We pray, Father, for just a great meeting, Lord. We pray for unity 1:21 in our city and amongst our leadership, God. Uh we thank you for the direction that our city is headed. Uh tonight, Lord, we especially want to thank you 1:29 for again just the the country that we live in. And for those that are in the council chambers or watching at home might have noticed that the backdrop uh for the council 2:53 meeting tonight includes a photo of the Maring Giant cheerleaders who we are featuring on the community spotlight. Uh 3:01 o I'm going to go ahead and invite the cheerleaders up to the front here. Right off the bat, all the cheerleaders have to come all the way up front. 3:08 I don't know if Coach Bell told you you're going to have to do this or not, but uh this is part of the routine. Just kind of line up evenly on both sides. 3:19 Yeah. No stunting back here, please. Uh it's major liability. 3:27 Yeah, there you go. Perfect. 3:30 Don't worry, we're not grading how even, but you guys look fantastic. 3:35 Uh, ladies, thank you so much for coming tonight. Uh, gentlemen, I was trying to find you as well. Um, tonight we're featuring the Marian Giant cheerleaders 3:43 and for a lot of good reasons. Um, one, if you've never been to a Marian game, you should. And if you go to a Marian 3:52 game, especially any of the games where the cheerleaders are there, um, they're just always there smiling. And I don't think a lot of people realize how much 4:00 effort goes into being a cheerleader. Uh it's not for everybody and there is constant practices. They practice all 4:09 the time through the summer uh even during uh the school season, sacrifice a lot of time. They travel with the teams. 4:17 They go to the away games. Um and it's a lot of time and commitment and it's a lot just to be in sync to do the moves. 4:25 There's a lot of us that probably wouldn't be able to do that. Uh yeah. 4:31 Um but anyways, we're just really proud of them because they also are a UCA trophy winner and what that means is so 4:40 they have a camp every year um uh from UCA and the the camp this year was at Marian High School and not every cheer 4:49 team is a trophy winner and so um based on their performances and how well they worked together they uh were a UCA 4:57 trophy winner and the significance that is is that when If you're a UCA trophy winning cheer squad, that actually makes 5:05 you makes you eligible to uh cheer at halftime for the Cheeit Citrus Bowl, which is a big deal. It's December 31st 5:14 of this year. Um and so that makes them eligible to cheer on the field at halftime of the Citrus Bowl. And so we 5:22 have um five cheerleaders from the team that um uh are going to try to attempt that trip, but it's not free. It costs 5:30 money and um they've worked so hard. Uh I think all five are you all five seniors. How many are seniors and 5:37 juniors and that that are going to the citrus bowl? 5:42 Sophomores, two three seniors, two sophomores. So there's just different um grade ranges there. But uh it actually costs money 5:50 and it's through UCA and they have to pay for that. They get special uniforms. They have it's a special trip for them. 5:57 they did get to go explore Disney a little bit as well as part of the trip. 6:01 Uh it is a sanctioned trip where they actually stay with uh the UCA individuals. So there's five of the 6:08 cheerleaders that are uh going to attempt making that trip so long as they can uh fund raise and make enough money. Um and we're just really proud of them. 6:17 And uh just use this opportunity as well to say if anybody wants to contribute to these cheerleaders that are going to the Citrus Bowl, um they'll take donations 6:26 from a dollar to um I don't know, $1,000 if you want. It's $1,500 for each cheerleader. That's not including 6:33 flights. Um the parents of the cheerleaders have said that they would be willing to do cover the flights and 6:41 hopefully maybe as much as they can on the actual uh trip costs as well. But uh they are uh taking donations. They're 6:49 going to try and do some fundraisers as well. But um um you know what a great opportunity for Marian Indiana to be 6:56 represented on a national and I would even call an international stage at a major bowl game and we could say Marian 7:05 is represented on that field at halftime. Um it doesn't happen all the time. I think the last time some cheerleaders were represented was in 7:14 Hawaii. Correct. Um uh was it a halftime show for that one as well or what was that? 7:20 It was a international cheerleading convention. 