They are sectional champions this year. Um you don't want me to comment on the officiating. 6:16 Uh we're tight lipped on that. Um but anyways, just very proud of our Maring Giants sectional champs and um put up a good fight at regional. So just wanted 6:25 to kind of honor them away tonight with our background. So and moving into community 6:36 spotlight tonight. We are spotlighting Michael and Ronnie Contrarus. Let me get my people at home dialed in here. 6:50 Okay. So, tonight's community spotlight is Michael and Ronnie Contrarus. Um, Michael with Unstoppable Clothing and 6:58 Ronnie with Nails by Ronnie. Um, I actually know Michael 7:14 and Ronnie. today are graduates of Marian High School. Um, Michael enlisted in the United States Marine Corps and um 7:22 served four years as a Marine, still is a Marine, right? Yes, sir. And uh served with my stepson as well. And so we got 7:30 to visit you sometimes when we went out and a little side story is that um him and I are both on a rap song together. 7:38 Um believe it or not, he's a little bit of a side music producer. So uh my voice is on a rap song. It's a very a little part because I'm horrible at it. But uh 7:47 anyway, so they served four he served four years and really she did as well. I mean she spent four years out there and um you know they served together in a 7:55 way right and decided to come back to Marian and make something and um both of them are little entrepreneurs. So uh 8:03 they both have are located in the Boston Hill Center. Um, Michael has this Unstoppable clothing brand that he's 8:11 doing very well with. And I have my own shirt I'll show. It's This is a lot He has a lot of different versions, but Unstoppable. It's a lot of like 8:20 motivational type stuff, but it's pretty cool, too. A lot of cool swag he's got. 8:25 So, that's my shirt. But, um, and then Ronnie is a professional nail technician. Is that what we I don't know the term, but uh uh she doesn't do mine. 8:36 So, um, but anyways, yeah, so they're both small business entrepreneurs here in Marion, and that's what we want. We want people to, you know, try and start 8:44 businesses and be successful and, uh, thought what a better way than to try and promote them and support them here at the council meeting. They both have a 8:51 website, so if you're watching at home or if you're here, you know, their websites are up on the screen. And they both have Facebook pages as well for 9:00 Unstoppable Clothing and and Nails by Ronnie. So, I just want to open it up to them. Um, I will give you the floor, Michael, and then Ronnie, however you want to do it. 9:11 Talking to Michael so people at home can hear you. All righty. I got to stand close to it. Yeah, sure. All right. I'd like to start off by uh thanking all the 9:20 council members in the city of Mary for having us here tonight. It really means a lot to us to be here and share this moment with you guys. My name is Michael 9:28 Contrarus. I'm the CEO and co-founder of Unstoppable, a brand built around motivation, inspiration, and help people pursue their passion in this world. 9:38 Unstoppable was established in uh 2019. 9:40 It was when uh my uncle and I set out to create something bigger than ourselves and something that could help make a difference in other people's lives. And 9:49 from the beginning, we had dreams unstoppable to be um up there with the big brands, but not only for the name, but for the difference it can make in 9:56 the world. But in 2021, I faced one of the most hardest challenges I've ever faced in my life. I uh lost not only my business partner, but my uncle who was 10:05 more like a brother to me. And without him, there would be no unstoppable today. Um his passing took a toll on me. 10:13 And for a while, I didn't feel like I had the strength to move forward. There was literally a motorcycle accident right in front of 11:41 us and so you know we we share a little brotherhood there being motorcycle rescuers. So um anyways just a lot of 11:48 fun stories. So appreciate you guys coming. Speaking of city employee spotlights, we are spotlighting Whitney Gilbert tonight. And I'm going to switch 13:23 it up for my people at home. All right. So, Whitney Gilbert, where you at? Come on up here. She sat 13:30 all the way in the back. Has to do the long walk there. 