So, I have uh provided you all with some different uh options. Uh this has been a little bit of a mouse hunt to try to figure out what's been annexed by cities and towns. Todd Glansancy uh area plan. I got to give him kudos. It's easy offer to come up here to speak with us if we need a to do that. But uh we've done our best to try to identify what is currently on the books and uh where those boundaries are at. Um I know at 4:35 those boundaries are at. Um I know at the last meeting you all had recommended that I prepare maps and so without getting parcel by parcel specific I wanted to give you some general areas for discussion. I think that these are all areas that either the group as a whole or individual members have reached out to me about different areas of concern. Um, this map right here is the best iteration for everybody to kind of stay focused on as far as locations. Um, areas in red is where area plan Todd 5:06 areas in red is where area plan Todd Lansancy has designated these as areas that are cities, towns that are already annexed in those areas. Um there are some areas like traveling east on 18 that are more sawtooth parcel by parcel and I've given you an individual map showing those areas of what is denoted on that. Um right now uh feedback from you all is this area right here to the east of uh I'm sorry to the west of 5:36 east of uh I'm sorry to the west of Marian is an area of interest. You note the parcels in mustard yellow are of course industrial zone parcels in unincorporated Grant County for consideration. consideration. consideration. If you uh look at these and then I also you know it's been important to denote that the the railroad track here there is a railroad spur that goes into this area right here. This is definitely area of interest as well. There are also industrial zoned parcels in that area that are in unincorporated Grant County 6:07 that are in unincorporated Grant County wrapping around. Then there's an A substation here on the south side. And I I'll give a quick I'll give my little overview and then let all of you weigh in on your thoughts. Okay. There's an A substation here. There's also a parcel here that is industrial zone. There's another small industrial parcel up here to the north of that as well. So, >> so that's an area of interest. Um, moving further south to uh State Road 26 and uh I 69. This of course has been 6:39 and uh I 69. This of course has been discussed this interchange at this area. And then also there is denoted an industrial parcel just west of the interchange. Uh we believe though it's noted on the wrong side of the the highway. We believe that this is supposed to be the natural gas plant to the north right there. So this of course is an area of interest here. Um then up here moving to the east side of Marian course 18 going out as I mentioned it's kind of salt tooth at 7:10 mentioned it's kind of salt tooth at this time as they've identified in the first grade economic development area master plan for for that section and those are largely driven by state statute but but they they talk high level about your plans for how you want to redevelop them within each economic development. area. You can have one of our application areas that we then break off independently independently independently that would be geared towards project 7:41 that would be geared towards project specific development like for example St. 6969, right? We we think of that automatically as as somewhat of a self-defining allocation because the increment that's going to be developed in that area goes back to support what you're trying to do at that intersection or they can be in one consolidated big economic development area. The things that you have to think about is when you create these economic development areas and the stiff 8:11 development areas and the stiff allocation areas, the first time the trigger for us is when you issue debt within those areas. That starts a 25-y year clock on those allocation areas. And so we look at it from a very high level perspective of how we're going to develop a plan for the wall. But then we also started thinking a little bit grand about project specific activities they didn't want to see accomplished in those areas to try to plan with with our financial advisor 8:44 with with our financial advisor without the chance to introduce himself. Yeah, but working hand in figuring out exactly what's the most approach for the county as you're thinking through some of the thoughts. So as far as first step is to uh for this body to agree on an economic development area. >> Yes. Big picture. >> I think that's that's a good way of thinking about it as you're looking at it now. I mean depending on two large bifurcated areas right now and and we 9:16 bifurcated areas right now and and we can really you can slice it however one and however you see fit. But we take probably a consolidated area first and then as you get more into your project specific needs and areas of concern start breaking those out but it's fairly straightforward process uh that we can put a time to everything so you can just see the steps that are being helped in development. 9:51 I'm sorry. >> Hand calls. >> Yes. So, uh this morning also the county commissioners approved uh an agreement to work with Baker Tilly to uh retain them to assist this body. Even the body has no funding. Greg's available to assist and help craft and 11:57 available to assist and help craft and create all this together. We need a financial advisory firm and that's what Baker Tilly does. I've worked with them on many different pre-developed missions in the past and happy to see that they're able to do that. Greg, do you want to share a little bit and chime in this conversation a little bit? >> Yeah, absolutely. Thanks for Yeah, Greg Bos Bos Bos advisors um helping you know counties with financial planning as well as public health missions with areas like this like tiff economic development incentives things like that. Um so you know what Chris mentioned you know think 12:27 know what Chris mentioned you know think of it as the economic development area is that area where the money can be spent. So it's in serving the benefiting that economic development area. The allocation area as Chris was kind of talking about the specific sites is where the money is generated. Right? So you you know if you have multiple allocation areas within that one boundary you can spend money in serving benefit. benefit. benefit. U one thing to just keep in mind when you're setting up the allocation areas is that pocket risk mentioning but as well as the base state. So with tiff and 12:59 well as the base state. So with tiff and it kind of works backwards. So what I mean by that is if the process is completed this year for an allocation area the base would be set as January 125 tax is payable 26 meaning that those parcels in the allocation area the base is equal to the assessed value of the properties at that time right so it's not