7:22 Oh, it was just a cheerleading convention. But yeah, so it's how often do you get to cheer at an actual halftime show for a bowl game? So just really proud of you cheerleaders. Many 7:31 of them I've seen grow up um through the years whether it was just uh the little cheerleading at the YMCA and now to see 7:39 them all um at Marin High School and grown and just doing a phenomenal job. 7:43 So, um, anything you, uh, would like to say, Coach, uh, Tajabel? 7:50 Um, come on up here. Would you like to share anything about the cheer squad? 7:54 Uh, sure. I'll, uh, keep it pretty brief. Um, I am extremely honored, um, for us to receive this community 8:02 highlight. So, thank you to you, all the other council members. Um, but I'm extremely proud of the student athletes 8:10 behind me. um they champion in what they do when it comes to cheerleading, but they're also champions in the classroom. 8:17 And they also all operate um with high integrity and um high character. I never 8:25 have to worry about the girls. I know that they're going to go out in the community and be um the young people that they should be and um set a good 8:34 example for those around them. So for me to all of you wonderful individuals behind me, I'm very proud of you. And I 8:41 also just want to thank um the community um and supporting um the cheer program. 8:47 This is my seventh eighth year of coaching um for Marian. I am a Marian um alum class of 07 and I cheered as well 8:56 and so cheer has been a big part of me for a very long time and I am extremely proud of the program and thank you for your support. Uh, I just want to 12:36 say, um, you know, David Slusher and I have talked many, many times, and, um, he has 12:43 been wanting to get you, uh, on the city and police spotlight for quite some time, and I cannot tell you enough how 12:50 much he he tells us, as council members, me, how much you mean to him. Um, if for those that don't know, Ruben is the building and grounds assistant. 12:59 And, uh, basically there's only two people in that department, and that's David Slusher, our our supervisor, and 13:07 then Ruben, uh, literally his right-hand man. And, uh, I'll just share the words that uh, David shared with me. He said, 13:14 "For the past three years, Ruben has been a vital part of the maintenance team here at city hall. I sincerely thank him for the dedication and commitments here at city hall. I know 13:23 some days coming in at 5 and 6 a.m. to clean, paint, shovel, snow, etc. He is always right there to help me. It has 13:31 been my great pleasure to see him grow the last three years as a great co-orker and a young father. I'm lucky to have such a great co-orker like him on my 13:39 side. I just think that speaks volume to David to just call him a co-orker. I mean, here's his supervisor, but they literally work hand in hand all the 13:46 time. Whether it's getting here early to make sure the sidewalks are shoveled and salted so the other employees coming in 13:53 are have a safe passageway in or uh just the last couple weeks I've been walking into city hall. He's out there in the 14:00 heat um staining wood and u basically a lot of the things you see in city hall, a lot of the improvements. Um, Ruben's 14:09 hands are literally involved whether it's painting or cleaning or Hi. 14:15 [Laughter] 14:17 Uh, but he's done a phenomenal job and, uh, we just really really appreciate your dedication and your professionalism, too. Uh, even if you 14:25 run into the hall, he's always very professional and smiling and, um, that that speaks volumes to your character. 14:31 So, thank you so much, Ruben. Third reading. 17:11 We are pleased to share the 2026 budget for the city of Marian. This budget reflects our continued commitment to the city's mission and long-term goals. Our 17:19 administration's top priority remains providing excellent community services and showing appreciation for our employees hard work and dedication. We 17:27 are pleased to present a balanced budget for 2026 and anticipate maintaining our cash reserve balance. Speaking Mayor Ron Morel. 