13:45 So, those of you that noticed, we had Whitney Gilbert on the last council agenda, and we had full intentions to to 13:52 spotlight her last time, but something major happened in your life, right? Um, do you want to share with everyone 13:59 what's going on and why we missed you last time? Um, last week, a week ago today or two weeks ago, um, my son left 14:07 for basic training, so we had to go get him shipped off and see him off and so now here we are. That was a big event. I 14:16 don't It was way more important than being here. So, um, so we first of all, before we get anything, just really want 14:24 to, uh, you know, thank your son for, you know, going to boot camp. Thank you. And for wanting to 14:31 serve our country. So, I'm sure I've been through that a little bit with my son going to the Marine, so I know where you're at right now. It's a roller 14:39 coaster of emotions. So, but you're going to be extremely proud and have a ton of emotions when you go to his graduation. Absolutely. But let's talk 14:47 about you for a minute. So, uh Whitney has been with the city how long? It'll be 10 years in September. 10 years in September. Um, that's a it's a long 14:55 time. And it's a long time because you're not just serving the city, you're serving different administrations. 15:01 There's a lot of things that change and um, so to to stick through it all for 10 years. We really appreciate that. Um, I 15:08 did get a a nice little write up. Um, Michael H. Hots, who was our corporate counsel. Um, you know, any city uh 15:16 employees follow, I always kind of run it through supervisors and I even talked to the mayor about it and um they were all just two thumbs up. But I want to 15:25 read this real quick. It's uh a little windy, but I'm gonna go fast. It's uh it's in Michael hot says, "It is my honor and privilege to write this letter 15:33 in recognition of Whitney Goberg, who has been an invaluable member of the city of Marian team for many years. 15:39 Whitney has served the city with unwavering dedication, initially working in code enforcement before answering the call to transition to the legal 15:46 department as a legal assistant to me as corporate counsel and administrative assistant to the chief of staff. In this role, she works closely with me, playing 15:55 a critical role in efficiency and effectiveness of our legal operations. She's my right hand in so many things. 16:03 Whitney's professionalism, organization, and diligence have set a high standard within the city. She has seamlessly navigated the complexities of 16:10 litigation, contracts, and sensitive information with the utmost confidentiality and discretion. Her role extends beyond the legal department. She 16:18 actively supports and integrates initiatives across various city entities including code enforcement, Marian city court, the board of public works, the 16:27 redevelopment commission, the planning department, the mayor's office, and many other critical bodies within the city of Marion. Her ability to implement and 16:35 manage crucial behind-the-scenes work ensures the city business is conducted efficiently and effectively. Despite 16:42 having only recently stepped into the legal support field, Whitney has demonstrated an exceptional ability to produce pragmatic and resultsdriven 16:50 solutions, making her an irreplaceable asset to the legal team and the city as a whole. Beyond her professional skill set, Whitney is known for her 16:58 generosity, teamwork, and servants heart. If a poll were taken among city employees, I've no doubt she would be recognized as a beloved colleague known 17:06 for her willingness to assist and uplift those around her. Her leadership, work ethic, and character make her a shining example of excellence in public service. 17:16 As I submit my recommendation, I do so with immense pride, though admittedly with a bit of hesitation. Whitney is such a valuable member of our department 17:24 that would we jealously guard her from being pulled away. However, it is only fitting that she be recognized by the city council for her exemplary service 17:32 to Marion. Um, this is a report from the de 22:23 Marian Board of Aviation Commissioners from their March meeting. And there's one piece of good news and one piece of 22:30 less than good news. The good news is that the new approach lights are installed and they're ready for their 22:38 FAA flight check. And the other news is that the fuel system both the fuel farm 22:45 out there both projects the jet fuel and the other uh the deadline for bids came and went and there were no bids. So 22:54 they're going to advertise uh they're going to readvertise. They're contacting businesses that might be interested and 23:01 from what uh we were told there's been some confusion leading to the hesitation. There's been some confusion 23:10 about the effect of potential tariffs and particularly steel and such and that's the board of aviation 23:18 commissioners report. Thank you for that and either committee or liaison reports. Councilman Calg. 23:31 Uh we had a traffic commission meeting earlier today and the two issues was um at Garfield and Nelson right there. We 23:39 had a citizen that lives right there at that corner who's wanting to put up a three-way stop because he says people are just running through and speeding. 