463 alleys, and what paving them would cost

It began in July 2024 with the mayor driving the alleys himself and three prices on a screen. Nine months later it became an ordinance to pave every unpaved alley in Marion within ten years, and a public hearing that went through the costs, the obstacles and the residents. It was then held in committee and never taken up again.

  1. July 16, 2024. It starts with the mayor driving the alleys himself on a Sunday afternoon.

  2. Nobody had touched them in roughly thirty years, and the last attempt made things worse.

  3. Three prices are put on the table at the very first telling — including the one the 2025 ordinance will land on.

  4. And the question that outlives the money: who goes first.

  5. Doing all of them at once was on the table in 2024, for $1.1 million. It was not taken.

  6. Months before the ordinance, the argument is already on the record — because the council president made sure his lone no vote was written into the minutes.

  7. And the city is already buying alley work, by the square foot, from the only company that bid.

  8. Nobody at the table can say how many alleys that buys, or which ones. That gap is what the ordinance is written to close.

  9. April 1, 2025. The ordinance would bind the city for a decade.

  10. First, the arithmetic.

  11. It exists because of what residents were already calling about.

  12. Then the engineer names the problem money doesn't solve.

  13. And says plainly that alleys aren't where he'd spend it.

  14. Rather than vote, the council sends it to committee and invites the neighborhood.

  15. Two weeks later, that meeting.

  16. Three prices, depending on what 'paved' is taken to mean.

  17. The outside money the council expected to use turns out not to be available.

  18. Then the residents describe what it is like.

  19. And the root of it is that nothing was ever written down.

  20. The sponsor's counter-arithmetic — his own cost-per-alley number.

  21. A resident asks the question the ordinance was written to answer.

  22. Four months on, the council is still looking for a fund that could pay for it.

Where it stands

General Ordinance 8-2025 never came back from committee. It was held on first reading on April 1, 2025 and sent to public works, which heard residents for nearly an hour on April 15. No second reading was ever taken. The estimates on the record range from $6.6 million to $10 million, no funding source was ever identified, and the money got harder to find every month after Senate Bill 1. The cheapest fix was quoted at $1.1 million for all 463 alleys in July 2024, when an unexpected $888,000 county payment was sitting there; the council appropriated $500,000 of it instead.

What this is, and what it is not

Ten governing bodies meet in public in and around Grant County and post the recordings; their own archives are searchable only by scrolling. This page puts 2,621 indexed moments across 189 recordings in one place, alongside 99 records from the county's September 2 release on the internal investigation of Commissioner Chuck Poling. Pick a body, pick a subject, and the two compose.

It is not the whole record. It holds what has been indexed so far, and the depth is uneven by design. A body with few entries here has not been examined less carefully — it has been examined less.

Nothing found is not the same as nothing said. Browsing the index and searching what was said are different questions, and the second reaches less far: full transcripts are loaded for 100 of the 189 recordings and 86 of the 99 investigation records, and of the 89 without one, 79 are Drainage Board. Where no transcript is loaded the moments are still indexed and the recording still plays; it is the word search that is blind.

Captions garble names and numbers badly. Timestamps came from automatic captions. Watch the clip before repeating a name, a figure or a quotation. The recording is the record; this is a way in.

Drainage Board entries were located by a script, not chosen by a person — it found where the agenda turns. The labels are dull for that reason, and no mechanical entry characterizes, summarizes or names anyone.

The investigation records are the county's own release, linked from Quick Links at the foot of the county's site. Most of the paper was scanned and machine-read, so the linked original governs. One file is indexed in part: a set of news clippings that carries dozens of unrelated people's court filings on the same pages, where only the lines naming Poling are indexed.