17:35 Um good evening council. What an honor it is to see you all again. Um we are have worked very hard myself and all of our team has worked very hard on this 17:43 budget and you guys have been along on this process. Now I think this is meeting number five on this and I want to thank you for working hard with us and uh through the long hours and the 17:51 meetings and all the things that come uh along with passing the budget for the city of Marian. Thank you. 18:55 Moving on to the Grant County Public Safety Operations Communications Board uh for the one and only Marian Common 19:03 Council appointment. Uh just as a refresher or maybe people that weren't watching at previous meetings, um 19:10 council does get one appointee to that board. It's basically what we call central dispatch board. Um as uh we had 19:19 a Paul Thompson the third on that board previously has resigned. um last year is what I found out and previously it was a 19:27 lifetime appointment. Uh and us as a council we've discussed making that a four-year appointment and um I think 19:35 that would probably best move forward every four years. This comes back in front of the council. Um but we did have five resumeumés submitted. 19:44 Um those names were Justin Faw, Ray Dudley, Elijah Bilby, Tiffany Smith, and 19:51 Cassidy Morardi. All five applied and submitted a resume. Uh I believe we have three of the candidates here tonight. Um 20:01 I know Tiffany Smith, I talked to her earlier, wasn't able to make it tonight. And I don't know if is Cassidy here? 20:08 Uh there was no phone number on the resume, so I had reached out to email and didn't hear back. So um I didn't hear anything back from Cassidy, but she 20:16 did apply and both Tiffany and Cassidy are eligible. Of course, they did follow the rules and submit their resume on time. Um, but it looks like they won't 20:24 be here tonight. Um, the other three that uh are here tonight, we're going to go in order of which they applied. So, 20:32 what's going to happen is each candidate will come up to the microphone. They'll have two minutes a piece um to just 20:39 share who they are, why they applied for this board, and why we should select them. So, have two minutes. At two minutes, I will cut you off 20:48 respectively. And then uh when all three candidates are done, then we will go around and vote. And basically the way it's going to look is like we've done in 20:56 the past, each council member is just going to state the name of the person they're voting for. If there is not a majority vote, um then we'll dwindle it 21:05 down to the um the top vote getters and then come back around if need to. So 21:13 after each candidate speaks for the two minutes, we'll open it up so council members will be able to ask each candidate questions if needed and wanted. The microphone is yours. 21:54 First I want to thank the council for allowing me this opportunity. U my name is Justin F. I live in the 3800 block of uh Starky Drive in the city. Um I've 22:04 been a police officer for almost three decades now. Um approaching 30 years here. Um I did uh the biggest bulk of my 22:12 time 21 years for the city. Um reached the rank of captain. Um and currently uh 22:19 I am a uh police officer for the prosecutor's office of prosecutor investigator uh for uh the elected prosecutor Scott Hunt. Um as far as my 22:28 education, I have a bachelor's degree from Huntington University. I have a master's degree from Capella University in public safety administration uh with 22:37 a criminal justice uh concentration. Uh I'm a graduate of the 250th session of the FBI National Academy 22:45 and I feel that uh I can bring um lots of different attributes to uh this 22:52 position. Um I first uh when in 1997 when we first hired on the police department dispatch was at the city of 22:59 Marian and uh all the police officers when a dispatcher called in sick or uh they needed coverage. Uh Mr. Calg 23:07 shaking his head. Yes. The rookie on the totem pole uh got to go in there and uh dispatch. So I've been on the dispatch 23:14 side of it. Very tough job. Um unsung heroes. They're the lifeline to uh fire 23:20 and police. Um, I feel that, um, uh, being a supervisor at the police department, I was able to, um, uh, see 23:29 that side of it. So, I just think seeing both sides of it, being a part of it, that I'll be able to make some good policy decisions. 23:37 Great. Thank you so much. Uh my name is Ray Dudley. I've only lived in the Marian community about two years now. I uh took 24:17 over the uh director of public safety for Marian Community Schools. I've been there for four years now. Um unfortunately uh the gentleman that I 24:26 took over for was uh Brian Sharp who tragically passed away, but I knew Brian previously. Um I started out my career 24:34 in law enforcement 36 years ago. Like this gentleman, I've been around for a little bit. Started out in Hartford 24:41 City, Indiana. From there, I went back home to Delaware County where I spent 24 years, the last four years of my time at 24:48 Delaware County. I was the sheriff of Delaware County. I retired in 2019 and then uh went over to uh Muny 24:56 Community Schools, was their director for three years, and then moved up here to Marian. Um during my time uh as a 25:05 sheriff, I was the uh president of the E91 in Delaware County for four years. 