The data center proceedings did not happen at one table. 250 indexed moments across 14 recordings are spread over five bodies: the volunteer subcommittee that met eight times, the Area Plan Commission, the Board of Zoning Appeals, the county commissioners and the Fairmount Town Council. The draft is readThe subcommittee finished its page-by-page review on August 5, seven review meetings after it began. Battery energy storage was pulled out to be its own ordinance. The revisions go into a new draft, which the subcommittee will meet once more to check before the Area Plan Commission takes it to a public hearing.
One letterOne company has written to the county about converting the existing crypto mining site on State Road 18 — that letter was read into the public record on June 24 and is linked below.
County moved firstThe county began this work in October 2025, before any company had made contact — a point the executive director put on the record at the first meeting.
County land onlyThis ordinance would cover unincorporated Grant County only. Marion, Gas City, and Upland each write their own rules.
A moratorium, and a question about itAsked at the June 1 commissioners meeting whether the commissioners had passed a data center moratorium, the answer given was yes — in May. At the same meeting a resident said it had not gone to public hearing and that no signature page had been seen; a commissioner said the commissioners had done their part. The Area Plan Commission separately resolved that its office not take in a special exception or building permit for a data center.

The subcommittee met once in March to organize, then read a 37-page draft ordinance straight through, section by lettered section. Seven review meetings finished it on August 5. The battery storage sections were set aside for an ordinance of their own, and one more subcommittee meeting is planned to check the revised draft before it goes to the Area Plan Commission.