23:47 And the problem is just one block back there's a stop sign already. So 23:55 sometimes it can create even a bigger issue putting stop signs where people's not used to them and if they're running the other ones. So we kind of tabled it 24:04 and uh Captain TD is going to do some research and see how many accidents and ticketing and things like that if it's 24:11 been a real issue. So we'll bring that up next month after he has some research. And the other one was um they 24:19 want to make uh from Bond Avenue based it comes all the way into Washington. They want to make that an 24:26 emergency snow route because they have an ambulance at Washington Township. So they're wanting to when it hits the city 24:33 there make that an emergency snow route and we all voted um favorably to send it to the council. So we'll probably get it 24:42 next meeting or so. But I think that's important that we do do that because they'll that ambulance will need a way to get in and get to the hospital as quick as possible. 24:54 Thank you for that. 24:57 Councilwoman Divine, you have a committee report. If you twist my arm, just a little one. Um the border works 25:05 met yesterday and um quite a bit of the meeting was uh through the police 25:12 department. they were doing their promotions. The chief left. Um the so they were going they were recognizing 25:20 all the promotions that had been done but had not been gone through the border works um in the last I would say probably the last year. So it was it was 25:28 a nice um event where they um did the deputy chiefs, the captains, the detectives, lieutenants, the sergeants 25:37 and their families came in and and so that was that was very nice presentation. Um the transport 25:46 transportation department came in and was talking about uh updates to a policy regarding medical qualifications and prescriptions. 25:54 um that my understanding is as part of the federal grant they had to do make sure we had a policy in place and that 26:01 it met certain standards in order to you know how the government likes to not us of course likes to give um lots of 26:10 guidelines on what we need to do. So that was my understanding on that. 26:15 Um there was a discussion about the skid steer lease uh for the building department um and that was 26:24 that was favorably approved. I think they were doing a four-year lease, two-year, three year, three-year lease. 26:31 I wasn't even close. Um, and then we they went back over a variety of unsafe structures. Um, they did approve 26:40 demolition of I think four of those and the rest of them they wanted to hold on and they wanted to do an additional review of the structures and the 26:49 paperwork behind them and and pictures and so forth and make sure that um I kind of what I was getting from the 26:58 border works was making sure that we're targeting the worst of the worst so that if the money starts to run thin towards 27:05 the middle to the end of the year that we're hitting the worst of the worst versus every single one that's come through and so they're they're wanting 27:13 to take deeper looks into those properties. Um I did not attend the 27:20 utility services meeting last month because I had a swim meet that was at the same time. I believe she sent out 27:28 minutes from the previous meeting with the agenda that's for the meeting this week. Um but she said that it's been 27:35 fairly uneventful. They've mostly been working on um on customer requests, talking about the the um the updates to 27:45 where they were discussing about having the water allowing the water to drip to keep from freezing pipes and they would do adjustments. And then because of the 27:52 weather things, most of the projects were on hold. So, it's just been a fairly quiet time for them. um she 27:59 anticipates after this meeting this week, then things will start rolling again and projects will start going again and um we'll get more updates as we go from there. 28:10 All right, thank you. I'm going to start with resolution 5-2025. 28:27 a resolution authorizing the filing of an application with the Indiana Department of Transportation for a grant 28:34 under sections 5311 and 5339 of the Federal Transit Act as amended. 28:42 This council resolution authorizes the mayor and the Maran Transportation Department to apply for 2026 federal and 28:49 state operating and capital expense subsidies the city bus system has received since 28:57 1980. These grant funds are administered by the Indiana Department of Transportation for over 40 public transit systems statewide. 