25:10 And then after that, I was appointed through the city of Muny as their appointee for three years after that. 25:17 So, I've got some knowledge of E91 and its operations. Um, and how important it is for the city to have a table at the 25:26 seat because we all know that uh the city and the county don't always get along and it's nice to have somebody there fighting for our public safety 25:34 officers opposed to the county public safety officers. And as a whole, it's really nice to see that everything goes pretty well here. I mean, I think Mr. 25:43 Hicks does a wonderful job um running that over there. And uh I'd like to see that continue because public safety is one of the most important things here. 25:52 And I've I've got to meet the uh directors, not only of the police department here, but also the fire department, and they all really care 26:00 about this community and what and I just want to be a part of it. I'm Elijah Bilby. 26:30 I live in the 500 block of East Marshall Street here in Marian. I'm a lifelong resident of Marian. Grew up here. uh families all from here work here. I'm 26:38 currently employed with the Marian Health Police Department. I'm the assistant chief of police. I've been there for 14 years in various capacities. Uh last year and a half 26:47 assistant chief um ser and then in that role I've served as an EMS dispatcher part-time. Uh been 26:56 involved in policy development revisions, that kind of thing. Uh, college-wise, I have a degree, associates degree in criminal justice. 27:06 Um, I think what I could bring to the table is the systems running pretty well now. 27:12 Mr. Hicks does an amazing job at Central Dispatch, but just to keep it forward thinking, keep things moving, keep up 27:20 with new standards, new trends in public safety in the industry, and be able to keep it going in a positive direction. 27:27 Um, that's about all I got for you guys, but I keep it short and sweet. 27:32 Great. You're just going to state the name of the individual you would choose or uh I know it's a really tough 28:22 decision. I can probably speak for everybody here. Uh, but you're going to name that person. Um, madame deputy clerk, if you just keep tally of 28:32 uh the votes for each candidate and then um as long as the council agrees um 28:41 as long as that person gets the majority of the uh members present. So there are eight 28:47 members and so um we'll just we'll see how it goes. If we get if that one if the first round somebody gets the 28:55 majority of votes, then that decision's made. 28:59 Yeah. And the person that gets the lowest amount of votes will drop if we don't have a majority vote. So, and we'll just kind of go around and see how 29:06 the first round goes and make that call as we go. So, Mr. President, can you please uh remind us who the three candidates are? 29:14 Technically, all five candidates are eligible. Uh they all followed the rules and submitted the resumes on time. Three that were here. He has worked dispatched firsthand as he has 30:00 said and with his experience. Um, you know, I'm just want to let you know that I'll be voting for Justin Paul. Thank you. 31:42 And I would I would say for Mr. Dudley, Mr. Bilby that are here tonight, um there are other opportunities where we're not the only ones that appoint to 31:50 that board. I'm not sure what other entities appoint, but uh there are other entities that um appoint to to make up that board. So, we just have the one. 32:00 So, um I would agree that all three that were here tonight were extremely uh qualified and we would we'd be in good 32:08 hands with either one of you or any of you. The 48:26 proposal aligns with the comprehensive plans criteria and received a positive staff recommendation. Moving into general ordinance 26-2025, bonds for parks district. First reading. 56:02 An ordinance approving the issuance of bonds of the city of Marian parks district and related matters. On October 6, 2025, the park re park and recreation 56:10 board of the parks district of the city of Marian, Indiana adopted a resolution determining preliminarily to issue special taxing district bonds in one or 56:19 more series in an aggregate principal amount not to exceed $2 million to finance the construction, acquisition, renovation, installation, and equipping 56:28 of improvements at various parks in the district, including a new municipal skate park on the and southside food truck. Speaking mayor Ronald Morurell. 