and and raise money hopefully for it so skate Park's moving along um we're looking at putting 21:04 it at Hogan park there uh on Valley Avenue by 14th um where the current skate park is so quick update on that 21:13 any other committee reports great all right we're going to move on um normally we would go to 21:20 unfinished business um I am asking the council to consider the first item in new business first and move it to the 21:29 very beginning it's the confirmatory resolution for Cafe Valley um Chris grizel is here to speak on that um just 21:38 has multiple meetings tonight and was hoping maybe to to get this at the beginning so we can get to the next meeting and of course 21:47 um as a city we're probably getting build by the hour so we might save a little bit moving us to the front too right uh yeah so anyways I'm asking the 21:56 council just for consensus everyone okay moving this to to handle it right now perfect great thank you so we're going to go ahead and move that new business 22:05 confirmatory resolution to right now and that confirmatory resolution um it's under new business 22:12 it's kind of an old business category on Cafe Valley that stuff we've already approved last meeting but it's a resolution designating certain property 22:21 as an economic revitalization area authorizing abatement and approving statement of benefits for Cafe Valley uh 22:28 and then speaking Chris grizel and there's an executive summary Adam clerk on February 4th 2025 the common 22:37 Council for the city of Maran approved an economic development agreement with Cafe Valley whereby Cafe Valley agreed 22:46 among other obligations to invest not less than $2.3 million in new 22:53 manufacturing R&D logistic distribution and it equipment if the city would 23:00 authorize a 12-year enhanced personal property tax abatement in the amount of 100% of personal property taxes assessed 23:09 on the new equipment additionally on February 4th 2025 the council approved a de 23:16 declaratory resolution designating certain property as an economic revitalization area upon conclusion of 23:25 tonight's duly noticed public hearing the council May approve the confirmatory resolution establishing the economic 23:33 revitalization area and authorizing the abatement welcome good evening President 23:42 McKinley members of the council thanks for your consideration and moving this up on the agenda tonight um as the clerk 23:49 summarized uh this is the final step in the abatement process for you tonight so you may recall in our last meeting uh this Council approved the econ Economic 23:58 Development agreement with Cafe Valley which outlined the abatement structure in the process and then procedurally you took the first step in approving the 24:06 declaratory resolution which establishes the economic revitalization area and allows you to authorize that abatement 24:13 so tonight we've noticed a public hearing upon that uh conclusion of the public hearing if it's your will to 24:20 approve the confirmatory resolution that'll finalize the process uh for for your purposes of of wrapping up the 24:28 abatement we'll then send uh all final action over to the assessor and the auditor's office for processing so with 24:36 that before we open the public hearing I'm happy to answer any questions that you may have on the finalization of this 24:43 process great thank you any council members questions great and uh this is the one 24:53 you said we do have this is the one with a public hearing you got it so