29:08 This council resolution is one of many annual administrative requirements for receipt of such grant 29:16 subsidies. Current combined federal and state operating expense subsidy ratios allow reimbursement of up to 75% of 29:25 operating expenses. Current federal capital subsidy levels for vehicles is 80 to 85% 29:32 of capital cost. Speaking Chuck Martindale. Good evening. You know, Jeff Jeff Edwards, the transit director 29:50 is here as well as Pam Lemming, our office manager. So, we have our backup here. Also, if you have any detailed questions that they can answer. Is this pretty much identical to last year's or is there anything substantially that's changed? 30:05 No, it's about the same and we haven't received any guidance as far as any changes right now. The application will be, you know, will show up online 30:14 through INDOT's database on Friday and it's due in the middle of May. So, we have, you know, a number of things we do between now and then uh to get it in. 30:25 And uh basically, as Miss Goodman said and you know, As far as what we know from INDOT, it's going to be the same categories, the same same. 30:38 So, we are receiving uh we've ordered Jeff's ordered two new buses this year and we got a grant capital grant in 30:46 addition to our operating grant for this year for two new buses and they're going to pay the feds are going to pay for 85% 30:54 of the cost of these buses this year because all of our buses are equipped with for handicapped accessibility. So, 31:02 we're looking forward to get them and put them in the fleet. They'll replace two older units. This year we're receiving 840,000 31:10 of federal funds just at 300,000 of state funds and that makes up about well 31:17 as last year 2024 that re that those funds reimburse 71% of the cost of Marian Transit and we we assume it's 31:26 going to be about the same time same thing this year. So Marian transit's highly subsidized. 31:34 All right. Thank you. Any questions, council members? 31:38 Go ahead, Councilman or Vice President Ford. I'd just like to make a comment to Chuck and Jeff. Your organization and 31:46 your professionalism down at that department is just amazing. 31:50 It's probably one of the most organized, professional, cleanest departments I've seen in the entire city. I've been down there and went through it with Jeff and 31:59 and with they bring the buses in, they wash every single bus, they sanitize every seat, every roll bar, every grab 32:08 bar, then they take them in to the mechanic shop. He runs through and does a complete I don't know, it's probably 32:15 100 item safety checklist when they're in there. Even if it's just to change the oil, it is so impressive, you would 32:22 not believe it down there. The tool crib is locked up. He's got tires ready, mounted, aired up, ready to go. It It is 32:31 just phenomenal the organization and professionalism of that department and the cleanliness. I mean, if you haven't 32:38 been down there, you should take time to go down there and look at it. I mean, it's just so systematic and organized. 32:45 It just blew blew my mind. I couldn't believe it. So, I want to commend you. 32:49 Thank you very much on on the way that you run your department. 32:54 And thank you very much. Appreciate it. 33:48 Moving into general ordinance 5-2025 amending ordinance 3-2025 first reading 33:55 an ordinance fixing the maximum salary of appointed officers and employees and annual payment of flex dollars 34:03 $250 to non-contractual full-time employees of the city of Marian Indiana for the year of 34:12 2025 Marian police department is taking the necessary steps to modify our current model for the civilian security 34:21 personnel in order to increase the safety of staff and the citizens who enter city hall from employing all 34:29 part-time positions to a model that funds two full-time positions and three part-time positions. Speaking police chief Dave Gilbert. 34:40 Welcome, Chief. Thank you for coming. 34:42 Mr. President, members of the council, thanks for having me and taking your time. I'll try to be as brief as possible but still explain. I sent an email to your work email. So hopefully 34:50 you got that. I didn't do a portfolio. I thought it was a pretty simple project. 