56:36 So, um I I'll go first and speak from the high level and vision if you and I have the financial advisor and lawyers and economic development team to clean 56:43 things up if you need more um if you need more detail. But um so essentially what this is, we know we passed the food 56:50 and beverage tax and um that gave us the uh the funds to be able to go after these projects. This is a one of the methods that we're going to use to um 56:58 expend those funds. So the parks had this bond. They can clean the date up for me if they need to, but I believe it's in 2005. And this original bond was 57:05 to build um the splash house and the um friendship corner. Um so this bond was coming to an end at the end of this year 57:13 and instead of us letting it um roll away, we were able to use um this as a method to be able to execute the Southside food truck park and the uh new 57:23 um skate park that was passed on our food and beverage tax. So this is um not um an additional additional funds or anything like that. This is just the 57:31 method that we're going to use to uh have the food and beverage tax to pay for these these two projects. And from a vision standpoint, we had our Elevate 57:39 Marion meeting yesterday, which was a um a public information session that included these two projects and well I think about five other ones and we had about 50 people show up which was great. 57:49 Um and these were all very wellreceived and um it was such an honor to be able to present this Elevate Marian vision. 57:55 And so this is this is what this is. And then um the rest of the team is here if you need any more like how it works legally or financially. Um, that was the 2005 bonds. We're a 20-year issuance. They were refunded in 2014. 1:00:06 So, we're at the end of that 20-year period. Um, so this is really issuing a new obligation. Okay. um based on where current market rates are. I 1:00:15 think if we're to go to, you know, one of your local banks, um the Indiana Bond Bank has a great program for debt of this size and current interest rate would be right around three and a quarter percent. 1:00:24 Okay. 1:00:24 Um so hopefully, you know, rates will hold here in the next couple months. 1:00:27 Okay. An ordinance approving bonds for Marian Utilities. An ordinance concerning the construction of additions 1:04:23 and improvements of the sewage works of the city of Marian, Indiana. The issuance of revenue bonds to provide the cost thereof. The collection, segregation, and distribution of the 1:04:31 revenues of said sewage works. The safeguarding of the interest of the owners of said revenue bonds, other matters connected there with therewith, 1:04:39 including the issuance, notes in anticipation of bonds, and repealing ordinances inconsistent herewith. 1:04:45 speaking Mary and utility director Robin Schrader. 1:04:49 Good evening and welcome. Thanks for hanging around to the very end. Sorry, I must have turned it off. 1:04:59 Well, thanks for uh allowing me to share with you this evening. Um as part of our ongoing long-term control plan that's mandated by the Indiana Department of 1:05:07 Environmental Management, we're ready to begin our next major project. As such, we need your blessing on this bond 1:05:14 ordinance in order to provide us with the necessary funding. Historically, Marion Utilities has conducted other projects in the past using the same 1:05:22 bonding process with the two most recent being completed in 2016 and in 2023. 1:05:29 Our financial adviserss at Crow have examined our debt service ratio to determine that we are within our parameters to manage this additional 1:05:36 burden without adjusting our current rate structure. 1:05:41 This project will be located roughly at the intersection of East 20th and South Clark Streets. If you'll recall, this council previously granted the utility 1:05:49 permission to vacate that specific section of Clark Street for this project. The details include, but are 1:05:56 not limited to, the installation of a new 1.7 million gallon storage tank, a new diversion structure, and 1:06:03 approximately 201 ft of a 36 inch diameter sanitary sewer. It also includes a 0.9 milliongal per day lift 1:06:13 station and a 6- inch diameter force man. Storm sewer relocation, water main relocation and site improvements are 1:06:21 also required for the project. And the end goal is to significantly reduce the number of combined sewer overflow events at the nearby home avenue cso structure. 