Moments are located using YouTube's automatic captions on the council's own recordings, then checked against the video. Captions garble proper nouns badly — names, companies and dollar figures especially — so the recording is the record and this page is a way into it. Timestamps are the moment an exchange begins; links open five seconds early for context. Where a recording is incomplete, that is noted on the meeting: the October 21, 2025 meeting was posted twice — one upload has no audio at all, the other picks up after business was already underway — so only the final ten minutes of that meeting exist on the public record.