34:54 But in in a nutshell, we want to try to modify the the method that we're using to staff the entry point and security in 35:02 the entire building. Um what we're doing right now probably isn't working the way we'd like for it to. We're funding all part-time positions. I think that part 35:10 of the part of what that does is limit the people who might be interested in the job. I think pay is probably part of it, too. But for whatever reason, we're having trouble staffing those 35:18 effectively. Um, right now we have three and a half. Uh, one person, the young man who is manning the station right now 35:26 is kind of a a floater. He he comes in and helps us when he can, but he's not a full-time part-timer. Uh, and then we have, uh, we have the other staff that 35:35 we just try to make it work. Uh but it just sometimes like Deputy Chief Bush is in charge of that on our behalf and it just seems like sometimes we're 35:42 struggling to man the post uh be consistent with it. It's it um I know Councilman Klein mentioned he he he 35:51 visited one day pretty recently and it was unmanned and that's unacceptable. We don't want that. So uh this may not be the solution, but I think it's part of a 36:00 solution. Uh, I just want to go from the full part-time model to two full-time positions and then the rest of the staff 36:07 would be part-time positions. Right now, we'd say three, but we'll evaluate when we roll it out if you approve. Uh, I think it provides the opportunity. I 36:15 gave you a listing of things I think would benefit. Uh, more consistent coverage throughout the week. uh the opportunity, the ability to do roving 36:23 patrols in the upper floors, uh to respond if there is a disturbance somewhere with more than one person and to respond without leaving their entry 36:31 point unmanned, if there's a a fuss upstairs of some sort. Uh just more consistent coverage and not put us in 36:40 crisis mode every time someone has to take take a day off for being sick or something like that. So, for all kinds of reasons, I think it it behooves us to do something different to try to improve 36:48 that service. Um, we're we're operating on a skeleton crew right now. I think I think by offering a full-time and a part-time position, I think it'll uh 36:57 also make the position maybe more marketable where more people might be interested in doing the job. Uh, it's 37:04 sparse responses when we put the job out for for uh for any interest. And I think if some people may have I I can't say 37:12 for sure, but I think some people may have said, "Hey, part-time part well, actually I can give you a little uh testimonial. We interviewed a young 37:20 person for a police job just today." And uh uh he he said, "Listen, if I don't get the police job, is there anything I 37:27 can do here to get my foot in the door to do?" And of course, we mentioned the security position. And uh when we we said, "Well, it's it's part-time." He 37:35 said, "I I really can't do I have to support my family." and uh and he's getting paid the same dollar amount of money where he's working now, but he couldn't take the pay cut for the part-time. So, if we had the full-time 37:44 position, we could have said, "Hey, if it was open, we could have could have had an opening right there of filling that in." So, for all kinds of reasons, I think it's a good idea. So, with that, 37:52 I sent you the package. Hopefully, you had a chance or not the package, but the email. She's my neighbor, too. 38:23 But anyhow, um the only the only question that I have I I think that you have one now that you uh ran through uh 38:31 reserve status for the police department. Am I correct? the mayor's security guard. My only question is if 38:38 you're going to have two completely full-time, are you going to run them through a reserve program, would you prefer to do that also with them being 38:46 security guards? It it's it's possible, but it won't be mandatory. Okay. Okay. 38:51 Uh we would probably play that by ear to see who the candidate was. And u I'll give you an example. We we you commented 39:00 back about the person I mentioned on my email who came and worked with us and left. Well, he's a retired police officer. It wasn't necessary to do that. 39:06 Um, in most cases, it wouldn't be, for example, the young man who's there now, he's not even 21 yet, so that that probably wouldn't be a good fit. But if 39:14 we had the right fit and it was a candidate we thought would do that and showed interest. It's a lot of responsibility, we'd consider that. It's a lot of a lot of responsibility, a lot 39:23 of training, quite honestly, some liability that we would assume as a city. And so, we I think we take that on a case- by case basis. Okay. The only 39:31 other question I have is, and you probably remember this, on the uh metal detectors, we started that with the court. The city court purchased those to 39:40 put those metal detectors out. I'm uninformed. I don't I don't if you remember that. No, I wasn't. Michael H. Hot. Hot, I believe, was the one that initiated those metal 39:49 detectors, and they paid for that out of the city courts. I noticed that. My only question was I I know we did away with 39:56 the the full-time baiff for the city because we had some problems with that and the county brings over the prisoners, but I notice there's still a 40:04 part-time baiff in the courts and allowance for that. Do you guys still monitor the court during court session? 