something that for the outpatient area if you're needing the capture of the increment for a specific purpose once the development happens it's it's too late right the the base would be set to that new assessed value and thus you wouldn't capture any tip to be able 13:29 wouldn't capture any tip to be able support that development or whatever else is needed to support the so you do have to kind of get in front of the development that could come or what have you so that that base is set at what the value is it today versus could I a couple different points one is uh you mentioned the economic development area future generated revenue can serve andor benefit that area is it sometimes better to have a broader 13:59 broader broader economic development area and then if you have a project have a more focalized focus tiff area within that and with ability to spend that money in a larger broader area. >> Yeah, I think for from a financial perspective. Yeah, absolutely. um you know having a more flexibility on how when you know where those revenues can be spent um as long as it legally kind of is okay in terms of the boundary. Yeah. I think financial >> because it serves and or benefits the tip district. >> Correct. And and you know I say serve or 14:30 >> Correct. And and you know I say serve or benefit because I have seen and worked on projects um that are outside that economic development area but it supports just to give an example a fire station or something. You know, a lot of times it'll be maybe just outside the tiff, but if it serves the benefits that whole tiff, you know, attorneys typically will feel comfortable that serving the entire Tiff that expansion. Second follow-up question. I've had a couple members ask me about, you know, what what's the benefit of tiffing in, you know, a huge area or or creating an economic development area of 15:01 creating an economic development area of the entire county? Can you talk about the the pros and cons of of that? why why communities don't don't do that. >> Yeah. Um so from an economic development area perspective obviously that's just where the money can be spent. Such the allocation area um you know from a pure dollar perspective um you're right that if you were to make an allocation area out of the entire county the county would receive more on a net basis if everything was tipped. Now on the flip side of that though where that negative of doing something 15:32 where that negative of doing something like that is that you're capturing all of that future assessed value right and so where that value is not going is to the tax base so so county itself the schools the cities you know so on and so forth and so where that can come into play is as you guys know in general kind of municipal finance in the state of Indiana the state sets the maximum limits for Francis so really what drives the tax rate is assessed values so if assessed values are not increased inreasing, but that levy is tax rates are going to go up by up, right? So, 16:02 are going to go up by up, right? So, that can deter investment that can increase circuit breaker losses. So, you know, while you may be collecting more tiff, you're then losing money in general funds. Um, you know, potentially be deterring investor because your tax rates is climbing. So that's kind of, you know, other reason I would say that you wouldn't want to necessarily make the whole county an allocation area um because again you'd be losing all that future assessed value growth um in the general funds. 16:40 So I I need direction for you all. I need to know what what you want to do with these areas. I guess how broad of allocation areas you want to consider um locations locations locations and I'm happy to work with this team to you know make that happen to execute that for future meetings that would be the first step and it'll have to be you can make it more of like a paint for a effect Right. 17:14 a paint for a effect Right. You have to sell the information like I know 26 and 69. I mean, I guess my point is I would just caution do it all cuz I'm comfortable with the with administration that's in power now, but I seen have an 18 and 69 go way south out there city side where we end up with 17:45 out there city side where we end up with that. He had no idea be, you know, if you give a fraud paintbrush that gives your success or nothing that happens happens happens that I may not agree with or this board may not agree with that ability to tax 18:17 area the TIV and everybody else go to county council for approve right so we're just we're really just making recommendations recommendations recommendations >> yeah I think what we have do is when we're at based on the direction from you on here today that we can come up with a plan of how to do a bas feedback going to show you the plan for how would take through the legislative process what that would look like 18:49 You give us a timeline of all time. So you need to then decide which you're going to assign it to the RBC So can I give one little key point to this just for the members knowledge too that we have been contacted by parties 44:12 that we have been contacted by parties who are interested in this property. Um we want to collectively as a group make sure it gets in the hands of somebody who's a responsible owner, somebody who can has the ability to address Brown with concerns, be a good long-term partner, keep it on the tax rules long term, not be an industrial slum lord. It's a real critical point. We're at a critical juncture right now. So that's kind of the preface of what the count's thinking right now. We want to steer the end user, not let anybody just buy into. 44:43 buy into. So in general then when county body or redevelopment commission has disposition process then you go through disposition disposition disposition notices getting the property appraised and going off as a typical bid like you hear from city county work. However it's just a process that needs to be completed. So in our world, we negotiate dispositions of property all the time 45:14 dispositions of property all the time with developers for project uh specific folks who might come in and pick up a site. Your ability to get that property to that end user on the terms and conditions that you want to provide to them can be effectuated after you go through the disposition process. So think is the think of the disposition process is kind of the statuto safeguard for you to see what's out there. Once you see what's out there, then you go through the process, then you're able to have those negotiations and conversations ultimately. So, uh, 45:46 conversations ultimately. So, uh, typically what we do is we'll know you have a viable prospect and you have a viable deal that's in place, we'll run kind of your project approval with the land disposition process and so that they so we our firm has worked collaboratively with Martha Thornberg and other law firms in the past to do requests for proposals of end users.