1:06:32 Last Tuesday, I'm sorry, last Thursday, the Maran Utility Service Board passed the resolution that is before you, indicating their approval that we pursue 1:06:40 this next bond for an amount not to exceed 12.2 million. The bid opening is scheduled for 10 a.m. on October the 1:06:48 30th. Submitts will then be reviewed by Commonwealth Engineers, and their recommendation will be presented to the utility service board for final approval 1:06:57 at the regularly scheduled meeting on November the 6th. So, I think that captures all of the uh the main points of the project, but I'm happy to entertain any questions. 1:07:07 Thank you so much, Robin. Appreciate that. Any council members with questions? 1:07:15 I have a question. Um, how do you anticipate to pay for the bond? 1:07:20 Well, as I said, uh, our adviserss have, uh, shared with us that this is within our capacity, uh, given the current rate 1:07:28 structure. Back in 2010, I believe uh there was a long-term control plan rate structure put in place whereby each year 1:07:36 there was a slow a small incremental increase to our sewer rates to account for the bulk of these projects. 1:07:46 And I'm not sure if I heard it or not, but what's the length uh how long would 1:07:54 this bond go? The term that we've calculated for right now is 20 years. 1:08:00 And how many more of these required projects are left there? After this, there should be one 1:08:08 substantial project left for the long-term control plan to meet with all of the parameters that we've been given. And where's that one going to be located? 1:08:19 The bulk of that will be uh in the vicinity of the wastewater treatment facility, but it will likely also 1:08:26 involve the area right next door to the new splash pad, the Spencer Avenue, Nebraska Street intersection there. 1:08:37 And uh any idea of when that project might go? 1:08:42 We're on a pretty short uh time frame. I think we've got six or seven years to have all of this wrapped up. So, we're 1:08:50 hopeful that we should be able to start presenting that project at least in financial uh at least for financial projection purposes next fall. 1:09:01 And then how long for this particular project will it take to complete? 1:09:05 So, I believe that if we stay with the schedule that we currently have, um, notice to proceed and awards and whatnot 1:09:13 will be finished up towards the end of the year and construction will begin in the spring. And I think we had like 450 1:09:20 days worth of projects, just over a year to complete the project. 1:09:26 And how much of that work is done internally for marin utilities and how much is outsourced? 1:09:30 This will be a project that is contracted. Uh we will work with the folks as an advisory capacity as will 1:09:38 Commonwealth Engineers who we've um hired to be kind of overseers of the project entirely. But we will not know 1:09:45 who that specifically is until the bid opening on the 30th and then when it uh goes past the uh service board at the 1:09:53 next meeting. Last thing, because I like things in plain English for our citizens, uh, that may not understand what all we're talking about, but can 1:10:02 you just explain in plain English what this project really is accomplishing and like the for the environment? Absolutely. 1:10:10 So, during rain events or wet weather events, what happens is, uh, our sewer can take on so much water before it 1:10:18 becomes essentially searchcharged. And at some point the pressure needs to be released at somewhere. And so the 1:10:26 combined sewer overflows are those release points. There are six of those in our system. So what that means is typically the wastewater treatment plant 1:10:34 will capture the dirtiest part of um you know at the beginning of a rain event. 1:10:38 So it's kind of a flushing of the system if you will. But after that as rain continues to fall or snow continues to melt that excess water would be diverted 1:10:47 directly to the river. And so the state has mandated these projects to reduce the number of opportunities for that 1:10:54 extra flow to go to the river. This particular project is essentially a holding tank which will capture as much 1:11:02 water as possible during the course of the rain event to prevent that overflow for as long as we can and then after the 1:11:10 rain event concludes we can pump that back and it will receive full treatment at the wastewater plant. 1:11:16 Thank you so much. Just want people to hear that really the end result is to keep our rivers cleaner uh instead of 1:11:23 sewage flowing into the rivers just straight on. So that's just want everyone to hear the purpose of this. Um so I appreciate that.