40:11 Actually, uh not under normal circumstances. That's outside of my Bailey Wick. We don't uh Okay. I didn't know if the security guards would take 40:18 that position during courts. Um but moving forward so like next year um controller GP um was very helpful with this. If we would continue 41:09 this structure into next year our 2026 budget estimated would go up about 41:16 $39,28046. So, um, we would have to figure out that portion of it when we go through budget process for next year. 41:24 Um, but I just wanted to make sure we knew that number before we committed to hiring people. So, um, and it could be 41:31 something where we just have to if if it's an even budget, we might have to pull from one spot to continue to fund this for the next year. As long as 41:40 you're okay with that, if we need to pull money from some other initiative to continue paying for this, I'm sure you 41:48 get creative if we need to. Um I just want to make sure we're not committing to this and then Yeah. budget process. 41:54 We're like, "Oh, by the way, we got to take this on for next year." Rebar Development LLC and the Ridge Group LLC entered into a certain project agreement with the city 43:36 of Marian and the City of Marian Redevelopment Commission that provides for the development and construction of 43:43 the project containing approximately 42 one-bedroom and two-bedroom units and approximately 43:52 2,968 square ft of commercial retail and restaurant space along South Adam 43:59 Street. Due to certain flood plane development issues, the developer had has asked for certain deadlines to be 44:07 extended necessary to remedy these matters with federal and state agencies. Um 44:33 and as you may recall, we we came before this body and and approved a project agreement in August uh regarding the development of the River Rocks lofts. 44:43 And that project is ongoing. uh through the due diligence process uh the developer uh and the city have have run 44:51 into an issue regarding the flood plane uh and are working with uh FEMA uh on the rectification of those issues. And 44:59 while we have a path forward uh with those, they are running against some of the timelines in our original project agreement. So we had a due diligence 45:07 period that was going to expire in March. We had a outside closing debt that was going to expire in May. And so 45:14 we're here before you tonight uh with a first amendment to the project agreement to extend those deadlines uh both the due diligence period and the outside 45:22 closing date to the end of this year simply to allow us uh the coordinated process to work with the federal and 45:29 state agencies uh to rectify uh these survey issues and the flood plane issues necessary to allow rebar and the ridge 45:37 group uh to go vertical on the project site. So, no other terms of the project agreement are changing, but with that, I'm happy to answer any questions, and I 45:46 know that Shelby's happy to answer any questions as well. 45:50 We appreciate that. And I like what they're doing this year going by council districts. So we're going to start with 47:06 council district 1. And basically that means if you live in council district 1 on April 12th, um you can put those 47:15 items at your curb. They need to be at your curb by 9:00 a.m. on the 12th. And the city crew would come around and they're going to pick it up all weekend. 47:24 If they don't get you to that day, they'll come back on Monday depending on how much is put at the curb. Um, just keep in mind there are some some 47:32 limitations. No construction debris, yard waste, tires, TVs, paint, and burn barrels, but all the other junk can go 47:39 to the curb. Um, but that's just curbside. The rest of the city can deliver and take their items to the 47:47 central pickup location that is at um uh the citywide maintenance department from 9:00 a.m. to 2:00 pm. 47:59 So, if you live within the city, you can drop uh bags and large items off. 48:04 They're going to have you show an ID to show that you actually live in the city and prove your address is where you live. Uh but this is the first of six 48:13 total cleanups.
